SAN DIEGO (KGTV) - The Central San Diego Black Chamber of Commerce announced a new relief fund for Black owned business meant to keep them afloat during the pandemic.They held a press conference Sunday afternoon at Waterfront Park announcing the Black Business Relief Grant Fund.Lance Growth, member of the chamber and CEO of Growth 1031, organized the press conference and says this is going to fill the gap where the government's Paycheck Protection Program fell short, "for the COVID crisis yes this is a light at the end of the tunnel."Growth says about 95% of black owned businesses did not get federal money."I don’t want to say insulting but disheartening where you watch this crisis unfold then you see your government say, 'Hey we know how bad this is we are going to provide you help,' but then you read about the businesses that [didn't get] PPP, and it just folds into the social unrest," he said.He said the grants and microloans will pay for anything from rent to supplies to payroll.Growth said they weren't going to make the application nearly as time consuming and invasive as the PPP, "we’re just going to try and get you this money as fast as possible because everyone is hurting from this pandemic."Applications open Wednesday, June 17, and priority will be given to small disadvantaged businesses in low income neighborhoods.Specific criteria for the grants will be defined Wednesday, according to the chamber.They are expecting a very high demand, compared to the amount they can give out. "One of the big things we announced is a goal that we want to raise million dollars in 60 days," Growth said, urging San Diegans to use this opportunity to get involved and make a difference.He said supporting black owned businesses help them thrive and remove barriers for the next generation. 1817

SAN DIEGO (KGTV) -- The 92-year-old San Diego man who pleaded guilty to shooting his son in the head as he slept in his father’s Old Town residence was sentenced to three years of probation. Richard Landis Peck pleaded guilty to voluntary manslaughter early in 2019. Peck had been facing a murder charge in the death of his 51-year-old son Robert. Peck was arrested in mid November of 2018 after going to a neighbor’s house on the 2300 block of Juan Street to tell her he just shot his son. A new report by Zillow found that many economists believe the housing market in the West will turn into a buyer’s market by 2020.According to the housing site, home-values have appreciated faster in 2018 than in 2017. That coupled with a fall in inventory means that sellers are in the driver’s seat.At least for now. Zillow says recent data suggest the balance may be starting to tilt back toward buyers. Home growth is slowing in more than half the nation’s 35 largest metros and price cuts are common.Even in San Diego, where the cost of living is well above average, 20 percent of listings saw a price cut in June.A separate report from Zillow found that the increase in home values has also slowed throughout San Diego.Three out of four economists surveyed say the national housing marked could see a shift to a buyer’s market by 2020.Those same economists say the Midwest will be the first to see the shift, beginning as early as 2019, followed by the Northeast, South and West in 2020.“For the past several years, home sellers held all the cards at the negotiating table, fielding multiple offers while buyers faced stiff competition and a fast-moving market,” said Zillow Senior Economist Aaron Terrazas.Over the next year, Zillow expects the rate of appreciation to slow to 4.7 percent in San Diego, where the median home price is 4,100.“Conditions are starting to show signs of easing up, but the effects of years of limited construction still linger. Inventory is still falling on an annual basis, and home values are growing well above their historic pace. Although these trends are starting to lose their edge, it is far too soon to call it a buyers market,” Terrazas said. 1789

  

SAN DIEGO (KGTV) — The commissioner of the Pac-12 says 15-minute testing technology from a San Diego company could be the “game-changer” needed to restart competition in the conference before the end of the year.The Pac-12 is considering restarting college football as early as mid- to late-November, according to ESPN, as long as it can secure approvals from state and county lawmakers in California and Oregon.In some conferences, college football is entering its third week, but Pac-12 schools like USC and UCLA are still in workout mode after the conference voted last month to postpone all sports until 2021 at the earliest.League officials are now revisiting that decision and considering an earlier timeline after signing an agreement with San Diego-based Quidel Corporation to provide rapid antigen testing for all athletes, including daily tests for high-contact sports like football.“The access to rapid result testing that we can implement on even a daily basis with some sports with high contact will be a real game changer for us,” Pac-12 commissioner Larry Scott said after touring Quidel’s facility this month.Most nasal swab tests are genetic tests, or PCR tests, which seek out the genetic code buried inside the virus’ protein shell. These tests are considered the industry standard, but they require processing in a lab to convert RNA into enough readable strands of DNA. Results can sometimes take days.Quidel’s nasal swab test is what’s called an antigen test, which looks for parts of the virus’ protein shell. It can be read by machines at each university in about 15 minutes.“No one's going to be spreading the virus because no one will be engaging in practice or competition with the virus,” Scott said.That’s the hope at least, but the partnership with the Pac-12 will be an important test for Quidel’s diagnostic product.Quidel was the first company to get a rapid antigen test on the market, securing an emergency use authorization in May. But there were questions about the accuracy of the test compared to PCR tests in the small sample size provided by the company.In July, Quidel published more data showing its antigen tests matched up with PCR tests 96.7% of the time when a positive was detected. But those results were only among individuals who were actually showing symptoms.“The question that people have is in the asymptomatic population, will the data look similar?” said Quidel CEO Doug Bryant in an interview.Bryant said the company has unpublished data that will be forwarded to the FDA showing “very similar” relative accuracy to PCR tests in asymptomatic individuals, but he said the goal of the partnership with the Pac-12 is to investigate the tests even further.“We want to know that the tests we’re doing are appropriate for use in the asymptomatic population. And we need to demonstrate that, to not only the scientific community but to the public at large,” Bryant said.The testing program with the Pac-12 will essentially be a large clinical trial to find out if rapid testing of athletes can prevent spread, backed by the muscle at some of the premiere research universities.The Pac-12 is hoping the testing program will convince lawmakers to ease restrictions on college athletics, particularly in California.Although the NFL played a game at the new SoFI Stadium in Inglewood last weekend, nearby USC cannot gather in groups of more than 12 players.There are now four antigen tests on the market.
