SAN DIEGO (KGTV) -- A 63-year-old man was shot several times during an argument in San Diego’s Jamacha-Lomita neighborhood Friday afternoon.Police say the shooting happened on the 7900 block of Gribble Street just before 4 p.m.According to police, the victim and suspect got into an argument when the 63-year-old was shot three times. The man was taken to the hospital with non-life threatening injuries. The San Diego Police Department said gang detectives are investigating the shooting.Police described the suspect only as a Black male wearing a red shirt.Anyone with information is asked to call crime stoppers at 888-580-8477. 639

SAN DIEGO (KGTV) - A 98-year-old woman is being evicted from her Ocean Beach home after living there for nearly three decades. Betty Morse moved into her tiny Ocean Beach cottage back in the late 1980’s. After her husband died, she needed a place she could afford. “I was by myself, but I managed,” Morse said. “I could walk to work.” Morse said the rent was about 0 when she moved in. “It was a beautiful place to live because you could walk to the beach and watch the sunset,” she said. This little place by the beach that fits her so well was supposed to be her last stop. "See, I figured I'd lived a wonderful life in Ocean Beach, and I want to live and die here, you know, because I feel so comfortable here,” Morse said. “It's my little house, and it's all I know.” Morse said this year she was asked to sign a new rental agreement. Her family had some disagreements with a couple of changes made by the landlord: one was a no-smoking addendum. Morse told 10News after decades of being a smoker at 98-years-old, she quit so she could stay in the home. Despite her efforts, she said after the attorneys went back and forth a few times, she received a 90-day-notice in July terminating her tenancy. Morse doesn't know what to do if she’s forced to leave. “I don’t know who will rent to me because in two months I’ll be 99 and they are not going to be happy to rent an apartment,” she said. During her 30 years at the property, Morse said she never had a problem with the rental. A fixture in the neighborhood, she knows San Diego Mayor Kevin Faulconer and his mother. "She said, 'Kevin, I want a picture of Betty with you' and he said 'OK mom,'” she said. “He came over to the step and she said, 'She's very unsteady on her feet, Kevin, don't let her fall.'" Morse said her rent was always paid on time, a trait she picked up from the one man she ever loved. "Before he died, when he was in the ICU, he had a tube, but he wrote, don't forget to pay the rent.” A model tenant, Morse is using Section 8 housing assistance to help cover her rent. According to the termination notice she showed to 10News, the owner is electing to opt out of the Section 8 program and not renew the lease. It states the owner will be conducting substantial renovations to the unit and following the renovations the owner desires to rent the unit at a higher rental value, being that of the market rate value. The notice states the owner will be opting out of Section 8 entirely."They clearly state on their 90-day notice that their just cause is they don't want to comply with Section 8,” said Pamela Macias with San Diego County Evictions. Macias is working with Morse and her family to try and keep her in the home. "She's willing to pay market rent and just for no reason at all they want her out,” Macias said. Morse does have children, and instead of being out on the street she could move in with one of them. However, nearing the century mark she worries about being a burden.“I don't want to be in a nursing home either,” she said. “I still want to be independent.” The 90-day-notice has expired and Morse is still living in the property. The property owner filed an unlawful detainer, which is basically an eviction lawsuit. Team 10 contacted the owners of the property; they declined to comment due to pending litigation. Housing Assistance in San Diego The San Diego Housing Commission (SDHC) states that more than 6,000 landlords are participating in the rental assistance program. Most landlords don’t usually stop participating in the program, but it does happen, according to the commission. They say the Section 8 Housing Choice Voucher Rental Assistance program includes options to meet the needs of both landlords and tenants. Landlords can increase rents for rental-assistance tenants as they would for market-rate tenants as long as 60 days’ notice is provided to the rental assistance tenants and the new rent is determined to be reasonable.According to SDHC, to evaluate the reasonableness of the rent it compares the requested rent to the rents on other units on the premises with tenants who do not receive rental assistance. Right now, landlords are not required to accept tenants who receive Section 8 rental assistance. However, in August 2019 a new amendment to San Diego’s source of income ordinance will prevent landlords from declining a tenant based only on the household receiving rental assistance. “It opens large opportunities for our clients to receive assistance and utilize their voucher in the City of San Diego,” said Carrie Leverett, director of the SDHC rental assistance department. “It allows our clients to maintain affordable housing and find affordable housing. SAN DIEGO (KGTV) -- County leaders and the American Red Cross are being forced to change fire evacuation plans due to coronavirus.According to a news release, residents under evacuation will now be housed at hotels or motels, or multiple shelters with less than 50 people instead of traditional shelters.The Red Cross says it’s working with nearly 100 lodging businesses to make rooms available during a crisis.“We’re entering the riskiest part of the wildfire season while still being in the middle of an unprecedented health crisis,” said county Supervisor Dianne Jacob. “That is forcing us to rethink and retool our disaster-planning efforts.”The County Office of Emergency Management is also asking people to include face coverings and hand sanitizer in their evacuation kits.“As we head into our warmer months, we need all resources available,” said County Supervisor Jim Desmond. “The question isn’t if, but when. We know fires are a part of living in San Diego, but putting in the preparation ahead of time is the best tactic we can use.”The Red Cross also says packaged meals will be provided instead of the usual cafeteria-style dining in light of the virus.“Disasters require flexibility and planning for a number of variables – especially in the COVID-19 environment,” says Sean Mahoney, Regional CEO of the American Red Cross Southern California Region. “As wildfire season approaches, the goal of the Red Cross remains to provide comfort and support to anyone in need after a disaster, and we are prepared to do just that.” 1545

  

SAN DIEGO (KGTV) - A 17-year-old has been arrested for social media threats to a Carmel Valley high school.San Diego Police said the juvenile was taken into custody Monday at school during an investigation into threatening comments issued online against Canyon Crest Academy, which is part of the San Dieguito Union High School District.The teenager has been placed in Juvenile Hall for criminal threats, SDPD said.RELATED: Timeline shows threats made against San Diego County schoolsIn a letter to parents Monday, Principal Brett Killeen said no "credible nor specific threat was made."The students were concerned about what another student has been posting on social media.  Though no credible nor specific threat was made toward any specific student nor our school, these students did the right thing in reporting their concerns to us.  The San Diego Police Department is investigating this issue, and the student who posted the content is not on campus.We are proud that CCA is a safe school with an inclusive and caring culture.  We do encourage families to talk to teens about what they may be posting online, because threatening content will be taken seriously, even if posted in jest, and it ultimately disrupts the lives of those who are concerned about the content, as well as the person who used poor judgment in posting the content.  1383

  

SAN DIEGO (KGTV) - Ring doorbell video could provide the break in the strange disappearance of rent checks in North Park.A noise caused Ken Frederick to scramble from his home just past midnight Saturday, downstairs to his business, a property management company on 30th Street. He found junk mail - removed from his mailbox - coated with a sticky substance. He ended up near the front door and found a lone check that a tenant had dropped into the overnight mail slot. He checked his surveillance video, which showed a man in a hoodie appearing to jam some sort of stick-like object into the mail slot, before he removes it and takes off."We feel violated, like someone coming into your home," said Frederick.Frederick dug into his other Ring videos and found one from early last Wednesday morning. It appeared to be the same man, same hoodie, and same stick. This time, after he takes the stick out, he appears to put something in his pocket."If you know somebody's been in your business, it makes you feel insecure," said Frederick.Frederick is checking with his tenants to see if any rent checks put in the slot have disappeared. Another property management company nearby tells 10News they have had about ten rent checks vanish since June.As for the sticky substance, it's a familiar one. In the past year, 10News has reported on thieves 'fishing' checks with glue traps out of local postal collection boxes. The ink is then washed off with a chemical solution, allowing a thief to fill in the blanks.Anyone with information on the case is asked to call San Diego Police at 619-531-2000.For renters, experts suggest either looking into online payments or making sure to drop off your rent during business hours. 1725
