CHULA VISTA, Calif. (KGTV) - The budget issues at the Sweetwater Union High School District appear to be worse than originally predicted, and it has cost some teachers their jobs. On Monday night, the district's school board voted to cut 34 temporary teaching positions in the district's adult education program. One of the teachers losing their jobs, Dottie Giffen, told the board members at the public meeting, "You could say sorry a million times, and the mess that you got us into does not make any of us feel better."Many parents say they are fed up with the cuts and want someone to be held accountable. Giffen said of the district's leadership: "We have no faith, no trust. We want the district cleared out. We want to start over fresh."According to an audit released at the school board meeting on Dec. 3, the district is in its current financial state because of a number of issues, including internal borrowing, unsustainable salary increases, and a decline in student enrollment.The new audit was first reported by The Voice of San Diego, showing the district is borrowing money faster than it can pay back, taking money from Mello-Roos fees on people’s property taxes. This fiscal year alone the will borrow million dollars in addition to the million they already owe. Parents are now hoping the county or state will take over and balance the budget. One parent told 10News he wants the district employees out, replaced by someone with a fresh set of eyes. County education officials told 10News they are monitoring the situation and issued this statement:“The San Diego County Office of Education (SDCOE) continues to monitor and work with the Sweetwater Union High School District to resolve the district’s 2018-19 budget shortfalls. Ensuring the students of Sweetwater Union High School District are supported and provided every opportunity to succeed is the highest priority of the district and SDCOE.”The district also sent 10News a statement reacting to the audit:“Over the past few months the Sweetwater Union High School District has faced very significant challenges with respect to our organizational budget. As we have previously outlined, several factors such as increased costs to the district and decreased enrollment and attendance have placed us in a very difficult position.However, Sweetwater, like many other districts across the state, has endured challenges like this in the past. We have worked diligently to stabilize our budget and taken measures to do so. (KGTV) - The family of the man found in a barrel in San Diego Bay, near Chula Vista, is working toward closure two years after he disappeared.Omar Medina’s body was found Oct. 12, 2017, after a diver found a white, 55-gallon drum floating in the bay. She's the oldest of three and stepped in as an extra parent growing up, as they didn't have a father."This is the thing I cared about most growing up, he [Omar] was like a child to me," Villegas said.Thinking about her 28-year-old brother, she dreams of what could have been, "going to his wedding. I miss not meeting my nieces and nephews, I miss not having cousins for my kids." She spoke publicly for the first time this year at Chula Vista Police's Evening with Heroes fundraiser."Once they came in I felt a weight lifted off my shoulder[s] and that's what they've meant to me, they have definitely been that strength I'm not," she said police showed her family kindness and empathy."[Detectives] who put their photo on their desk and said they're out there. Child care centers across the country have suffered devastating financial losses this year. As scientists continue to look at how COVID-19 affects children, a new Yale University study offers insight into how the virus spreads at day cares."The notion of telling people for several months that COVID-19 is scary, that they have to stay at home in order to avoid it, and then telling child care providers to all of a sudden go back to work without knowing anything about the risks or, even worse, without even bothering to find out what the risk was," said Dr. Walter Gilliam, a child psychiatry and psychology professor at Yale University.Dr. Gilliam helped lead the recent study, which compared transmission rates at more than 57,000 day cares throughout the United States, with transmission rates Johns Hopkins University tracked in those day cares' communities. The study focused on adults only, since they are more likely to be tested and show symptoms."What we found in the end was that child care providers were no more likely to get COVID-19 or hospitalized for COVID-19 if they were open and attending the child care program, versus if they were closed or not. And what that tells us, that at least within the context of the first three months of the pandemic and within the context of all the things that child care programs were doing to keep children safe, transmission rates weren’t primarily being driven by child care programs," said Dr. Gilliam.Dr. Gilliam says child care facilities nationwide have been following disinfecting and cleaning protocols along with strict visitor policies."It's incredible what some of these child care providers were doing. We asked 36 different types of things that they might be doing in order to try and keep children safe and three-quarters of them were doing temperature checks and screening checks every single day. About one-third of them were doing it twice or more a day," said Dr. Gilliam.Dr. Gilliam says one crucial thing the facilities did was place children into cohorts, or small groups, and not mix large groups of children together. Something the YMCA of the USA says its centers are doing and has prevented them from having any COVID-19 outbreaks."It keeps our groups really tight and close together but also if we potentially have an exposure, there’s a small group that we need to work with in order to contact trace," said Heidi Brasher, Senior Director at YMCA of the USA.The YMCA isn't surprised with the Yale University study's results, saying day cares have always been laser-focused when it comes to hygiene and cleanliness with small children."I think it's one of the best things that we’ve done is increase security protocols when it comes to cleanliness, when it comes to temperature checks, when it comes to wellness checks for our staff. It has been one of the great indicators in how we can move through this pandemic time without major outbreaks in our programs," said Brasher.Dr. Gilliam says we need to be doing all we can to financially support our local child care facilities."The bottom-line of the study is that child care programs do not seem to pose a threat to communities in terms of transmission but that does not mean that communities do not pose a threat to child care," said Dr. Gilliam.And keeping COVID-19 rates down in communities will not only help child care providers, but ensure they are able to stay open once the pandemic is over. 3440

China said Friday it will temporarily reduce tariffs on imports of American-made cars as it tries to negotiate a trade deal with the United States.Citing the meeting earlier this month between US President Donald Trump and Chinese leader Xi Jinping, the Chinese Finance Ministry said in a statement that it will remove the additional 25% tariffs on car imports from the United States for three months starting January 1. That will bring China's tariffs on American-made cars to 15%, in line with those for cars made in other countries.China also said it would suspend its 5% tariff on 67 other auto parts.China imposed the additional tariffs on US cars in July and on some auto parts in September as part of its retaliation in the trade war between the two countries.At their meeting in Argentina, Trump and Xi agreed to a temporary truce while they try to negotiate a broad trade deal over the next 90 days.In its statement Friday, the Finance Ministry described the decision to remove the tariffs as a "concrete action" aimed at helping to bring about a "mutually beneficial new Sino-US trade order."Xi pledged in April that China would cut tariffs on imported cars this year. His government delivered on that promise in July, reducing import taxes from 25% to 15%.But just days later, China imposed new additional tariffs of 25% on American-made passenger vehicles as the trade war with the United States escalated.The tariffs hurt profits of major automakers that ship cars to China from the United States. Raso’s son Michael works alongside his father. He will eventually take over the business. He says their customers are family too. “When I'm working up front, they come in and say my grandparents came here, we come here, our kids come here, You can't stop that, you've got to keep it going," said Michael Raso.
