SAN DIEGO (KGTV) — Friday, a San Diego woman recounted how she was sexually abused by her priest at St. Jude when she was young, hoping it would encourage others to come forward.Walking up to the church to speak she said she felt a wave of emotions, "My chest was heavy, my stomach was sick. I was catching my breath." She told 10News her name is Cynthia Ann Doe, keeping her last name private, wearing a scarf over her head and dark sunglasses, concealing part of her identity for fear of retaliation. She said she could still see the rectory, where Monsignor Gregory Sheridan lived, next to the church. In it's place is a parking lot.She depicted what her life was like when she was just five-years-old, "I had no one to protect me, my mother and my father divorced when I was four, my brother died months before that." She said they lived inside a brightly painted yellow apartment building, sitting just across the street. Ann Doe said she clung to her faith and her family was honored when Monsignor Sheridan took favor in their company. Alone in his bedroom, her lawyer said he violated her with his fingers.She said at that age she couldn't process what happened, "that you are worthless dirty, a bad person, so bad that even God must not love you, because your priest hurt you and made you feel nasty.""I'm asking anyone male or female who may be struggling with what happened to them by Father Sheridan to come forward and be heard," she said.That call growing louder as more cases arise across the country. SAN DIEGO (KGTV) -- Governor Gavin Newsom is set to visit San Diego Friday in a last-minute push for proposition 13. Newsom will make a stop at Dana Middle School at 8 a.m. as part of his statewide get-out-the-vote tour. Proposition 13 would authorize billion for K-12 schools as well as universities and community colleges. Newsom has said that the bond money would prioritize modernizing schools as opposed to new construction. SAN DIEGO (KGTV) -- Following several years of record-breaking fires around California, the state’s department of insurance is letting residents know they have options if their insurance gets dropped. Under Proposition 103, a law approved by voters in 1988, insurers are required to file rate changes with the California Department of Insurance. Although the department doesn’t set rates, state law requires that insurers’ rates are based on a demonstrated risk of loss. New laws that both took effect in 2019 also offer some protection. One of the laws specifies that homeowners living in a declared wildfire disaster area or adjacent zip codes receive one year of protection from non-renewal. The state also extended protections against non-renewal for people who suffer a total loss during a fire to two automatic renewals or 24 months. If you find yourself in the middle of a non-renewal, the department lists specific rights California residents have: The notice of non-renewal must be sent at least 45 days prior to policy expiration. That notice of non-renewal must contain: (1) the reason or reasons for the non-renewal; (2) the telephone number of the insurer's representatives who handle consumer inquiries or complaints; and (3) a statement indicating that if the consumer has contacted the insurer to discuss the non-renewal and remains unsatisfied, the policyholder may have the matter reviewed by the Department. The insurance company must determine whether to renew or non-renew based upon its underwriting guidelines, which must be objective, have a substantial relationship to the risk of loss, and be applied consistently among insureds in the particular group being non-renewed.For anyone who can’t find insurance, the department has another option. The FAIR plan is available to all homeowners as a last option for coverage. The maximum limit written by the plan on residential property is ,500,000. According to the department, insurance companies use different tools and maps to determine high-risk areas around the state. SAN DIEGO (KGTV) — For many San Diego children, having a bed is a luxury. Instead, they sleep on couches, with siblings, or even the floor.When 13-year-old Lilia Montiel learned about the problem, she wanted to help fix it. Montiel's dad is a speech and language pathologist who works at several schools, including Empower Charter School. While working there one day, he learned his student had suffered rat bites due to sleeping on the floor.“That really struck a chord in my heart and made me really sad," remembers Lilia. "I thought of a way I could maybe fix that problem and do it for a few different families.”She started ZZZs 4 Kidz and is now raising money to provide 1,000 beds to San Diego kids in need.On Wednesday Lilia got some help from Jerome's Furniture, which donated ten bunk and twin beds with mattresses.“Even though you're small or young, you don’t have to be big or an adult to make a difference in someone’s life," said Lilia.To donate to ZZZs 4 Kidz, click here. 1004
