SAN DIEGO (KGTV) -- Three cars were totaled after a semi crashed into a hydrant in the Midway District, sending water spewing into the air. The crash happened on the 2300 block of Sports Arena Boulevard around 1:45 p.m.Water could be seen shooting into the air and flooding the nearby street. It wasn't immediately clear what led to the crash. According to authorities, the water gushing out of the hydrant also picked up rocks, sending them shooting through windshields of nearby cars and flooding them with water.  544

SAN DIEGO (KGTV) - There's a stretch of Linda Rosa Avenue in Bird Rock that winds up a hillside and leads to homes with sweeping views of San Diego's coastline.The homes that enjoy that view, however, vary quite a bit. Some are older, smaller, and were built in the 1960s.Others are modern, and tower above the rest. Some refer to those larger homes as "McMansions," and wonder how they keep getting approved without any pushback from neighbors to protect community character."They basically skirt the reviews," said Dave Ish, who lives in an older home on Linda Rosa.READ?JON HORN'S ORIGINAL LOOK AT 'MCMANSIONS'Developers are able to skip the lengthy and public Coastal Development Permit process as long as they retain at least 50 percent of a structure's exterior walls. It's spelled out in city code. That's why McMansions are popping up in San Diego's coastal neighborhoods. But it turns out the city's 50-percent exemption creates even more flexibility for developers because they can get permit after permit with no waiting period in between.RELATED: Coronado neighbors worried about historic mansion turned transitional homeDeveloper Ben Ryan, of Tourmaline Properties, did that for an ocean-view home on Linda Rosa.In October, the city issued him a permit to add a closet and convert a garage to a carport, under the 50-percent exemption.  "Obviously it was just a temporary deal," Ish said. "Nothing was finished, it was this bowed out paneling, these windows weren't finished. It may have been a quick job, but it changed the layout of the home enough to allow Ryan to alter the design for a larger project.Ryan got a new permit later in February - again under the 50-percent exemption - calling for a second story, master suite, decks, kitchen, living room, dining room, and more. Today, the home is just half a wood frame - the closet and carport nowhere in site. SAN DIEGO (KGTV) - The San Diego Medical Examiner ruled the death of a teenager who jumped off a bridge in Carmel Valley was an accident. Ruben Ortiz, 18, was one of six people in a Nissan Altima on July 9 when the car crashed on SR-56.Two passengers got out of the car and ran away, officers said. Ortiz and 17-year-old Jesse Garcia jumped 80 feet off the bridge into Gonzales Creek, not realizing it was a dangerous drop, according to investigators. Garcia and Ortiz, who suffered multiple blunt force injuries, died at the scene. RELATED: Teen identified after deadly jump from Carmel Valley bridge following crash A toxicology test showed Ortiz had THC and a trace amount of alcohol in his blood. California Highway Patrol officers said Garcia had been driving the night of the crash. Investigators found an open beer can in the center console. Two girls, ages 14 and 15, suffered severe injuries. The two unharmed passengers were later found for questioning.The CHP has not determined why the car spun out of control. 1030

A San Diego security expert shows us how surveillance cameras are getting smaller, cheaper and harder to spot.Joe Oregon is a San Diego cyber security expert who also teaches at San Diego State University. He knows how simple it is to plant and conceal hidden cameras and tells us, “You want to make sure that you're closely inspecting the room or the location you're going to.” “I cringe thinking about it just as a citizen and as a father, you know. I have children, as well,” he adds.People’s worries over spy cameras have been increasing in the U.S. and internationally. A couple on vacation in Florida found themselves on-camera. At their short-term rental, they discovered a smoke detector with a hard drive in it, recording them in bed.A couple staying at a rental in Toronto was reportedly shocked to find a spy camera hidden in an alarm clock, pointed at the bed.Engineer Brandon Schamer specializes in micro-cameras. “They hide them in the smoke detectors. Sometimes people will actually tuck them under hidden spots where you wouldn't look like behind the TV,” he says. Schamer reveals that a spy camera can be hiding in an air conditioning vent, a plant, a stuffed animal, or even a spice rack. There are numerous possibilities.He says when you check into a rental unit, use the flash light on your phone’s camera to look around to see any reflections from tiny lenses. He explains that you can also check for infrared frequencies. “It’s totally invisible to the naked eye,” he adds. Your cell phone camera can detect infrared. Schamer explains that you should put your phone’s camera in “selfie-mode” and scan the room for a purple light which could indicate there's a transmitting camera. These days most cameras can be bought online. “They're not illegal devices so anyone can purchase them,” adds Oregon.Vacation rental sites like Airbnb and VRBO have strict rules about surveillance. Cameras are allowed in living rooms but they must be disclosed on the rental forms. They're not allowed in private areas like bedrooms or bathrooms.
