China pledged to boost the social and economic development of its remote and poor border regions, under a plan unveiled by the central government on Friday. China will try to "elevate the overall social and economic status of border counties to the average level of the provinces and autonomous regions in which they are located", according to the plan titled "revitalizing the borders and enriching the people". The plan, which will run until 2010, said central and local governments will increase investment in "border issues, welfare and infrastructure construction in border regions". Financial institutions will have to actively respond to legitimate needs for loans in border regions and policy banks will give preferential treatment to these regions in infrastructure construction, the plan said. China will also upgrade straw dwellings and dilapidated buildings in the regions, in a step-up effort to establish a minimum guaranteed living standard. In April, the central government said it would dole out 300 million yuan (38.8 million U.S. dollars) every year for the next four years into the development of 22 ethnic minority groups. Most ethnic minority groups live in impoverished western regions and border areas in 10 provinces or autonomous regions such as southwestern Yunnan, Guizhou, Tibet and northwestern Xinjiang and northern Inner Mongolia. They had an annual per-capita net income of 884 yuan at the end of 2003, far below the average of 2,622 yuan for rural residents, according to statistics from the State Ethnic Affairs Commission.

The State Administration of Radio, Film and Television has called a halt to all TV and radio programs on plastic surgery or sex-change operations.The administration issued a notice on Thursday that forbids programs with such "indecent themes and bloody and explicit scenes".As the decision states, it is forbidden to plan, program or broadcast any programs about plastic surgery or sex-change operations.The decision came as growing numbers of local TV stations decide to broadcast such programs, which have attracted complaints from many viewers.For example, Sun Min, a viewer in South China's Guangdong Province, said she found the scenes of plastic surgery in "New Agreement on Beauty", broadcast by a local TV station, to be "horrifying and sickening"."Ongoing programs of this kind should be stopped immediately," said the notice. BEIJING, March 27 (Xinhua) -- China's economy would moderate but remain robust in 2008 with a growth rate of 10.7 percent, providing a cushion against the expected international downturn, according to a forecast issued by the United Nations commission here on Thursday.     "Investment continues to be the main driver of growth, remaining resilient despite government cooling measures and with support from low real interest rates," said a report released by the UN Economic and Social Commission for Asia and the Pacific (UNESCAP).     "A slowdown in exports and the country's efforts to cool the economy are the main reasons for the moderation," it said.     Other factors expected to underpin China's growth include domestic demand, increasing spending power of rural consumers and rising consumption through higher government spending on social welfare.     Official statistics show China's gross domestic product growth accelerated to 11.4 percent in 2007, the fastest for 13 years.     The report said the U.S. sub-prime mortgage crisis is not expected to have a strong impact on growth in China.     "In a worst case scenario where the U.S. economy goes into recession, the impact on China will not be as great as on other Asia-Pacific countries. Due to its blistering pace, China's growth will remain resilient, but will slow," said Shuvojit Banerjee, a senior expert with the UNESCAP.     According to the report, China's increasing exports to the European Union are expected to compensate for a steady fall in exports to the United States, China's second largest export market. China has also witnessed a boom in trade with Africa.     It said Chinese and other Asia-Pacific investors are playing a key role in supporting developed countries through the turmoil. Sovereign wealth funds and state investment institutions from the region have bolstered weakened banking sectors in the United States and the Europe.     The report said China is facing an increasing challenge from inflation. The chief inflationary concerns lie in higher international oil and food prices. "Rising food prices are a bigger inflationary concern than oil prices because food accounts for a far higher proportion of consumer spending. Food price inflation particularly hits low income households."     The report also warned that the fast growth is coming at an increasing cost to the environment. It said the destabilizing effect of growth on the environment is becoming more apparent. Air pollution, especially in large cities, is increasing the incidence of lung disease.

China will undertake nearly 10 percent of an international fusion-research project to be implemented this year.The project is called ITER and wants to demonstrate the scientific and technical feasibility of fusion power - the energy of the sun or hydrogen bomb - for peaceful use."The project aims to find a shortcut to solve our energy shortage," Luo Delong, deputy director of the ITER China Office, said at the Oriental Science and Technology Forum held in Shanghai over the weekend.He said Chinese researchers will be in charge of producing various components of the project and escorting them into Cadarache in the south of France where the ITER's key equipment will be constructed.China will inject about one billion yuan (US7.5 million) into the project, accounting for nearly 10 percent of the overall ITER investment, officials said.Other partners in the project include the European Union, the United States, Japan, India and Russia.According to Zhang Jie, a fusion-power scientist of Jiao Tong University, researchers of universities in Shanghai, including Fudan and Donghua, are conducting fusion-related studies.China will further enhance its education in the area to lift the country's overall research power.The long-term objective of the research is to harness fusion nuclear energy to help meet the future energy needs of mankind, project officials said.The aim of ITER is to show fusion can be used to generate electrical power and do the preparation work to build and operate an electricity-producing plant.The key part of the project is to develop a viable fusion-power reactor.Scientists of ITER will test a number of key technologies, including the heating, control, diagnostic and remote maintenance that will be needed for a real fusion-power station, officials said.Local experts said fusion may produce dozens of times more energy than fission, which now directs most of the world's nuclear-power plants.Fission can only be caused by uranium. However, the resource to trigger fusion can be found in ordinary substances from the sea, they said.According to the Website of ITER, the overall construction cost of ITER is estimated at five billion euros (US.37 billion) over 10 years and another five billion euros are earmarked for the 20-year operation period.The ITER organization owns the ITER device and is responsible for all aspects of the project, such as licensing procedures, hardware procurements and operation.

China's consumer price index is expected to rise about 3.3 percent in 2007, moving above the government target of three percent, the State Information Centre said on Wednesday. The forecast came after China's consumer price index (CPI) hit a 27-month-high of 3.4 percent in May, driven by an 8.3 percent rise in food prices, from 3.0 percent in April and 3.3 percent in March. "Consumer inflation in 2007 is to be pushed up by food price increases, and food price increases are the result of a surge in meat, poultry and egg prices," the think-tank said in a report published on the China Securities Journal. The centre is a research body under the China National Development and Reform Commission, China's top planning agency. The report said the rise in meat and other foods would not slow considerably until the last quarter of this year because of high grain and cereal prices. But it did not provide any forecast on policy moves. A surge last month in the price of pork, a staple meat on Chinese dinner tables, raised concerns about inflation. After the May inflation data was released last week, Premier Wen Jiabao said the government was prepared to tighten policy further to restrain the economy and inflation. Various ministries also scrambled to respond in an effort to ease public worries about inflation. The Ministry of Commerce said pork prices in major Chinese cities had dropped slightly in the first 10 days of June. But according to the report, meat and egg prices could rise even further in coming weeks, following a 26.5 percent surge in meat prices in May. Besides food, inflation pressures are under control, the report said. Prices of industrial products are unlikely to rise significantly, and labour cost increases in China have yet to be reflected in consumer inflation. It said the pace of inflation in 2007, although it is exceeding Beijing's target, is still within a range the government can control. Monetary tightening and yuan appreciation in China are expected to have some cooling effects on inflation.
