The line of well-dressed celebrities waiting to chat with E! on the Oscars red carpet might be a little shorter this year.As Ryan Seacrest continues to defend himself against an allegation of sexual harassment, E! has chosen to stand by its longtime host, saying this week that he will occupy his usual post front and center of the action on the red carpet during Hollywood's biggest night.The decision will leave E!, its hosts, and the celebrities set to walk the red carpet in a difficult position on an occasion that marks both the culmination of Hollywood's award season and the first Academy Awards since the #MeToo and Time's Up movements forced the entertainment industry to address its issues with sexual harassment and gender-related inequity."I don't think [Seacrest is] going to have a great time on the carpet," one longtime Hollywood publicist tells CNN.News that Seacrest was facing workplace misconduct allegations first came to light in November, when Seacrest released a preemptive statement denying the accusations and revealing that E! was conducting an investigation.E! concluded its probe in early February, saying in a statement at the time that outside counsel "found insufficient evidence to substantiate allegations against Seacrest."The allegations received new steam on Monday, when in an interview with Variety, Seacrest's former stylist, Suzie Hardy, detailed instances where she said he groped and sexually harassed her.NBC's "Today" show aired a report on Wednesday in which a former co-worker of Hardy's, who NBC did not identify at the source's request, corroborated her story.In response, Seacrest's attorney, Andrew Baum, claimed the witness who spoke with "Today" had also participated in E!'s third-party investigation."He was interviewed and his claims were fully evaluated," Baum said in a statement to CNN.On Tuesday, Seacrest again denied Hardy's allegations in a statement to CNN, saying in part, "I don't want to accuse anyone of not telling the truth but in this case, I have no choice but to again deny the claims against me, remind people that I was recused of any wrongdoing, and put the matter to rest."Insistent as Seacrest is about his innocence, it may not be enough to clear the air before Sunday."It's probably easiest for some [celebrities] to avoid E!," the veteran publicist added.When asked whether executives at E! were concerned Seacrest's presence could deter celebrities from participating in the network's Oscars coverage, an E! spokesperson told CNN, "It's business as usual. Ryan will be hosting as scheduled on Sunday."At January's Golden Globes, which took place after the allegations were first known but before E! had concluded its investigation, Seacrest seemingly had no trouble getting famous faces to join him on air.However, Seacrest and co-host Giuliana Rancic were criticized on social media for not placing what some felt was sufficient focus on the activist guests who accompanied several nominees involved with the Time's Up movement.The E! hosts also had to contend with a few awkward encounters in which they were questioned about the network's handling of a pay dispute with former on-air personality Catt Sadler.Sadler left E! in December after she says the network declined to close a pay gap she'd discovered between her and a male colleague of similar standing.In a statement at the time, a spokesperson for E! said the network "compensates employees fairly and appropriately based on their roles, regardless of gender."Eva Longoria, Debra Messing and Laura Dern were among those who called out E! while being interviewed at the Golden Globes."I'm sure a few will still stop and talk to Ryan, but I would assume that there are several celebrities that will confront him based on this and/or build on the E! situation with Catt [Sadler]," the veteran publicist added. "Some will avoid [speaking with E!] all together. There are a lot of cameras on the carpet and one isn't going to make that big of a difference."E! is arguably the most visible -- and therefore popular among publicists -- red carpet broadcaster.Last year, E! averaged 2.03 million viewers during the first three hours of its Oscars red carpet coverage and 1.74 million in the last half hour, per Nielsen data.Though a fraction of ABC's preshow numbers (15.9 million viewers from 7-8:30 p.m.), it's a solid ratings result for E!, whose top-rated program, "Keeping Up with the Kardashians," pulls in about 1.5 million viewers per episode.With hours of preshow programming to fill, E! is one of the few entertainment-focused outlets that pay exorbitant fees to broadcast live. Competitors like Entertainment Tonight and Access Hollywood record interviews on the red carpet to air on their syndicated shows the following day.E! places correspondents in multiple positions around the site, including a bridge that overlooks the scene at the Dolby Theater.On the red carpet, few hosts can compete with the weight Seacrest's name carries among influential circles in the entertainment industry, the sector that controls where celebrities make stops during promotional tours and appearances. In addition to contributing to E!'s red carpet coverage for more than a decade, his gigs as host of a syndicated radio program, host of "American Idol," and co-host of "Live with Kelly and Ryan" have left him with plenty of goodwill and friends in the industry.Two former colleagues of Seacrest who worked with him at E! News told CNN they never witnessed any harassment and described him as a "consummate professional."Another top film publicist calls the accusation against Seacrest "a bit of a witch hunt," acknowledging too that they were "definitely sympathetic to every woman's horrific experience.""There has to be a better way to deal with past transgressions and make sure they don't happen again without destroying so many careers."  5892

The Minneapolis City Council votes Friday on a proposal to change the city charter to allow elimination of the city’s police department, a radical move supported by a majority of the council after George Floyd’s death but far from assured.The vote is one step in a process that faces significant bureaucratic obstacles to make the November ballot, where the city’s voters would have the final say. And it comes amid a spate of recent shootings in Minnesota’s largest city that have heightened many citizens’ concerns about talk of dismantling the department.The Minneapolis force has come under heavy pressure since Floyd, a Black man in handcuffs, died May 25 after a police officer pressed his knee on Floyd’s neck for nearly eight minutes. Activists had long accused the department of being unable to change a racist and brutal culture, and earlier this month, a majority of the council proclaimed support for dismantling the department.Doing so would first require amending the city charter. Draft language of the amendment posted online would replace the department with a Department of Community Safety and Violence Prevention, “which will have responsibility for public safety services prioritizing a holistic, public health-oriented approach.”The amendment goes on to say the director of the new agency would have “non-law-enforcement experience in community safety services, including but not limited to public health and/or restorative justice approaches.” It also provides for a division of licensed peace officers, who would answer to the department’s director.Council members who support the change are looking to seize on a groundswell of support for significant policing changes following Floyd’s death. If they don’t get the charter change on the November ballot, their next chance won’t come until November 2021, they say.“It is time to make structural change,” Council Member Steve Fletcher said. “It is time to start from scratch and reinvent what public safety looks like.”The proposed amendment is expected to be approved Friday, but that’s just a first step. It goes then to a policy committee and to the city’s Charter Commission for formal review. The commission’s recommendation doesn’t bind the council, but it takes time.Barry Clegg, chairman of the Charter Commission, said the process feels rushed.“As I understand it, they are saying, ‘We are going to have this new department. We don’t know what it’s going to look like yet. We won’t implement this for a year, we’ll figure it out,’” Clegg said. “For myself anyway, I would prefer that we figured it out first, and then voted on it.”Clegg said that to get the proposed amendment question on the November ballot, it has to be finalized by Aug. 21. He said if the Charter Commission took its final action at its Aug. 5 meeting, there would likely be enough time for it to get passed by the full council, go through a veto period, and then, if vetoed, have time to spare for a possible mayoral veto override. Once on the ballot, the measure would go to voters.Mayor Jacob Frey doesn’t support abolishing the department, a stance that got him booed off the street by activists who demonstrated outside his house following Floyd’s death and demanded to know where he stood.Frey expressed concerns about the proposed amendment as currently drafted, including whether the change would eliminate police altogether or allow for a police presence going forward. He also said that when something currently goes wrong, the chief and the mayor are accountable — but under the new plan, accountability would be dispersed among 14 people. Frey also questioned whether policing practices would vary, based on ward or other factors.“There is a significant lack of clarity. And if I’m seeing a lack of clarity, so are our constituents,” said Frey, who has said he supports deep structural change in the existing department.Fletcher said under the new agency when someone calls 911, there will always be a response that’s appropriate, including the option for a response by employees authorized to use force. But he said the vast majority of calls that police officers currently take will be answered by employees with different expertise.Miski Noor, an organizer with Black Visions, criticized the proposed amendment for creating a division of licensed peace officers at all. She said it “would give current and former police way too much power to shape public safety in Minneapolis.”Steven Belton, president and chief executive of Urban League Twin Cities, said the way some council members went forward without a concrete plan is “irresponsible.”“The problem that needs to be stated up front, from my perspective, is racism. … I’m not sure what they are trying to fix here,” he said.Don Blyly, whose beloved science fiction and mystery bookstores were destroyed by arson in the unrest that followed Floyd’s death, said if local leaders do something “sufficiently stupid” when it comes to policing, he won’t reopen in Minneapolis.“There are legitimate problems with the Minneapolis police, but the way the politicians are going about it is just ridiculous,” Blyly said. “They are pandering to a certain segment of the electorate.” 5202

The Idaho Lottery launched what’s being billed as “a first of its kind” Scratch Game Wednesday, by introducing a clear plastic scratch ticket. The new game, called “Cash Getaway,” is 100% recyclable, Lottery officials said. “The Idaho Lottery has a long history of being on the forefront of cutting-edge technology,” said Lottery Director Jeff Anderson. “Idaho is a unique geographic marketplace that is ideal for trying new products and new innovations that will eventually lead to introduction in other jurisdictions around the country.”Players can actually see through the ticket. In the clear play game, located on the top half of the ticket, players scratch and reveal a unique code for use with their mobile device or PC.  The bottom half of the ticket plays like a traditional Scratch ticket.  Players without access to a mobile device or a computer can still play the new game. Each ticket features the Lottery’s security bar code which may be scanned at retail locations to collect their winnings. The new game will be available in retail stores throughout Idaho by the end of the week, Anderson added.  The new five-dollar game also features two top prizes of ,000 –- awarded either in cash payment or as a luxurious “vacation of a lifetime."
