SAN DIEGO (KGTV) — An Oceanside family is mourning the loss of a beloved father to COVID-19.David Bustamante first started feeling sick during the first week of November."Started with a cold. Congestion, and then a cough in his chest," said his daughter Samantha Bustamante.A few days later, he drove himself to the hospital, received a COVID-19 test, and was sent home. By the time he learned he was positive, his symptoms had gotten worse."He was having trouble breathing, really raspy," Samantha said.Bustamante decided to stay at the home of a friend, who had also tested positive. On the morning of Nov. 13, Bustamante, a father of two grown children, passed away in his sleep, at the age of 64."It’s very hard knowing he’s gone, and it’s heartbreaking ... so quick, suddenly and out of the blue. Very unexpected," said Samantha.Samantha says her father loved his family and loved his work in the inspection process for a new home builder."He was resilient, hard-working, and caring with a big heart," said Samantha.During the pandemic, he kept working. She doesn't know how he contracted COVID-19, but does know he was diligent about wearing a mask."All I can say to people is to be as safe as you can in everything you do ... SAN DIEGO (KGTV) - A special ceremony was held at Naval Hospital Camp Pendleton on Friday, honoring missing in action (MIA) service members and prisoners of war (POA). Loved ones, veterans, and active duty service members gathered at the base, participating in a moment of silence and watching as a wreath was laid in honor of the missing. "I had a father-in-law, Ernesto Castillo, captured by the Japanese in 1942," said Vicki Miller, who works at the Naval Hospital.For 26 years Miller made it her mission to honor service members like her father-in-law, organizing the ceremony each year on National POW/MIA Recognition Day."They were very cruel, they took out his teeth, pulled his fingernails and toenails out, starved him, made him walk that 76-mile walk on Baaton Death March," said Miller. SAN DIEGO (KGTV) - A second Scripps Medical Response Team has deployed to Northern California, tasked with helping fire victims.The first team returned Friday after a nine-day mission.“Being there in these shelters with people that have lost totally everything, but they're thankful for their lives, it just sets a whole new meaning for us for Thanksgiving," said Steve Miller, a Registered Nurse and part of the response team.Miller says because fire victims were forced to evacuate so quickly many did not have their medications or ID's to pick up prescriptions. He says the smoke also made respiratory problems worse. The days are long for the medical team, 12 hours at the shelter providing medical care along with prep and a daily debrief. “You’re in austere conditions; you’re living in tents, it’s cold, it’s wet, you do not have electricity, so you have to be able to work in that environment. You don't have all the medical tools you have in the hospital.”The second four-person team will continue to help fire evacuees over the next week. 1056

SAN DIEGO (KGTV) -- Amid ongoing dockless scooter injuries, Mayor Kevin Faulconer Thursday proposed new rules for the devices.The new rules would force companies that provide the dockless scooters to educate riders, provide data to the city, enforce speed limits and purchase permits.Riders would also be required to sign away any of the city’s legal liability should something happen.Speed limits would need to be enforced by the companies using “geofencing technology,” Faulconer said.
