BOAO, Hainan, April 11 (Xinhua) -- Competitions between China and India do not necessarily mean confrontation between the two neighboring Asian nations, Indian minister of state for environment and forests Jairam Ramesh said here Sunday."These two giants must cooperate, as the Chinese leaders say, in a harmonious manner," Ramesh said at the Boao Forum for Asia (BFA) annual conference which concluded Sunday in south China's island province of Hainan.Ramesh said both sides have to move forward and compromise.For example, he said cooperation between India and China in the United Nations climate change conference last December in Copenhagen could become a "trigger for deepening cooperation" between the two nations in all fields.At a panel discussion, Ramesh was asked whether the competition between the two nations was as fierce as what was described in The Elephant and the Dragon: The Rise of India and China and What It Means for All of Us, a book written by American journalist Rogyn Meredith.

BEIJING, May 17 (Xinhua) -- China hopes the United States will not exclude China when it loosens its export restrictions, Yao Jian, a spokesman with the Ministry of Commerce said here Monday.Yao's remarks came after the United States said over the weekend it might change its exports control regime.The United States should treat all countries equally and not discriminate against China in its export policies, Yao said at a press conference.U.S. Commerce Secretary Gary Locke said in Hong Kong Sunday "concrete proposals" for changes in the exports control could be expected within the next several months.Locke said the review will help with "the sale of highly sophisticated technology that might be embedded in some of the machines and devices like wind turbines, and the software that might operate these very sophisticated systems."The United States' 1979 Export Administration Act limits the export sales of commercial high-technology goods to China. It is considered one of the causes for the trade imbalance between China and the United States.Reform of export restrictions may help the U.S. expand exports and create jobs, Yao said.It would also ease the U.S. trade imbalance and expand Sino-U.S. cooperation, Yao added.Trade volume between China and the United States in the first four months of this year increased 25 percent to 107.18 billion U.S. dollars.As imports are growing twice as fast as exports, China's trade surplus will continue to fall this year, after witnessing a sharp decline from 290 billion U.S. dollars of trade surplus in 2008 to 190 billion U.S. dollars in 2009, Yao said.Locke, who is leading a delegation to promote clean energy technologies in China, will visit Shanghai and Beijing later this week.Locke will meet his Chinese counterpart, Chen Deming, China's Minister of Commerce, in Beijing Sunday on the eve of the start of the Sino-U.S. strategic and economic dialogue.The talks will cover issues of common concern, including bilateral economic and trade cooperation, opposition of trade protectionism and the role of Sino-U.S. cooperation in tackling the global crisis, Yao said.

BEIJING, June 1 (Xinhua) -- China has promising growth prospects and should not be blamed for world imbalances, says Danny Quah, a renowned British economist."Emergency financing that was placed in the Chinese economy to counter the downturn from the 2008 global financial crisis was the right thing...The imbalances is a global problem, not a China problem," said Quah, a professor at the London School of Economics and Political Science.China did the right thing in infusing its economy with fiscal stimulus, Quah said in a recent interview with Xinhua.He also declined to describe the ballooning real estate prices as a bubble, pointing out "the strong fundamentals" of China's economy.He said the expansion of China's housing construction will be proved useful eventually, given the fact that "China is still engaging in the task of moving hundreds of millions of people from rural areas to urban China to continue to power its manufacturing and industrial progress.""So I would not describe it as a collapse of real estate bubble, we can look forward to a rationalization of housing and real estate prices," Quah said. "The improvement and expansion of housing stock will play an important role in continuing to move the Chinese economy forward.""I think Chinese fundamentals will continue to be strong. And a little bit of high inflation, as long as it doesn't break out into some kind of runaway high inflation, is probably no bad thing," he said. BEIJING, May 20 (Xinhua) -- Senior Chinese leader Zhou Yongkang on Thursday urged the country's law-enforcement officers to strive for just and lawful handling of every legal case."We must always make efforts to optimize the criminal justice system and improve law-enforcement so each legal case is dealt with in accordance with the law," said Zhou, a Standing Committee member of the Political Bureau of the Central Committee of the Communist Party of China (CPC), at a meeting in Beijing.Zhou, who also heads the CPC Central Political and Legislative Affairs Committee, said there is still wrongful handling of legal cases which infringe upon the rights of the concerned parties and undermine the credibility of the judicial system.He called on the officials at the meeting of the Central Political and Legislative Affairs Committee to treat every legal case meticulously.In particular, he said, law-enforcement officers must apply the utmost stringent of standards when handling cases involving the death penalty.
