NAIROBI, Dec. 20 (Xinhua) -- Jointly set up by China and Africa in October 2000, the Forum on China-Africa Cooperation (FOCAC) has made abundant achievements in the last decade, boosting the development of the new type of China-Africa strategic partnership in an all-round and tangible way.The FOCAC, a collective consultation and dialogue mechanism between China and African countries, is the first of its kind in the history of China-Africa relations. It is a major future- oriented move taken by both sides in the context of South-South cooperation to seek common development in the new situation.Besides four ministerial meetings, the forum held a summit in November 2006 in Beijing, when Chinese President Hu Jintao and his African counterparts agreed unanimously to building "a new type of strategic partnership featuring political equality and mutual trust, economic win-win cooperation and cultural exchanges". It is an important milestone and beacon for the China-Africa relation development in the new times. The Chinese government has fully implemented the eight initiatives of assistance developed at a series of ministerial conferences and particularly at the Beijing Summit. Moreover, a new set of eight initiatives has been launched since the 4th Ministerial Conference of FOCAC last year.With a prosperous FOCAC, China-Africa relations registered considerable progress in all sectors. Over the past 10 years, mutual political trust had continued to deepen between China and Africa, practical cooperation had progressed on multiple fronts and exchanges and mutual learning had intensified, noted Chinese Vice President Xi Jinping, addressing a seminar marking the 10th anniversary of FOCAC last month in Pretoria, South Africa.HIGH LEVEL OF MUTUAL TRUSTChina is the largest developing country while Africa is the continent with largest number of developing countries. The population of the FOCAC's member states accounts for around one third of the world's total. The forum, initially launched to further strengthen the friendly relations between the two sides, and jointly meet the challenges of the new era, have attracted the attention of the whole world since 2000.The forum witnessed the most frequent high-level contacts and personnel exchanges between China and Africa. During the decade, Chinese President Hu Jintao paid six visits to Africa. The two sides supported each other on major international issues and bilateral issues, and coordinated more closely in international affairs. With its contribution, China-Africa relations have entered a new stage of fast, comprehensive and stable development.The first FOCAC ministerial conference, held in Beijing in October 2000, was aimed at addressing globalization and enhancing cooperation between China and African countries.To strengthen the FOCAC mechanism and better implement its follow-up actions, the Chinese side established its FOCAC Follow- Up Committee in December 2001, which is composed of senior officials from 21 ministries, state commissions and agencies. In December 2003, the second ministerial conference was convened in Addis Ababa, capital of Ethiopia. The third ministerial meeting and a summit was held in November, 2006 in Beijing. And the fourth ministerial meeting was held in the Egyptian resort of Sharm el- Sheikh on Nov. 8-9, 2009.During its development, the forum has formed into a multi-level dialogue mechanism between ministers, senior officials etc., and a consultation platform for its members' leaders, foreign ministers and African ambassadors to China. The two sides held collective dialogue, planned for the future development of China-Africa relations within the forum. Contacts between their parliaments, political parties and local authorities have also deepened.The forum has creatively determined the consensus reached by two sides on the form of official documents, such as the Beijing Declaration and the Program for China-Africa Cooperation in Economic and Social Development, adopted in 2000, and the Sharm el- Sheikh Declaration and Sharm el-Sheikh Action Plan, adopted in 2009. In such way, the forum not only consolidated the results of Sino-African exchanges over the past more than half a century, but also laid a more solid foundation for mutually beneficial cooperation between China and Africa.Through the years, China has always uphold the concept of non- interference in other countries' internal affairs, and do not seek to export its values and development models to African countries, but to help them address food security, health care, education and other issues with numerous reconstruction projects, donations, personnel training programs, preferential loans and debt relief.At the same time, the initiatives of each ministerial meetings are innovative and with continuity. The proposed objectives of these meetings can be completed on schedule or even ahead of time. This demonstrates China, as the largest developing country and a responsible country, is greatly concerned on Africa's development and the growing China-Africa strategic mutual trust.On the twentieth session of the World Economic Forum on Africa, held in Tanzania, 2010, the African representatives generally agreed that the strategic interests of China and Africa had become increasingly inseparable. The bilateral relations between China and Africa are evolving to a real win-win partnership.

BEIJING, Nov. 19 (Xinhua) -- Chinese ministries and local governments have coordinated efforts to combat price hikes by increasing grain supplies, clamping down on speculation and offering subsidies, as the central government has growing concerns about rising inflation.In a move to head off price hikes, the State Administration of Grain will increase sales of grain supplies to meet the public's needs and stabilize market prices, the agency said in a statement posted on its website Friday.Additionally, it will sell a set amount of cooking vegetable oil and soybeans from government reserves beginning next week, in addition to the weekly sales of wheat, rice and corn that has already begun, the statement said.The authority will also send groups of staff to major grain production regions to inspect and guide purchases of autumn grain and regulate business practices, it added.The statement said the move was designed to protect farmers' interests and maintain moderate prices in the grain market.Further, the Ministry of Agriculture announced Friday that it will work to add 8 million mu (0.53 million hectares) of planting areas for vegetables and 2 million mu for potatoes to stabilize agricultural production and increase vegetable supplies during the winter.Also, Zhou Bohua, head of the State Administration of Industry and Commerce, said the administration will "seriously" work to prevent the hoarding of agricultural products, forcing up prices and other speculative practices.These measures echoed the central government's call to tame price rises.China's State Council, or the Cabinet, on Wednesday announced price control guidelines to reassure consumers facing rising inflation.The efforts mainly included imposing temporary price controls on important daily necessities and production materials when necessary, and urging local authorities to offer temporary subsidies to needy families.In addition, the government will work to ensure market supplies and strengthen market supervision.Local governments also unveiled specific measures intended to help people pressured by the higher cost of living. The city government of Changchun, capital of northeastern Jilin province, has announced it will hand out subsidies to more than 40,000 low-income households this month, distributing 50 yuan to each household.Also, Mao Zhiming, an official with the city government of Taiyuan of northern Shanxi province, said the city will offer subsidies to low-income families each month beginning from the first month when the local consumer price index (CPI) rises above 3 percent and continuing until the third month that the CPI remains below 3 percent.

As an inland country, Laos wants to counter its disadvantages of being land-locked by improving its transportation systems, Lengsavad said at the ongoing seventh World Congress on High Speed Rail in Beijing.In April, Laos reached an agreement with China to establish a joint venture that will construct a railway linking China's southwestern Yunnan province and the Lao capital of Vientiane. The project will be launched in 2011, with an estimated construction time of four years, Lengsavad said.Thailand, another country in Southeast Asia, is also partnering with China to improve its rail network.In October, Thailand approved a negotiation framework for a project for Thailand-China cooperation on high-speed rail. Under the framework, the two countries will cooperate to build five railways designed for speeds of 250 km per hour at a cost of 22.5 to 25.5 billion U.S. dollars.Regional traffic networks promote trade, investment as well as economic and social development, Thai Deputy Prime Minister Suthep Thuagsuban said at the conference.China's high-speed rail is welcomed by its neighboring developing countries, not only for its competitive cost performance ratio, but for the great impetus it gives to economic and social development.Some media even used "high-speed rail diplomacy" to describe the prosperity of China's construction of the rail network.On the other side of the Pacific Ocean, Chinese enterprises have begun to enter the U.S. market.General Electric Co. (GE) has announced the company and China's largest rail vehicle maker China South Locomotive & Rolling Stock Corporation Limited (CSR) will invest 50 million dollars in a U.S. based joint venture to make high-speed trains."It's very good they (GE) can find a world-class partner here in China to work with. I'm sure it will benefit both companies and both countries as a result," said Bill Millar, president of the American Public Transportation Association.Since 2003, China has signed agreements or memoranda of understanding for bilateral cooperation on rail with more than 30 countries, including the United States, Russia, Brazil, Saudi Arabia, Turkey, Poland and India.In a post-crisis era, developing the low-carbon economy and seeking sustainable development has pushed for a third global wave of high-speed railway construction.Under this circumstance, China's high-speed rail network has been developing quickly over the past years with a combined length totaling 7,531 kilometers, the world's longest.During a latest test run on the Beijing-Shanghai high-speed railway in December, a CRH-380A train set a new speed record of 486.1 km per hour.Chinese manufacturing sources said Tuesday China aimed to break the world high-speed rail record of 574.8 km per hour in a trial run next year.All these are the basis for China's high-speed rail industry to "go abroad" and conduct international cooperation.Chinese Vice Premier Zhang Dejiang said at the conference that China should open up wider to the outside world and enhance communication and cooperation with other countries in high-speed rail, while encouraging Chinese rail enterprises to "go abroad" and enhance friendship through cooperation.Jean-Pierre Loubinoux, general director of the International Union of Railways (UIC), said the great development of Chinese high-speed rail has demonstrated that only by learning from each other can all seek a better and faster development."The cooperation on high-speed rail enhances cooperation between nations, thus advancing the industry to a higher standard," said E.
