BEIJING, May 10 (Xinhuanet) -- America's first full face transplant recipient, Dallas Wiens, made his first public appearance at the Brigham and Women's Hospital in Boston, according to media reports Tuesday.Sporting a goatee and dark sunglasses, Wiens, the 25-year-old Fort Worth, Texas, man, said Monday his new face feels natural just weeks after a 15-hour procedure that gave him a nose, lips, skin, muscle and nerves. Wiens said he was able to smell again and breathe through his nose normally, adding his 4-year-old daughter told him when she saw him after the operation: "Daddy, you're so handsome."  Wiens lost all of his features and eyesight in November 2008 after hitting a power line while painting a church and underwent the transplant in March, 2011. The operation was paid for by the U.S. Department of Defense which gave the hospital a 3.4 million dollar research grant for five transplants.Surgeons said the transplant was not able to restore his sight, and some nerves were so badly damaged from his injury that he will probably have only partial sensation on his left cheek and the left side of his forehead."The most fun part is to see the next six to nine months when the function will start to come back and when Dallas will start to feel a light touch on his face," plastic surgeon Bohdan Pomahac said. BEIJING, Feb.11 (Xinhua) -- Representatives from different sectors have given feedback on drafts of the government work report and China's economic and social development blueprint for the next five years, the State Council, China's cabinet, said Friday.Premier Wen Jiabao chaired five seminars from Jan. 20 to 27, at which representatives of various sectors of society were invited to voice their views on the documents, according to a State Council statement.The 12th five-year program, or the national development plan for 2011 to 2015, and the government work report will be delivered for review at the plenary session of the National People's Congress (NPC), China's top legislature, in March.Experts from social economic organizations along with those from science and technology, education, health, culture and sports circles attended the meetings, as well as members of non-communist parties.Participants at the seminars agreed on the framework and main content of the documents. They also gave some suggestions and proposed a couple of revisions to the report and the development plan.Most suggestions focused on China's economic restructuring, income distribution adjustment, modern agricultural development, scientific innovation, reform of the yuan exchange rate formation mechanism, property market regulation and affordable housing construction, and further improvement in education and medical care system.The forums also invited 11 grass-roots representatives, including farmers, technicians, and owners of small businesses, who raised suggestions to boost farmland irrigation construction, train more technicians, and help with the development of small and medium enterprises.Wen said the feedback will be "of great help" when revising both the government work report and 12th five-year plan, as well as to the work of the government.

LOS ANGELES, March 5 (Xinhua) -- Law enforcement agencies are now using smart phones to track and arrest graffiti vandals in Los Angeles, a newspaper report said on Saturday.The graffiti-tracking program, spearheaded by the Tracking and Automated Graffiti Removal System, or TAGRS, allows graffiti- cleaning crews equipped with smart phones to photograph the markings and upload them to a Los Angeles Police Department (LAPD) database, the Los Angeles Times said.The photos are used to gather evidence for prosecution and restitution, the paper quoted city officials as saying.Once the graffiti suspects' identities are discovered, the information is added to the TAGRS database and may eventually uncover incidents involving the same suspects, the paper said.The LAPD launched a pilot project in 2009 in Van Nuys near Los Angeles, modeling its version on one run by the Orange County Sheriff's Department, according to the report.The program is now anchored at four LAPD stations, Van Nuys, Hollenbeck, Central and Harbor, said Mayor Antonio Villaraigosa's spokeswoman Casey Hernandez.Los Angeles spends about 10 million dollars a year cleaning up graffiti, Hernandez said.
