CINCINNATI – Charles Adams went on a rampage before he died in police custody Wednesday, acting wildly and damaging residents’ property at a Westwood apartment complex, according to a resident and 911 callers."It was bizarre, so bizarre," India Lavender told Scripps station WCPO in Cincinnati.Lavender said the 36-year-old Adams jumped on her car and then jumped into her neighbor’s window."(Somebody) came and knocked on my door and told me there was a man standing on top of my car," Lavender said.  “I came out. He yelled at me and told me to call the police, somebody was chasing him,  and he literally jumped off my car into my neighbor's window."Adams damaged at least five others cars while calling out for help as he went along, residents said.“It definitely seemed as if he was hallucinating,” Lavender said. “In his mind, someone really was chasing him, 'cause he was trying to get everyone else in the building to see the other people that weren’t there."Body camera video of Adams' arrest shows him becoming increasingly lethargic and unresponsive after officers put him in handcuffs. At one point, while standing, he slumps forward until he is nearly bent double.When officers escort him outside and allow him to sit down against a railing, he begins to drool and twitch before losing consciousness. "Jeez," one officer says in the recording. "He's foaming at the mouth."His breathing stopped shortly after his eyes closed.The fire department gave Adams first aid, including CPR, but he died on the scene.It’s unclear what brought Adams to the apartment complex. Neighbors said they had never seen him."Officers did not use any type of force to subdue Mr. Adams during the arrest activity," Lt. Stephen Saunders, Cincinnati police public information officer, said in the statement. CINCINNATI — Ohio State Representative John Becker, R-Clermont County, has announced that he has filed articles of impeachment against Gov. Mike DeWine.Becker, who represents the suburbs outside of Cincinnati, drafted the articles back in August to “restore the rule of law” back to the state.On Monday, 12 articles of impeachment were issued by him, along with Reps. Candice Keller, Nino Vitale, and Paul Zeltwanger.All of the representatives that filed the articles were Republicans, just like DeWine.The articles allege DeWine has abused his power as governor and has violated both the Ohio and U.S. Constitutions as well as Ohio Revised Code in issuing COVID-19 health ordinances.“Rather than hearing the cries of Ohioans, Gov. (KGTV) -- Police arrested a man suspected in the death of a person after a fight erupted at a party in Chula Vista.According to Chula Vista police, 20-year-old Raymundo Ochoa-Juarez was arrested on suspicion of killing 20-year-old Deandre Bethel after a brawl in the 400 block of East Oxford on the evening of Oct. 30.Ochoa-Juarez was arrested with the assistance of the U.S. Marshals' San Diego Regional Fugitive Task Force.Police did not immediately release details on the case, including the victim's cause of death.A second victim, a 21-year-old, is currently undergoing treatment and is expected to survive, police say.The Chula Vista Police Department is urging anyone with information to contact them or call the San Diego Crime Stoppers anonymous tip line at (888)580-8477. 809

(KGTV) -- Chula Vista’s next city manager will be the first Hispanic and first woman to serve in that role.Maria Kachadoorian, who has worked for the City of Chula Vista for 22 years, will move from her position as Assistant City Manager and take over for the retiring Gary Halbert.Halbert has served as the City Manager since 2014, and he has been with the city since 2008. He is set to retire on June 19.As the City Manager, Kachadoorian will be in charge of overseeing and maintaining the city’s budget. She will also “advance the Chula Vista Bayfront development, launch Ambulance Transport Services, and foster initiatives that better connect the City’s diverse communities.”In a statement, Chula Vista Mayor Mary Casillas Salas said of Kachadoorian: “Maria has the knowledge, skills and vision we need to move the City forward during these unprecedented times.
