BERLIN, July 29 (Xinhua) -- China is gradually learning and absorbing ideas on human rights that can grow on its soil, and remains opposed to attempts by the West to impose its standards on China, says Chinese Vice Foreign Minister Fu Ying.In a recent interview with the German weekly newspaper Die Zeit, Fu said it seems "controversial and illogical" that Western countries acknowledge China's economic success and contributions to efforts against the global financial crisis, while "definitely" turning a blind eye to China's political progress.It seems as if the West wants to say that China has achieved all these without the leadership of the government and the Communist Party, maybe in total anarchy, Fu said."I still remember when I was an interpreter in the 1980s, human rights was always on the menu in our dialogues and our European guests brought lists of names with them," she said."Thirty years later, China has moved on, and so much has changed. In 2004, protection of human rights was incorporated into China's constitution. Many relevant laws and rules have been amended accordingly," Fu said.However, European delegations still come to China with the same stance, accusing China in a commanding way, Fu said."I really don't hear much mentioning of China' s human rights progress," she said.Yet, those political extremists seem to be presenting the whole picture of China's human rights for European countries, she said.Fu believes that to know the real China, it's not enough to "single out things you are interested in, or only listen to people who talk your talk."The most important is to look at the benefits of the majority of the people, she said.

BEIJING, June 12 (Xinhua) -- China's trade surplus would likely fall noticeably this year as exports outlook would not be optimistic while imports would remain robust, Ministry of Commerce spokesman Yao Jian said at a briefing Saturday.Exports growth would slow after July, Yao forecast, adding the surge in exports in May was due to a low comparison basis last year. China's exports in May surged 48.5 percent year on year, customs data released Thursday.China's trade surplus in the first five months fell 59.9 percent to 35.39 billion U.S. dollars. The figure in 2009 topped 196.07 billion U.S. dollars, down 34.2 percent year on year.Yao attributed the weak export outlook to the European sovereign debt crisis, rising commodity prices and labor costs."In the following months, the fallout from the debt crisis in Europe would gradually become apparent, and China would closely watch changes in its important exports markets including Germany, Spain and Italy," Yao said.China would maintain stable trade policies amid the crisis, and might adjust some policies in some specific industries for environmental protection purposes."Stable trade policies are a top priority when the external outlook is not clear," he said.Yao also told reporters that attempts by some U.S. lawmakers to include China's exchange rate policy into trade investigations on China's exports of aluminum extrusions and coated paper lacked factual support and did not conform to rules of the World Trade Organization.The WTO regulated trade policies instead of a country's overall financial or foreign exchange policies, he said.

BELGRADE, July 14 (Xinhua) -- Top Chinese legislator Wu Bangguo on Wednesday met with Serbian President Boris Tadic, vowing to add new impetus to the traditional friendship between China and Serbia."I am here to help realize the consensus between the two heads of states, pushing forward our strategic partnership and traditional friendship," said Wu, chairman of the Standing Committee of the National People's Congress (NPC), who arrived here on Wednesday afternoon for a three-day visit.Wu is the first NPC Standing Committee chairman to visit Serbia over the past decade. China and Serbia have kept long-time friendship, and shared mutual support and respect. BEIJING, Aug. 15 (Xinhua) -- Thousands of people gathered at the Tian'anmen Square in central Beijing early Sunday morning to watch a national flag hoisted to full height and then lowered to half-mast, mourning victims of a massive mudslide in northwest China's Zhouqu County one week ago.A flag at half-mast is also seen at Xinhuamen, the main entrance of Zhongnanhai, the headquarters of the Communist Party of China and the central government, as part of the one-day national mourning.The State Council announced Saturday that Chinese flags across the country and at overseas embassies and consulates would be lowered to half-mast Sunday to mourn the victims of the devastating mudslide.Public entertainment will be suspended Sunday in a show of mourning, said the announcement by the State Council, China's cabinet.The mudslide hit Zhouqu County, Gannan Tibetan Autonomous Prefecture in southern Gansu Province, on Aug. 8, leaving 1,239 people dead and 505 missing.Soon after Sunday midnight, front pages of Chinese websites turned to black and white, in a show of mourning.Public recreational activities, such as movies, karaoke, and on-line entertainment including games and music are set to be suspended Sunday, according to an urgent circular issued by the Ministry of Culture.Mourning ceremonies will also be held Sunday in Zhouqu County and Lanzhou, capital city of Gansu. A silent tribute will be observed at 10 a.m..Sunday is the seventh day since the mudslide occurred and, according to some Chinese traditions, the seventh day after a death marks the height of the mourning period.Large-scale national displays of mourning are rare in China.China observed a three-day national mourning period after the 2008 Sichuan earthquake, and a one-day national mourning after the Yushu quake on April 14 this year.On both occasions, the national flag was lowered to half-mast and all public entertainment was suspended.

YICHANG, July 28 (Xinhua) -- China's Three Gorges Dam was tested for the second time this month when the swiftest water flow of the year hurtled down the swollen Yangtze River on Wednesday morning.Flow rates as high as 56,000 cubic meters per second were recorded at the dam at 8 a.m. Wednesday, dam engineers said.The dam withstood the flow with a water discharge rate of 40,000 cubic meters per second, meaning 16,000 cubic meters of water per second accumulated in the reservoir behind the dam.The safety monitoring results of the dam during the second flood peak have met engineers' predictions to prove its ability to contain flood waters, said Cao Guangjing, chairman of the China Three Gorges Corporation.The water level in the reservoir had risen to 158 meters at 8 a.m.Wednesday, about 17 meters below its maximum capacity of 175 meters.Officials expect the water level to rise to 161.5 meters Friday, a spokesman with the Yangtze River hydrology bureau said Wednesday.Continuous downpours in recent weeks have raised water levels in the upper reaches of the Yangtze.Water flows on the river's upper reaches reached 70,000 cubic meters per second on July 20 -- the highest level since the dam was completed last year and 20,000 cubic meters more than the flow during the 1998 floods that killed 4,150 people.Ship traffic through the dam resumed last Thursday after the first peak flow passed. But shipping was halted again at 10 p.m. Tuesday as the second round of floodwaters approached.After shipping service was suspended, a road near the dam was opened for vehicles to transport goods and people across the dam.
