SAN DIEGO, Calif. (KGTV) -- Health officials in San Diego are warning people to avoid water contact at all coastal beaches and bays amid rain sweeping through Southern California. The San Diego County Department of Environmental Health issued the general rain advisory Thursday afternoon. According to the department, the urban runoff caused by the rain can cause bacteria levels to spike significantly in ocean and bay water, especially near storm drains, creeks, rivers and lagoon outlets. RELATED: Check today's forecastThe runoff could contain bacteria from animal waste, soil and decomposing vegetation. The department says water contact such as swimming, surfing and diving should be avoided during rain and for 72 hours after the rain stops. A beach closure will also remain in place for the shoreline of Tijuana Slough National Wildlife Refuge and Border Field State Park due to sewage-contaminated flows from the Tijuana River. The water contact closure includes all beaches from the south end of Seacoast Drive to the international border. 1058

San Diego State University on Thursday detailed a 0 million plan to avoid the massive flooding that has engulfed the Mission Valley Stadium site, which it plans to turn into a West Campus. The current stadium sits on a 166-acre site that is largely sloped, causing runoff from the nearby San Diego River and Murphy Canyon Creek to pool. In 2010, the flooding got so bad that it went onto the field and threatened the Holiday Bowl football game. Voters in November approved the SDSU West measure, paving the way for the university to turn the site into a Mission Valley campus with a smaller football stadium and a river park. The project is currently going through the environmental process. "It started out as a technical problem and it became kind of a foundation of our design and our vision," said Laura Shinn, SDSU's director of planning. SDSU presented its plan to mitigate the flooding to the city's environmental committee Thursday. The idea is to turn most of the sloping site into an elevated, flat area for the campus and stadium. And when weddings came to a halt, so did Whittaker's livelihood. “I looked at a lot of my other friends who are vendors in this industry and watched their years kind of plummet. And everyone struggling financially and still wanting to work,” said Whittaker. Knowing vendors were in need of work, and couples eager to get married, Whittaker set out to create a COVID-friendly wedding experience.“As a small business owner you really have to adapt or die," she said. "If you can’t figure out a way to roll with the punches that the world gives you, you’re not going to make it.”Teaming up with industry vendors, she crafted an all-inclusive wedding elopement experience. It’s about marrying the person you love, and having those people that you love the very most being able to witness it as well," said Whittaker.
