DESCANSO, Calif. (KGTV) - An East County couple is making a plea for help, fearful a power shutoff will be hazardous to their health.Holly and Alan Shields got the call from SDG&E Wednesday night, warning about possible power shutoff. Hours later, the power was shut off at their home in Descanso."My stomach just dropped. You know, it was like, 'What am I going to do?'" said Holly Shields."Nervous and stressed out," added Alan Shields.Both Holly and Alan require breathing aids. Alan, who served in the Army as a welder, suffers from chronic lung issues and must use a CPAP machine to help him breathe while he sleeps.Holly is battling breast cancer."I take very high steroids, which has cut down on the amount of oxygen my lungs can accept, so I have to be on an oxygen machine when I can't breathe," said Holly.Because of the power shutoff, neither Holly nor Alan will be able to their machines."I’m scared to death," said Holly.The two do have a generator, which is outside and has enough juice to power a freezer and heat their seven tortoises."The tortoises have to stay warm. Otherwise, they will go into hibernation, and it will kill them," said Holly.The couple says they couldn't afford an electrician to hook up their generator inside, and can't afford another generator."He lost a lot of work, both of us did, to COVID," said Holly.The couple now finding themselves in a precarious position, worried about how long their power will be out, and unable to breathe easily. They're hoping someone will lend them a generator and help them hook it up."It's tricky hooking it up to a home with solar panels. We have solar panels, but only generate power and send it to SDG&E. DEL MAR, Calif. (KGTV) - A local woman says that a man posed as a Del Mar plastic surgeon and groped her for several minutes during a consultation exam. Team 10 investigative reporter Jennifer Kastner verified that he is the manager of a cosmetic surgery center, but he is not a licensed medical provider. He denies any wrongdoing.“All I can remember is being in the car and just bawling, just crying,” she tells us. She claims that the crime against her was deeply personal, so we’re not revealing her identity.She says her tears came just minutes after she says she left Del Mar Cosmetic Contouring Surgery. It’s a private business located in a medical office building off of El Camino Real.“He pinched my nipples. He grabbed the side of my chest. He lifted [my breasts] up with both hands,” she tells 10News. She’s talking about Dario Moscoso, who operates the cosmetic surgery business that specializes in fat contouring. “She’s a liar. She’s trying to extort money,” says Moscoso. “Do you touch patients?” we ask him. He replies, “No. I do not touch patients.”She says she visited the office for a full body contouring consultation, when Moscoso allegedly took her to an exam room, alone, had her disrobe, and grabbed her all over without gloves on. She tells us that he had her pull her pants down, too.“Did you think Mr. Moscoso was a plastic surgeon?” we ask. “Yes. He wore a white coat…he had a clip board. He had paperwork that I was signing,” she responds.“Have you ever represented yourself as a plastic surgeon?” we ask him. “No,” he replies.We also ask, “[Do you make] it very clear with each patient coming in that you are not a licensed medical provider?” “Absolutely,” he tells us. “If they try to disrobe, I do not allow it. [I] absolutely do not allow it,” he adds.His Instagram account shows “Plastic Surgeon” under his name.“That is a category,” he explains. He tells us that it represents the industry that he works in, not his profession. The woman who’s accusing him of groping her tells us that the consultation made her extremely uncomfortable, but she was desperate to change her body. So, she put down a deposit, left the office, and called back at a later date.“I was na?ve,” she says.When she later called back, she says she learned that a Doctor Gerald Schneider would be doing the procedure. Schneider is on probation with the Medical Board of California for sexual misconduct with another patient. He is still allowed to practice with Moscoso as a third-party chaperone. Moscoso says that he and Dr. Schneider always follow that rule.Schneider would not do an interview with 10News.He, Moscoso and their cosmetic procedure businesses are now being sued for what the alleged victim says happened to her.“[It’s] an absolute lie. It never [happened]. In all the years that I've been doing this, I have never had that happen before,” Moscoso adds.The alleged victim doesn't buy it. She thinks that other patients have been assaulted, too. “Come forward. Come forward, because he needs to be stopped,” she adds. DEER SPRINGS (CNS) - A motorist died Saturday in a traffic accident near Old Highway 395 and Interstate 15 in the Deer Springs area, authorities said.The crash happened at 4:36 p.m. when a vehicle went over the side of the road at the Old Highway 395 off-ramp near the northbound 15, named the Avocado Highway along that stretch of roadway, according to Thomas Shoots of Cal Fire.The California Highway Patrol and North County Fire were called to the scene along with Cal Fire, Shoots said.The motorist was pronounced dead at the scene. DENVER -- Weld County prosecutors on Monday formally charged 33-year-old Chris Watts with nine felony counts, including first-degree murder, in regards to the deaths of his pregnant wife, Shanann Watts, and their two young daughters last week in Frederick, Colo.Watts faces three counts of first-degree murder after deliberation, two counts of first-degree murder – victim under 12/position of trust, one count of first-degree unlawful termination of a pregnancy, and three counts of tampering with a deceased human body, according to Colorado court records and documents filed Monday afternoon.Read the full arrest affidavit by clicking here.The affidavit says that Chris Watts was having an affair that he had previously denied to police, and that he claimed that Shanann had tried to strangle their daughters after he told her he wanted to separate.Watts is next due in court Tuesday morning to learn the formal charges he faces. 950
