(KGTV) - One of San Diego County's universities is among the safest campuses in the country, according to a new study.The North San Diego County college was named among the country's safest campuses by the National Council for Home Safety and Security, the school announced. Data used to rank schools is compiled using information by the FBI’s Uniform Crime Reporting and the Campus Safety Security Survey."Keeping our students safe is the University Police Department’s No. 1 priority," CSUSM Chief of Police Scott Ybarrondo said in a release. "There are enough stresses in college life, and worrying about your safety on campus should not be one of them. SANTEE, Calif. (KGTV) - After seven years of planning and more than a year of construction, Mast Park in Santee is almost ready to reopen.The new park features all modern technology and brand new amenities, but planners wanted to make sure it kept its original feel of being surrounded by nature."If you think of Santee's parks along the river as a string of pearls, this one was the oldest and needed some polishing," says Bill Maertz, the City of Santee's Director of Community Services."We've kept the feel of the natural park," he adds. "So we have a brand new park here, but we've got 100-year-old trees here."The park's new features include three picnic shelters, a larger parking lot with electric car charging stations, three larger dog parks, a nature discovery play area, a forest-themed playground, a new basketball court, and an enhanced disc golf course.There are also more than 100 new trees planted throughout the 80-acre park, as well as native and drought-resistant landscaping."A portion of the park is part of the San Diego River Trail. So we wanted to keep that natural experience along the river," says Maertz.Multiple public meetings also showed that the community wanted to help kids build a connection to nature through the park."Children have a nature deficit disorder, there's too much time with screens, TVs and stuff," says Maertz. "So, we're trying to get them reconnected back to nature."The park will also have an active storm-water drainage system that runs through it like a river. Water runoff from nearby apartment complexes and businesses will filter through the park, with natural elements helping to clean it and block debris and trash from entering the San Diego River. The city built 12 bridges in the park to let people walk over the runoff areas like they're walking through a forest."The only reason we have 12 bridges is that we didn't have room for 13," jokes Maertz.The park will also have new bathrooms and a concession stand. Chuck Schumer plans to propose legislation decriminalizing marijuana, Vice News reported Thursday."I'll be introducing legislation to decriminalize marijuana at the federal level from one end of the country to the other," the New York Democrat told Vice News. "The legislation is long overdue."Schumer, the Senate minority leader, told Vice that he had "seen too many people's lives ruined because they had small amounts of marijuana and served time in jail much too long."He added that it was "the right thing to do."According to Vice News, the legislation will be introduced in the next week, and it will include taking marijuana off the Drug Enforcement Administration's controlled substance list.Schumer also told Vice News the legislation will "maintain federal authority to regulate marijuana advertising in the same way it does alcohol and tobacco." 874

(KGTV) - New restrictions in place at the border designed to slow the spread of COVID-19 are also drastically slowing traffic.Some commuters reported waiting seven, eight, nine hours trying to cross into San Ysidro from Mexico over the weekend.A woman in her late 80's died Sunday while waiting in a car with family to cross into San Ysidro, according to reporting partner Televisa.Emilio Tamez owns three restaurants in the South Bay, including one in San Ysidro. Many of his employees live in Tijuana."They're just hurting more businesses, and they're hurting the people who are holding the economy right now," said Tamez.The U.S. Customs and Border Protection Agency started implementing the new measures Friday. They're designed to discourage people from traveling to Mexico for non-essential travel."You've got this, history of many decades of people going across for work purposes or for business purposes things that have nothing to do with leisure or tourism, these are people whose livelihood depends on the border, so you're affecting that large group of people," said Gustavo De La Fuente, executive director of the Smart Border Coalition.De La Fuente said he understands the move to an extent."In some cases, people should stay home, if you want to go into Ensenada or Rosarito for tourism purposes, right now is not the best time to do it," said De La Fuente.A spokesman with CBP sent 10News a statement, that reads in part:"According to the U.S Customs and Border Protection, a recent survey of more than 100,000 travelers on the southwest border found that the vast majority of cross-border travel by U.S. citizens and lawful permanent residents is for purposes that are not deemed essential. To respond to the ongoing public health crisis and protect local southwest border communities, CBP is taking measures to discourage non-essential travel to and from Mexico to limit the spread of COVID-19 in the United States.
