KANSAS CITY, Mo. — Rep. Steve Watkins, R-Kansas, faces criminal charges associated with voting irregularities.Shawnee County District Attorney Mike Kagay announced Tuesday that Watkins has been charged with interfering with law enforcement by providing false information, voting without being qualified and unlawful advance voting. All three charges are felonies.Watkins also faces a misdemeanor charge of failing to notify the Department of Motor Vehicles of a change of address.Kagay said his office was notified of the allegations in December and asked the Shawnee County Sheriff’s office to conduct an investigation.An affidavit in the case was submitted Tuesday by the sheriff’s office to Shawnee County prosecutors.Kagay said the sheriff’s office is handling the investigation.Watkins serves as representative for Kansas’ 2nd Congressional District, which includes Topeka, Lawrence, Atchison and other parts of eastern Kansas outside the Kansas City area.This story was originally published by Sam Hartle on KSHB in Kansas City, Missouri. 1052

(CNS) - Firefighters labored for a fifth day Wednesday to subdue a wildfire that has blackened thousands of acres in rural eastern San Diego County, leveling several dozen homes and outbuildings and forcing widespread evacuations.The blaze dubbed the Valley Fire erupted for unknown reasons early Saturday afternoon off Spirit Trail and Carveacre Road in Japatul Valley, southeast of Alpine, according to Cal Fire.The wind-driven inferno had burned an estimated 17,665 acres and is 27% contained as of Wednesday evening. The blaze has destroyed 26 "habitable structures" and 25 "minor structures" and resulted in two injuries, though it was not clear if the victims were firefighters or civilians.Gusty winds stoked the flames burning within established fire lines during the night, but the Santa Ana conditions -- strong, warm and dry air currents blowing from east to west -- did not intensify as much as meteorologists predicted they might, Cal Fire reported. Overnight, SDG&E shut off electrical service to 49 addresses in Descanso. Following inspections of its transmission equipment in the community, the utility restored power to those locations late Wednesday morning.Unplanned fire-related power outages, however, kept about 1,700 addresses in the vicinity of the blaze without electrical service early this afternoon, and possibly for several more days, according to SDG&E."Providing an exact estimate on when power might be restored is extremely difficult until crews gain full access to the area to assess damage and determine what repairs are necessary to ensure safe operation of the system," the utility advised at midday.Due to smoke drifting over much of the county due to the blaze, the San Diego County Pollution Control District advised that air-quality levels were unhealthy in parts of the region and advised people to limit outdoor activities until conditions improve.The U.S. Forest Service closed Cleveland National Forest until further notice to keep the public out of harm's way. JAMUL, Calif. (KGTV) - A Jamul mother is worried the remote learning designed to keep her daughter safe during the pandemic, is making her sick.When 11-year-old Amelia started the school year with distance learning in mid-August, her daily computer screen time went from one to two hours, to seven to eight hours. Her mother Renee says Amelia's school has since offered a hybird option. Now Amerila does remote learning three days a week. Around the beginning of October, Renee says her daughter started complaining about her eyes."She started to come to me with, 'My eyes are tired. I want to scratch my eyes,'" said Renee.Within the past week, those symptoms have gotten worse."She started saying she was lightheaded, uncomfortable in front of the screen. Started feeling constant headaches," said Renee.Renee shared details on a neighborhood Facebook page and learned her daughter wasn't alone."Found out a lot of community members are facing the same challenges with their children," said Renee.Locally and across the county, as school districts have turned to remote learning and all that uninterrupted screen time, complaints of visual fatigue have continued to grow."It's frustrating. I feel helpless. I also want her to be healthy and stay focused. I also don't her to fall behind. She loves school," said Renee.Amelia's pediatrician prescribed ibuprofen, which hasn't helped. A few days ago, Renee purchased blue-light blocking glasses for her daughter. Renee says the eye fatigue has gotten better but the headaches remain.Dr. David Granet, Professor of Ophthalmology & Pediatrics, UC San Diego School of Medicine, offered this advice when it comes to remote learning:"Health problems connected with spending many hours at a time or in a day looking at a computer monitor or TV screen is a global issue, especially where schools are currently shut down and students are spending class hours online. There are immediate and longer-term effects.First, there is the issue of eyestrain. Looking at something up close, like a monitor, requires effort. The muscles of the eyes have to work hard to focus. Younger people may have a greater ability to do that, but it still takes effort, which can lead to headaches, blurry vision when the muscles tire, or dry and itchy eyes because you’re not blinking enough.Then there is the issue of how you’re looking at the screen. Are you hunched over a laptop? Hanging your head out and forward puts a great strain on the neck and back. It creates posture issues.A simple part of the remedy involves the 20-20-20 rule: After 20 minutes of looking at a screen, look at something at least 20 feet away for at least 20 seconds. That gives your eyes time to relax and recover. This is one of the times when we want kids to gaze outside the window! There are many ways to remember to do this, such as setting a timer or bookmarking ahead in an e-book.Kids need to get up and away from screens to help prevent longer-term issues. For example, there is a growing epidemic of myopia, near-sightedness caused by too many years spent staring at close objects, like computer screens. It’s happening around the world.Excessive screen time is also linked to rising rates of childhood obesity, impaired sleep quality, and behavioral changes. It’s critical that students spend considerable time away from screens, outside, being physically active." 3389

JACUMBA, Calif. (KGTV) -- Border Patrol and a host of other government agencies are investigating after authorities found a cross-border tunnel in the east San Diego County town of Jacumba.The tunnel was discovered by Mexican State Police on September 19 just 221 feet south of the U.S./Mexico boundary.On October 4, agents found an entry point that was roughly 31 feet deep. The total length of the tunnel is 627 feet, 336 feet of which is in the United States.The average length of the tunnel was three feet high and two and a half feet wide. An exit shaft was discovered, but didn't break the surface into the U.S. RELATED: Cross-border tunnel leading to KFC found in YumaOn top of the massive tunnel, authorities discovered a complex system used to light and ventilate the tunnel. The system included solar panels used to run the electrical, lighting and ventilation systems, and a pump system used to get rid of any water inside the tunnel.Authorities didn’t say whether any arrests have been made or what the tunnel was supposed to be used for, though the Drug Enforcement Administration is one of the investigating agencies. 1149

KANSAS CITY, Mo. – After more than a century embedded beneath the paint, researchers discovered a grasshopper beneath the brushstrokes in a Vincent Van Gogh painting at the Nelson Atkins Art Museum.Paintings Conservator Mary Schafer discovered the tiny grasshopper in the lower foreground of the landscape while working under a microscope. According to a news release from the Nelson, Schafer and other researchers hoped the grasshopper could be used to determine a more specific date on the painting.“It is not unusual to find insects or plant material in a painting that was completed outdoors,” Schafer said. “But in this case, we were curious if the grasshopper could be used to identify the particular season in which this work was painted.”Unfortunately, entomologists were unable to date the painting, but could determine the grasshopper had died before landing on Van Gogh’s canvas.Additional research on Van Gogh’s “Olive Trees” is underway.
