SAN DIEGO (KGTV) - Parents in Pacific Beach are calling on more enforcement at the Crown Point Elementary field.During school hours the field is only open to elementary students and then opens to the public 30 minutes before and after. Mariluci Byrnes has a daughter who plays on the field with the Pacific Youth Soccer League. She says many dog owners ignore city signs warning it's a violation to take your dog off-leash and to not pick up after them.  “Just not a good combination when you have kids playing and there’s poop all over the place," said Byrnes.Byrnes says kids and parents often step in dog poop and she worries an off-leash dog could injure a child.  The field is now in the San Diego Humane Society’s (SDHS) jurisdiction. An SDHS spokesperson confirms they’ve gotten complaints about the issue, but sometimes other calls involving safety take priority over off-leash dogs. SAN DIEGO (KGTV) - Near Crystal Pier, an unusual sight greeted residents and beach visitors in North Pacific Beach: a multi-million dollar home spray-painted with graffiti. Neighbors in North Pacific beach are concerned that could be headed in their direction."It's an early sign of what's to come," said Ron Calkins, a retired firefighter who has seen tagging escalate in other areas."Other people are going to cross it off and put their own tags up. It turns into a stupid turf war between people that don't even live here ... just going to get worse unless there is more enforcement," said Calkins.The possibility that there is more to come is an uneasy feeling in an area known for tranquility."Totally disrupts the beauty of what's going on," said Bernier. 1365

SAN DIEGO (KGTV) - New technology could provide law enforcement and fire departments with round the clock security, infrared and night vision, according to Ron Lee, President of Tactical Drone Solutions.He explained the Hoverfly is as easy to operate as an elevator, with a launchpad that includes a handful of buttons and a joystick. The tethered drone doesn't require an FAA certificate, unlike untethered drones, Lee said.The tether is virtually invisible, three millimeters wide, but don't let that fool you. It is reinforced with Kevlar, a material most commonly associated with bullet-proof vests. The tiny chord serves two purposes, to provide power and send back information. "There's no wireless transmission, no way anyone can intercept it and there's no one who can take control of the drone," Lee said that makes it very appealing to agencies like police and Customs and Border Protection. The Hoverfly already made an appearance at the Holiday Bowl Parade, helping Harbor and San Diego Police oversee the crowd."It has a topography of five million square feet that you can see on the screen," Lee said. The drone uses GPS to center itself over the platform and can go straight up 200 feet in the air."You can put cameras on it, communications payloads, you can put a lighting system on it, if you need to illuminate a certain area," Lee said it's able to fly potentially weeks at a time.The infrared or night-vision essential for agencies to locate people in fires, or after a crime. Lee said it could also help locating missing people with Alzheimer's."[It's] less expensive, faster to deploy system than rustling up a helicopter and putting it in the air and of course the time on target and staying in the air," Lee said it saves time and manpower.He said they're also in talks with CBP. 1811

  

SAN DIEGO (KGTV) — More San Diego college students will be moving back to campus this weekend, as San Diego State grapples with trying to reduce its cases more than three weeks after its fall semester began.When SDSU started moving students back onto campus at the end of August, COVID-19 testing wasn't mandatory. Since Aug. 24, SDSU's cases on and off campus have climbed to 721 confirmed cases and 28 probable cases as of Wednesday.SDSU is now requiring testing for any students living on campus.RELATED: Petition calls for SDSU tuition and campus fee partial refundOther local universities are planning to require testing as well.Dr. Robert Schooley with UC San Diego says students will begin a staggered move-in process starting this weekend."We have appointments for all of them to arrive at a certain time they'll be tested as they arrive before they move into the dorm," Schooley told ABC 10News anchor Lindsey Pena.UCSD is expecting several thousands of students to move back to campus this fall. Two semester schools that have almost a month head start in terms of people moving in," said Schooley.At the University of San Diego, students will move back onto campus this weekend, though classes started a few weeks ago. Only about 500 students will be in dorms, and 90% of classes remain virtual, a USD spokesperson tells ABC 10News.All USD students moving back on campus will be tested when they arrive.Point Loma Nazarene students moved back to campus earlier this week and were also required to be tested when they arrived. 1859

  

SAN DIEGO (KGTV) - More than a hundred family and friends gathered for a memorial service Friday morning at St. Therese Catholic Church in Del Cerro, to remember Julia Jacobson.The retired U.S. Army Captain disappeared over Labor Day weekend and is believed to have been murdered, the priest talking of the "sting of death" and "death so sinful."Julia's car was discovered abandoned near her home in University Heights but there's been no sign of her or her dog, Boogie, despite many searches - which are ongoing.RELATED: Ex-husband of missing Army veteran arrested on suspicion of murderJulia was divorced. It wasn't a friendly parting and the ex-husband, Dalen Ware, was arrested in Phoenix last month; charged with her murder and currently awaiting trial.Friday, though, a tearful farewell for a lost friend.Jamie Mann described her as a battle buddy during the Iraq war."There isn't a day goes by I don't think of that girl and how she made me a better leader; just a better woman; and she loved everybody, touched so many people hearts, and she'll never be forgotten," Mann said.RELATED: Scholarship set up in memory of missing Army veteran Julia JacobsonJulia's brother, Jon, said one of his biggest honors was to pin Julia's lieutenant's bars on her."I was very proud of her; her service in Iraq, Serbia a little while.
