VISTA, Calif. (KGTV) -- A man who detained two juveniles before taking their skateboards while posing as a sheriff’s deputy was sentenced Monday.  Abraham Joseph Nava, 24, was sentenced to three years of formal probation after pleading guilty in July to felony false imprisonment.In a separate case, Nava also admitted to calling in a false report of a bomb threat. Nava was given credit for 149 days in custody.RELATED: Guilty plea from man who posed as deputy, detained juveniles  He will have to comply with counseling conditions as required by the probation department, including a forensic examination to help determine what course of treatment to take, said Deputy District Attorney Peter Estes.Nava was arrested on June 14, several days after the sheriff’s department was contacted about a suspect claiming to be an undercover deputy.During interviews with several employees in the Main Street area of Vista, investigators learned that the suspect passed out fake business cards and was interacting with juveniles.Investigators also learned that the two juveniles were detained and had their skateboards taken. After identifying Nava as the suspect, investigators obtained a warrant to search his home where they discovered several pieces of San Diego County Sheriff’s Department uniform items, including badges.A box of fraudulent business cards was also found. Nava was charged on June 26 for calling in a false report. 1451

(KGTV) -- The husband of a Vista woman who went missing in 2017 has been arrested for her murder, according to the San Diego County Sheriff’s Department.Hector Martinez was arrested Thursday morning for the murder of Maria Guzman, who was reported missing on October 13, 2017.The couple had been married for 20 years and has three daughters who, at the time of her disappearance, were nine, 15 and 19. According to the department, Martinez reported Guzman missing after the couple got into a fight. Martinez told authorities Guzman went for a walk around 9 p.m., leaving behind her belongings at the family’s Vista apartment. RELATED: Search continues for North San Diego County woman missing for nearly a year  Investigators recently found Guzman's remains in a rural area near Palomar Mountain. Biden says he can't make national security decisions yet anyway so he doesn't need it. National security and intelligence experts hope Trump eventually decides to share the so-called President's Daily Brief with Biden. They say U.S. adversaries can take advantage of the country during an American presidential transition and key foreign issues will be bearing down on Biden when he walks in the Oval Office.On Wednesday, Sen. James Lankford, R-Oklahoma, said he would intervene if Biden were still not receiving the daily brief by Friday. VISTA, Calif. (KGTV) -- Four students within the Vista Unified School District have tested positive for coronavirus within the last week, the district confirms.According to the district, two high school students, one middle school student, and an elementary school student have tested positive for COVID-19 since October 20.“We have notified all parents, students and staff members involved based on the COVID-19 identification and tracing protocol,” the district said Monday.RELATED: Vista Unified School District says second Mission Vista High student tests positive for COVID-19Officials say the students identified as COVID-19 positive didn’t come into close contact with every student, but the district says it’s “proceeding with an abundance of caution and considering each of these as close contacts.”“These students and staff members were placed into a 14-day quarantine at home in accordance with the Decision Guide requirements,” the district added. “Their classes will pivot to the virtual learning model using Canvas and Zoom as their learning platform.” 1074

  

WASHINGTON — The Supreme Court sounded skeptical Monday that President Donald Trump could categorically exclude people living in the country illegally from the population count used to allot seats among the states in the House of Representatives.But it also appeared possible that the justices could avoid a final ruling on the issue until they know how broadly the Trump administration acts in its final days in office and whether the division of House seats is affected.No president has tried to do what Trump outlined in a memo in July — remove millions of noncitizens from the once-a-decade head count of the U.S. population that determines how many seats each state gets in the House of Representatives, as well as the allocation of some federal funding.Justice Amy Coney Barrett was among several members of the court who said the administration’s argument for broad discretion in deciding whom to exclude is troublesome because “a lot of the historical evidence and long-standing practice really cuts against your position.”The court decided to hear the case on a fast track, based on the administration’s plea for a decision by early January, when Trump is required by law to transmit census numbers to Congress. The Census Bureau is supposed to send the data to Trump by Dec. 31. However, the bureau said last month they are checking anomalies and the data will be delayed. They did not give a new date, only saying they hope some data will be available in January. Another unknown is if data quality will be affected by the pandemic, a shortened schedule and natural disasters in 2020 that displaced thousands of people.In 2019, the Supreme Court ruled that the Trump administration could not include a question on the census that asked if a person was an American citizen. 1791
