CHICAGO, Ill. -- The IRS says it has issued more than 159 million stimulus payments in just over two months. About 0 billion has been dispersed via direct deposit, paper check and pre-paid debit cards. Yet, even today there are countless eligible Americans who say they’ve fallen through the cracks.In New York state, Hanna Brandow has no idea why she hasn’t gotten a stimulus payment.“My sister and I who both have not gotten the check yet. We did our taxes this year and got our returns already,” said Brandow. “So, it's very strange.”In California, Alexis Lopez is also in limbo.“For most people, it was like 'this person got it, this person got it,' said Lopez. "I was like, ‘well maybe there's some delay with mine.’ No big deal.”And in Ohio, Karen Melroy is also stuck in in stimulus purgatory.“I received my refund by a direct deposit,” said Melroy. “So, there's no reason I can think of why I shouldn't have received one.”All of them say they get the same message when checking on the IRS website.“I normally add a few more expletives to mine when I see it, but it's something to the effect of payment status not available,” said Melroy.It turns out they’re not alone. Those four words: "payment status not available" are exasperating countless Americans who appear otherwise eligible for payments but have not been paid and can’t get answers as to why.“The IRS obviously was very rushed and even when the government takes a year and a half to do a computer system, there are problems with it,” said Robert Probasco, director of the tax clinic at Texas A&M University.In May the IRS added 3,500 telephone representatives to help with problems, but most can only provide general information.“I found this like nine-step guide of how to get a human on the phone at the IRS. I did it twice and hit a dead end,” said Brandow.Because IRS offices remain closed due to the pandemic, the agency tells us that call center agents are working from home. That means they don’t have access to secure personal information specific to each case.“This was designed poorly obviously because it doesn't tell you which of those things happen and if it is a glitch, it doesn't tell you what kind of a glitch,” said Probasco.The IRS is doing a phased reopening at key processing sites and call centers.The IRS tells us some employees have returned to work in Kentucky, Texas and Utah. They say they will follow state and local guidelines as employees return to work in Georgia, Tennessee, Missouri, Michigan and by the end of June in Indiana, Ohio, California, Oregon and Puerto RicoBut if you can’t get your payment issue resolved by the end of the year, you may have to claim your unpaid stimulus assistance on next year’s tax return as a credit.“That doesn't help me today,” said Melroy.That's a sentiment many like Alexis Lopez share as they struggle to rebound financially from the pandemic.“You're left in limbo wondering, 'am I ever going to get this stimulus check that most Americans received?' And I'm in the minority that has not and there's no answers,” she said.The agency says for case-specific information ,the appropriate number to call remains 800-829-1040. (KGTV) - A brush fire broke out Friday afternoon in the hills east of Burbank.Burbank firefighters and police officers closed roads near Sunset Canyon Drive and Harvard Road about 2 p.m.The location of the fire is above a residential neighborhood. CARLSBAD, Calif. (KGTV) -- As a way to deal with San Diego’s growing roadway congestion, more communities are installing mini-roundabouts to slow speeding drivers. Yet some neighbors in North County are calling them death traps.If you take a drive down Cassia Road in Carlsbad, you’ll see mini-roundabouts, also known as mini-circles, that are causing a big fuss. Fire Captain Nick Valenzuela lives in the neighboring community. “I've come down [to the road] because I’ve heard traffic accidents from my house and come down and helped people,” he tells us.“I've seen the aftermath of at least two accidents,” adds neighbor Mark Bua, who is also a police officer. Bua says the mini-circles are so small that drivers blow right past them without yielding for oncoming traffic. He shared photos of debris from some of the collisions.The mini-circles on Cassia Road were installed at the end of 2016 as a way to slow traffic in bustling North County.Mini-circles have had great success in other booming cities like Seattle, which now has more than 1,000 of them with a 90% reduction in collisions.Dan Burden is a renowned traffic expert. He was once named one of the most important civic innovators in the world, according to TIME Magazine. We asked Burden to review photos of the Carlsbad mini-circles. “[They’ve] got some design issues,” he told us. “In this case the circle is so small and there's no consequence in getting close to it. They're designed in a way that a motorist could go much too fast,” he adds.Burden is a fan of mini-circles, if they're done right. He says they're easier on cars than speed bumps and create better flow than stop signs. "They slow traffic down to 15 to 20 miles per hour upon entry,” he adds.However, Carlsbad neighbors claim they’re playing chicken with speeding drivers and lives are at risk.10News submitted a request with the City of Carlsbad to review the number of recent collisions Cassia Road. According to reported incidents, collisions actually appear to have dropped since the mini-circles were installed.Nearby Leucadia is hoping to soon install mini-circles along the congested North Coast Highway 101. A few years ago, the mini-circles were installed in the Bird Rock community of La Jolla, where motorists are now driving half as fast as they used to. On Harbinson Avenue in La Mesa, the circles were removed a few years after neighbors complained about safety concerns.The City of Carlsbad is reportedly monitoring and making refinements to the mini-circles on Cassia Road, but is aware of residents’ concerns and will consider making more changes in the upcoming months.“This is Carlsbad. Things are supposed to be done right. This is not right. This [was] not done right at all,” adds Valenzuela. 2782

  

CARLSBAD (KGTV) -- A slope in Carlsbad is moving, affecting a senior community on top of it. The question of who is responsible for paying to fix it has the City of Carlsbad battling with those who live in Camino Hills.“It’s been a tremendously stressful experience for everyone,” said Mike Perry, who has lived in Camino Hills since 2001. Joe Matthews has called the Camino Hills community his home for about 19 years. “We have lunch out here, sometimes dinner,” Matthews said, as he showed Team 10 the front patio area where he relaxes with his wife. “The grandkids come visit.”“It’s a really wonderful community,” Mathews added. What he did not know was something was going on beneath the surface. “It came as a real surprise,” Matthews said. According to court documents filed by the Camino Hills Homeowners Association in 2018, the City of Carlsbad noticed damage to the pavement and sidewalk right by Camino Hills Drive back in 2007. In January 2009, a geotechnical firm placed devices in the slope to track the movement. There was more slope movement detected during the El Ni?o rainstorms from 2016 and 2017.To fix the issue, it could cost anywhere from 0,000 to about million, according to Elizabeth French. French represents the Camino Hills Homeowners Association. She said the city did not fix the problem properly in the first place. “The city actually knew that there was an ancient landslide at this location and rather than make the developer make a more expensive repair, they allowed the developer to put in a subsurface buttress made of soil, but in recognition that that wasn’t the best repair,” French said. She said when this community was being built, the City of Carlsbad entered an agreement with the developer of Camino Hills. In the indemnity agreement, French said it required the developer to fix any problems for up to 10 years after the community was built. Camino Hills was built in the mid-1980s and the developer is now out of business. French said the city is now asking the residents of Camino Hills to foot the bill.“There’s nothing in this association’s government documents alerting any of the prospective purchasers that there’s this enormous liability out there, that they could be tasked with addressing down the road and that kind of notice is required in the law,” French said.Joanne Stout’s modular home is right by Camino Hills Drive. “This is it. This is where I’m going to be until they carry me out of here,” Stout said. However, if residents are forced to pay for street repairs, she would have to sell.“I would be one of the ones that would have to leave and that would make me very sad,” Stout said.Nobody with the City of Carlsbad would agree to an on-camera interview.
