SAN DIEGO (KGTV) - A distinctive pair of sneakers helped San Diego Police find a man suspected of threatening a Pacific Beach bar bouncer with a knife Tuesday.The man went to Open Bar on Mission Boulevard near Grand Avenue at 1 p.m. and said he was going to kill the employee, officers said.Police got a detailed description of the man, which included purple Air Jordan Nike shoes.An SDPD lieutenant who responded to the scene spotted the man - and his sneakers - and officers arrested him near Mission Boulevard and Pacific Beach Drive.Witnesses identified the suspect at the scene.During the search for the knife-wielding man, police said a drunk bar patron jumped on top of a patrol car and stomped on its roof. The man was arrested on suspicion of felony vandalism for substantial damage to the SDPD vehicle. 820
SAN DIEGO (KGTV) -- A 16-year-old boy was hospitalized Sunday after being shot in Chollas View. According to police, the shooting happened around 3:30 a.m. at an apartment complex near the 47th Street Trolley Station. 10News spoke to the victim's mother. She said her eldest son, Ricardo Dominguez was shot in the right hip. The bullet went through the main artery but missed his organs. She said Ricardo is now sedated at the ICU -- in serious but stable condition.Witnesses told police two cars were seen speeding from the area, but no word on whether or not the vehicles were involved in the shooting.Ricardo Dominguez's mother has set up a fundraiser page. SAN DIEGO (KGTV) -- A cold winter storm is set to bring rain and snow to San Diego County starting Monday, according to the National Weather Service.The agency says the San Diego County mountains could see as much as six inches of snow, sparking a winter storm watch from 8 a.m. Monday through 4 a.m. Tuesday.The heaviest snow is expected to fall above 5,500 feet with lighter amounts down to 4,500 feet.RELATED: Check today's forecast in your areaMeanwhile, other parts of the county could see much-needed rain totaling as much as one inch. Thunderstorms are also possible, the agency said.A beach hazards statement was issued Saturday ahead of the storm. Waves and surf of four to seven feet are expected with sets as high as eight feet. The agency also warned about the slight chance of isolated thunderstorms at beaches Monday.“Obey posted warning signs and flags and talk to a lifeguard before swimming. SAN DIEGO (KGTV) - A California lawmaker is planning to move forward on a housing bill that would eliminate hyper low-density zoning near transit and job centers.Senate Bill 50 aims to clear the way for apartment buildings and affordable housing in those locations so more people can live near transit and near where they work, proponents say.California State Senator Scott Wiener of San Francisco tells 10News, in January SB 50 will come back before the Senate, and he intends to move it forward.RELATED: Making it in San Diego: Zoning rules partially responsible for low housing supply, report says"California has a massive housing shortage – which threatens our economy, environment, and diversity – and state action is essential to solve this major problem," Wiener said in a statement.While they wait for action at the state level, some San Diego community groups are pushing for local lawmakers to move forward with their version, dubbed SD 50."We are still working in these neighborhoods to try and change those communities," said Ricardo Flores, executive director of the Local Initiatives Support Corporation (LISC) San Diego.Flores said the City of San Diego needs to end its single-family home zoning regulations. Bry represents District 1, which includes the communities of La Jolla, University City, and Carmel Valley."I'm against SB 50 because I'm against state efforts to control local land use planning," Bry said. "I believe San Diegans should be in control of what happens in our neighborhoods. Furthermore, SB 50 did nothing to guarantee that we would get one more unit of affordable housing."Bry said she's concerned about costs and meeting climate action plans goals, neither of which she found addressed in SB 50.RELATED: Making It In San Diego: Neighbors protest high density housing planBry told 10News she supports single-family zoning and believes if the city is going to bring down the cost of housing, it needs to build more housing in transit corridors."One of the major costs of housing is the fees," Bry said. "Fees are what pay for the infrastructure because of Prop 13. The state can pick up that cost of infrastructure. There was nothing in SB 50 to mandate that."If San Diego updated its zoning policies, it wouldn't be alone.City leaders in Minneapolis passed "Minneapolis 2040" which aims to increase affordable housing and racial disparities in housing.Ricardo Flores said he believes it's time for politicians to make San Diego more inclusive."If you own a single-family home on your lot and you want to keep that you should be allowed to keep it, but if you like me and are interested in building a couple extra units for mom and dad to move into or to rent it out to help pay for a mortgage you should be allowed to do that," Flores said.In a statement to 10News, San Diego City Council member and Land Use and Housing Committee member Scott Sherman wrote, "A recent study noted that 47 percent of housing costs are due to government red tape and regulation. Since taking office, I have worked to reform land use codes and streamline the permitting process to make homebuilding less expensive. I appreciate the efforts of SD50 and look forward to diving into the details of their proposal." 4568
SAN DIEGO (KGTV) - "It's not fair and it's not right," says Warren Peters of Spring Valley. He says he's been watching his son, Jahmes, spend several months fighting for his federal tax return. "People need this money. People have worked for this money. People have earned this money," says 24 year-old Jahmes.The young man tells Team 10 that he filed online in February and received his state refund, but not his federal refund. It's now been more than 7 months. A return summary shows he's owed almost ,200 from the IRS.Jahmes says he's between jobs and burning through his savings. His father tries to help but says he's retired and on a fixed income, so his means are limited."It doesn't feel too good depending on your dad at 24-years-old," Jahmes tells Team 10. Jahmes says he has repeatedly called, emailed and written to the IRS. He adds he was once asked to appear in-person to verify identity, which he says he completed. However, he says his efforts didn't yield clear answers from the IRS.On the IRS website, he showed us what he says is his filing status. "Your tax return is still being processed," is what it reads. "If the circumstances were different, [the IRS] would be knocking on [our] door looking for their money," says Warren Peters. "The IRS is just understaffed and overworked," says tax attorney Ronson Shamoun, CEO of Downtown San Diego's RJS Law Firm. He says long delays are not uncommon. "Yet, after it's been so long, there should be some indication as to what's going on or some sort of game plan as to what you can do."Shamoun says the best route to take is contacting the Taxpayer Advocate Service, which was created by Congress to facilitate aid for taxpayers dealing with related issues. The IRS website reports that most refunds are issued in less than 21 calendar days, but explains there are a number of reasons for delays, including possible errors, incomplete returns, and concerns about identity theft or fraud. The IRS says it cannot respond to media inquiries about specific cases."He does have a right to be upset. He definitely does," says Shamoun.
