SAN DIEGO (KGTV) -- Local gym owners are faced with another difficult decision as San Diego County moves into the purple tier, the most restrictive of the state’s classifications of COVID-19 spread.Under the new regulations, gyms may not operate indoors, meaning those who cannot operate outdoors will be mandated to close.The restrictions take effect Saturday.RELATED: County moves into California's COVID-19 purple tier“You want your members happy. You want your staff happy. You’ve got to put food on your table. And you’re trying to do the right thing, you’re wearing a mask and you’re indoors, so it’s going to be just an unbelievable, worrisome time,” said Bryan Welch, general manager of the Point Loma Sports Club.Welch said the new restrictions will not have a significant impact on his gym because the Point Loma Sports Club had already moved 90% of its operations outside. But he said he empathizes with gyms that do not have usable outdoor space or a cooperative landlord.Even some gym owners that can move outside may not choose to do so. They say limits would force them to operate at an untenable loss, leaving them to choose between operating indoors in violation of public health orders or going out of business. One owner, who did not wish to be identified, told ABC 10News he plans to continue indoor operations in order to stay in business.RELATED: Restrictions to hit retailers as holidays approachWhile Welch is empathetic to gyms facing that tough decision, he said he believes the only way to safely reopen all businesses is for the portion of the public that has eschewed safety measures to commit to wearing masks and social distancing.“I think your freedom actually grows. SAN DIEGO (KGTV) -- Marty Coyne snags the same prime spot at Campland on the Bay every Fourth of July weekend.He parks his massive RV right across from the water."Wouldn't trade it in for any other place to stay in the summer," he said Friday. "It's beautiful here, safe here, the grandkids can run free and have a great time."This year - however - the celebration is quite a bit different - due the outbreak of Covid 19.Campland on the Bay, on Mission Bay's north end, is like many hotels along San Diego's coastline. It's not totally booked.Elvin Lai, who owns the Ocean Park Inn in Pacific Beach, said he was booked in the high 60 percents at a time when the hotel is usually full. "It doesn't mean that I won't get last minute bookings but we're used to being sold out for the month of July months in advance, so it's different."On Friday at the campland, the mood was festive, but the activities were limited - the skate park and basketball courts were taped off. There won't be any bands for outdoor entertainment, and indoor dining is disallowed.Campland on the Bay also placed yellow cones on the beach to give people a clear path to the water. It's also requiring all tents to be spaced out by eight feet. Masks are required in public areas, and rangers are carrying around extra.Still, not every visitor was wearing a mask."Everybody doesn't follow it," said Barry Homer, who is staying on the grounds with his wife Cindy. "It'a always a problem everywhere in the world, for lots of reasons."Hotels and Campland are still open to last minute reservations."We anticipate it's going to be be like this no more than today and tomorrow, and then it'll go down to quiet as people go back to their normal lives," said Ahmed Aitlahcen, the campland's general manafger.The Auto Club predicts 107 million residents of the Pacific Coastal states will take trips this summer. SAN DIEGO (KGTV) - Mayor Kevin Faulconer, County Supervisor Ron Roberts and county health officials announced Tuesday a plan of "Vaccination, Sanitation & Education" to stop San Diego's hepatitis A outbreak."This is our community and we are working day and night to take care of it. It is going to require a sustained effort and everyone in San Diego County has a role to play," Mayor Faulconer said. The county's top medical professionals say there is no end in sight to the outbreak that began in March. RELATED: San Diego Hepatitis A death toll, those sickened rises"This outbreak could last another six months and unfortunately there are going to be more lives that are going to be at risk," said Dr. Nick Yphantides, the county's chief medical examiner at a news conference outside the county administration building. Officials gave critical updates about the outbreak, which has killed 16 people and sickened 444 others. While most of the cases involved the homeless or drug users, 25 percent of the patients were neither, health officials said.Hepatitis A is a highly contagious liver infection that is usually transmitted by fecal-oral or person-to-person contact, or consumption of contaminated food or water. SAN DIEGO (KGTV) - It was a chilly dilemma for a Pacific Beach restaurant: outdoor dining this winter without any patio heaters.The owners changed their outlook by appealing to their customers for help.After shutting down several times since the pandemic began, Break Point restaurant and bar, reopened in September. With the purple tier restrictions putting a halt to indoor dining, the owners turned to their new parklet to host their outdoor dining. But they had a problem."Keeping customers warm is a concern," said co-owner Amy Lee.Lee says when the winter temps arrive, they would need gas patio heaters to warm up customers, and they didn't have any."We found that they were pretty much sold out everywhere, and where they weren't sold out, prices were inflated to the point, that they were unaffordable," said Lee.One local supplier recently told ABC 10News they had a backlog of 200 orders.So Lee turned to social media, making an appeal for patio heaters on the Nextdoor app and community pages on Facebook.One of those appeals was seen by the Rynearson family. They had a backyard heater they hadn't used in awhile. Chance Rynearson, 14, says it was an easy call to lend the heater to Lee for as long as she needs it."COVID has really hit businesses hard. Just to help out is a good thing ... People should be helping each other during these times ... difficult but we should be able to get through it together," said Rynearson.In all, 17 people offered to either donate or lend a heater to Break Point, far more than Lee needed."It's like Christmas. It makes you wanna believe in Santa again ... It was that heartwarming," said Lee.Heartwarming and customer warming. Lee says this gives them a chance at survival this winter."I think it shows we should still have a lot of faith in our neighbors, in our community, and in humanity in general ... and that there's still a lot of good people out there. We are so grateful," said Lee.Lee says she offered many of the donors meals, but many didn't accept, saying that's 'not the reason' they wanted to help out. SAN DIEGO (KGTV) - In just a few weeks, voters will decide the fate of the San Diego Chargers' former home, now known as SDCCU Stadium.In a recent 10News/Union-Tribune poll, Measure G, known as SDSU West, is the clear front-runner.With the clock winding down, backers of both Soccer City and SDSU West are blanketing the airwaves in hopes of winning over voters.10News analyzed two advertisements currently airing on our station and put their messages to the test, separating fact from fiction.The first ad we looked at deals with Measure E, better known as Soccer City. The ad features soccer star Landon Donovan asking two people if they want to see the future. After showing one of them a video of the design planned for the location, one of the people asks Donovan how much it will cost for what he saw. Donovan says, "It won't cost you a dime."10News analyzed that statement and found it to be in a grey area.According to a San Diego City Attorney analysis, a private developer would normally pay the city for staff time spent processing its development. It’s unclear whether any city staff time will be reimbursed.Also, the City Attorney analysis noted the initiative does not establish the actual amount of rent the city would be paid for a 99-year lease of the property.The ad goes on to claim taxpayers get the same stadium that's currently there for the next ten years and it's going to cost six million dollars a year. Team 10 can’t verify timing but according to the City Attorney analysis, Measure G provides for the sale of approximately 132 acres.The measure doesn't talk about time frames and does not guarantee that the property would be sold or that any specific development would be built.Team 10 also read through the City of San Diego Office of the Independent Budget about stadium costs. The report says the stadium historically operated at a deficit.Officials with Soccer City disagreed with some points of our analysis saying the initiative pays fair market value. They also pointed to provisions in the ballot language saying it shows city costs will be covered.Team 10 also took a look at a Measure G ad starring former San Diego Mayor Jerry Sanders.The ad starts with Sanders saying “Voters have a big decision in November. The choice is clear, SDSU West, Measure G on the ballot is a once in a lifetime chance to grow the university to meet the needs of future students.”The ad says Measure G will create a western campus for SDSU with a research center, a beautiful public park along the restored San Diego river, affordable housing and a home for SDSU football and soccer.A 10News analysis found those statements to also be in a grey area.All of that could happen, but the city attorney's analysis says voter approval of this measure does not guarantee that the property would be sold or that any specific development would be built. It goes on to say if the property is sold to SDSU, the Board of Trustees of the California State University will determine the use of the property in its sole discretion - through a Campus Master Plan revision process. A Campus Master Plan revision does not require City approval.The review also notes the initiative does not address who would plan, build and maintain the river park.An official with Measure G sent 10News a statement saying: 3334
