WINDHOEK, Nov. 29 (Xinhua) -- An agreement on Economic and Technical Co-operation was signed here on Tuesday between the Chinese and Namibian governments.The agreement was signed after Namibian Cabinet ministers and officials from various ministries held talks with Chinese State Councilor Liu Yandong, who arrived in Namibia on Tuesday for a three-day official visit.Minister of Presidential Affairs Albert Kawana, who is the Acting Director-General (DG) of the National Planning Commission (NPC), and Ambassador of China to Namibia Wei Ruixing signed the agreement.The two also exchanged letters on the provision of office supplies and solar energy equipment to the Namibian government by the Chinese government.During their talks, Liu highly spoke of the steady, healthy development of the relations between the two countries.She said the substantial cooperation have been obtained on agriculture, mining and human resources. Great achievements have been made in exchanges of culture and education.The state councilor also said China would like to work together with all African countries including Namibia to promote the development of people-to-people exchanges.Namibia's Deputy Prime Minister Marco Hausiku proposed future cooperation with China in visual and performing arts.He said the Directorate of Arts in the Ministry of Youth, National Service, Sports and Culture is keen to develop future relationships that will lead to bilateral exchanges in arts education, assistance in the development of small arts businesses, the promotion of arts through the exchange of information on arts and participation in events in the respective countries."This can be achieved through the development of ties between the relevant institutions responsible for these areas, such as the line ministries responsible for arts, arts education colleges, performance theaters, art galleries and organizers of events such as festivals and expos," he noted.He also encouraged exchanges between musicians in the sphere of composition, conducting, and instrumental playing in both folklore and symphonic genres, and therefore invited China in the development of Namibia's National Symphony Orchestra.Hausiku also proposed for scholarships in information and communication technology (ICT), particularly policy development and regulatory framework, and linkages with Chinese ICT institutions for exchange purposes.

BEIJING, Nov. 20 (Xinhua) -- Chinese Vice Premier Li Keqiang visited HIV/AIDS medical personnel, volunteers of non-government organizations (NGOs), and people living with HIV ahead of the World AIDS Day which falls on Dec. 1.In the voluntary testing clinic of the Beijing Diseases Prevention and Control Center (CDC), Li said counseling and testing are crucial to the early detection and early treatment of HIV/AIDS, and encouraged the clinic staff to work hard on the very front-line of HIV prevention and control.While visiting NGOs situated in the Beijing CDC, Li greeted people living with HIV and volunteers, shaking hands with them. BEIJING, Jan. 10 (Xinhua) -- China's energy chief said here Tuesday that the country is under greater pressure to ensure energy supply this year as both demand and international competition for resources grows.Liu Tienan, head of the National Energy Administration (NEA), made the remarks when speaking at a national energy work conference."It is always worrisome to have to sustain supply of energy and resources for a country with 1.3 billion people," Liu said.As China is facing a "grim situation" in energy saving and emission reduction, Liu noted, it is urgent to restructure the country's energy use and control the gross consumption volume this year.To ensure a stable energy supply, China will optimize the layout of energy exploration, start construction of energy-transmission projects and other major energy programs while boosting reserves of oil, natural gas and coal in 2012, Liu said.The NEA plans to add another 200 metric tons to the country's coal-producing capacity this year plus 70 million kw of new installed power-generating capacity.If the ecology is protected and people are relocated, China will start construction of hydropower projects of 20 million kw in 2012, according to the NEA.Once safety is ensured, nuclear power will be developed after the country's new safety plan is approved.As for renewable energy development, the NEA plans to launch wind power projects with a total capacity between 15 million kw and 18 million kw, while developing 3 million kw of solar power over the new five-year period ending 2015.Liu said, in 2012, the country aims to provide electricity to another 600,000 people who currently have no access to it and expand electricity access to 5 million people by 2015.The NEA has budgeted 65 billion yuan (10.3 billion U.S. dollars) for upgrading the grids in rural areas.Over the next four years, China will facilitate the development of non-conventional natural gas, such as shale gas and coalbed methane by increasing the number of natural gas users by 100 million to 250 million.A key indicator measuring the economic vitality, power consumption rose 11.7 percent year-on-year to 4.7 trillion kWh in China in 2011. SUVA, Dec. 18 (Xinhua) -- There are 60 typhoid cases in Nanoko, with 29 already hospitalized, according to Fiji's Health Ministry.Senior Health Inspector Paula Laqere said Sunday that the increas means that people are not practicing proper hygiene standards. Laqere said most of the communities in Fiji have a really low level of good hygiene practices.The other problem is that some communities in Fiji have very poor sources of clean and safe water and this is what Fijian guests need to be cautious of."Typhoid is basically spread through contaminated water and our hygiene practices. It's an indicator that the sanitation level of any community is really low."A 30 day public health emergency is in place for the village, effective from Dec. 12 to Jan. 12.Recently, Fiji recorded rates of high typhoid fever in the world, said WHO South Pacific Communicable Disease Surveillance and Response Team leader doctor Jacob Kool.Kool said typhoid fever was difficult to diagnose and could be fatal in 10-20 percent of untreated patients.Recent studies showed that infants are commonly affected and are extremely vulnerable to the disease. Outbreaks occur regularly in areas with poor hygiene and sanitation including urban slums, he said.Kool said the only reliable symptom was prolonged fever and blood and stool culture are still the best available diagnostic tests but have a high rate of false negative results. He said therefore suspected typhoid cases should be treated regardless of the result of lab tests and ciprofloxacin was the recommended therapy for all age groups.Last year AusAID, WHO and UNICEF launched a typhoid fever vaccination campaign in Fiji.

UNITED NATIONS, Jan. 19 (Xinhua) -- China's Permanent Representative to the UN Li Baodong said here Thursday that caution should be called for in metering out sanctions in international affairs.Li made the remarks when addressing a Security Council open debate on the question of justice and rule of law."We are in favor of improving the UN sanction regime on the basis of extensive consultations so as to improve its credibility, procedures and establishing effective monitoring mechanisms and to establish strict criteria, define timelines, " Li said."Sanctions should be only carried out on basis of facts and evidence. Double standards must be avoided. Impacts against civilian lives and social economic development must be minimized," the ambassador said.Stressing that the UN chart and the fundamental principles of international law as established in it should be upheld, Li said rule of law in international relations should be strengthened.The Charter as well as principles of international law established in it constitute the call of rule of law in international relations and represents the bedrock for developing rule of law in international relations, he said."In the conduct of international relations and international affairs, adherence to the Charter and other fundamental principles of international law, such as respect for national sovereignty, non-interference in internal affairs, fulfillment in international obligation in real earnest is the essence of promotion of international rule of law," said Li.According to the Charter, UN Security Council resolutions constitute the integral part of international rule of law. Promotion of international rule of law requires strict implementation of the Security Council resolutions by member states, he added.
