SAN DIEGO (KGTV) - A preliminary hearing was held Monday for a parolee accused of sexually assaulting an 88-year-old woman at a Hillcrest nursing home. Police say 49-year-old Lusean Arline was arrested November 4th in connection with the alleged October 27th sexual assault at the Balboa Nursing & Rehab Center on Fourth Ave.Prosecutors say Arline entered the nursing home, possibly through an unlocked door, around 3 that morning and was found completely nude on top of the victim in her bed. SAN DIEGO (KGTV) -- A massive police presence was seen on the border of Clairemont and Bay Park after police received a call about a possible assault with a deadly weapon Monday. According to authorities, the incident happened on the 3300 block of Clairemont Avneue. After investigating, police say there was no assault. A child's grandmother called police saying there had been a shooting.The child's mother also showed up at the scene and told police the grandmother has a mental issue and that there had been no assault.  557

SAN DIEGO (KGTV) - A number of drivers who parked their cars in Little Italy this week got a nasty surprise when they tried to leave.Their cars were trapped because other people parked next to them on Beech Street."I can't figure out how the city has made such a mess of this street," said Andrea Silva, who lives downtown. The issue happened because the city restriped one side of the road from Front to Sixth Avenue as part of its downtown mobility plan. The idea is to move the parking spots away from the curbs toward the middle of the street. The area in between the cars and curb would then become a dedicated bike and scooter lane, separated by pillars. The city recently completed those lanes on J Street in the East Village.The problem on Beech Street arose because crews painted the new mid-street parking spots, but didn't add any signage, curb painting or other barriers to alert drivers not to park on the curb. That lead to people parking where they are used to, with others parking next to them in the new spots. "I'd definitely be mad," said John Shores, who was staying downtown. "I couldn't go anywhere until these people decide to move."City spokesman Anthony Santacroce said crews should have the work completed by early next week, with pillars keeping the cars from going up to the curb on Beech Street. He said workers will also put up work zone warning signs to alert drivers to not park on the side of the street. "During the short amount of time between painting of new parking spaces and the construction of the cycle tracks, cars were permitted to park in both the new spaces and the soon-to-be removed spaces along the curb," Santacroce said. "Although we understand that this could lead to some confusion, the intent was not to limit parking until the final phase of construction."The downtown mobility plan, in the first of three phases, connects the East Village to Little Italy, emphasizing alternate methods of transportation. 1967

  

SAN DIEGO (KGTV) - A man was arrested after the mother of a three-year-old girl called the San Diego Police and said her daughter was kidnapped and inappropriately touched by her neighbor.Police say the ordeal happened just before 10 a.m. Saturday, on Maple Street near Oak Park Elementary School.Two uncles spoke with 10News off camera, saying they heard their cousin "making a fuss" about her window being broken into, the same bedroom where their niece was taking a nap."He snatched her from the window... Three minutes to ten minutes that she was in there," one uncle said.When the girl was back home, the uncles said she seemed upset and reserved. Once she started talking, and the family had an idea of what may have happened, emotions boiled over."My cousin just went in for the shine like the first shot he made him bleed like I think he cracked his nose," he said his sister pulled them apart, and the man ran off.Blood stains were visible on the concrete outside. "Something had to be wrong with him, for him to balls up and come through a window with like ten people in the house," he said. The family knew the neighbor was mentally ill but did not think to this extent.The toddler and her parents then went to the hospital to get "a rape kit, just make sure everything’s fine, and we don’t exactly know what happened to her she saying that she was touched."The incident happened right across the street from Oak Park Elementary School, where students will come back to class August 28th. The San Diego Police Sex Crimes Unit is investigating the incident. 1635

  

SAN DIEGO (KGTV) — A local woman is suing the Greyhound bus company after an unscheduled stop allowed border agents to come on the bus and question the citizenship of passengers. Rocio Cordova was traveling from San Diego to Phoenix in November 2017 when her bus was stopped.Her lawyer, Darren Robbins, tells 10News, “Well this practice was brought to our attention and our client was one of the people subjected to these warrantless searches conducted without probable cause.”RELATED: 'Minutemen' wants troops at border gaps near CampoHe continued to say these immigration raids have been happening on multiple different Greyhound buses. Cordova is accusing Greyhound of violating state consumer protection laws by allegedly consenting to racial profiling by law enforcement officers. Cordova is a United States citizen, however, watched people on the bus around her questioned based on their race, according to her lawyer, “it is highly invasive and inappropriate to facilitate such action of law enforcement officials against its own passengers”. The complaint was served to Greyhound on Friday.Robbins is now waiting for their response, “the best response would be they'll refrain from any additional illegal behavior and stop allowing this kind of warrantless searches to take place on greyhound facilities or Greyhound buses,” he tells 10News.  1388
