Facebook and Instagram were both having issues as users reported problems with the social media sites early Tuesday morning. According to downdetector.com,  the East coast is reporting the most problems with Facebook in the United States, but issues are being reported globally as well. This is the second time this month users from all over have reported Facebook being down.Instagram users were also reporting problems, according to downdetector.com.Some of the problems with Facebook included not being able post status updates, the page not loading at all or loading very slow, not being able to send messages over Facebook's separate Messenger app and some saying they received an error message indicating the site was doing maintenance, among other issues.Instagram users reported the app not loading and showing an error message.Some people were able to access Facebook or Instagram, or both, later in the morning and without problems. (KGTV) - A California Highway Patrol motorcycle officer was killed Friday in a crash involving a truck in the San Francisco suburb of Fairfield.He was identified as Solano-area officer Kirk Griess, KGO reported.Officer Griess was thrown from the motorcycle over a guardrail on Interstate 80 at North Texas St.Law enforcement officers gathered at Northbay Regional Medical Center in Fairfield to pay their respects to the officer. 455

ENCINITAS, Calif. (KGTV)-- Dozens of people joined a paddle-out for the late "godfather of snowboarding" Saturday. Many thanked Jake Burton Carpenter for his legendary contribution to snowboarding. Surfers hit the waves at Swami's Surf Spot to honor a man they said changed their lives. But Jay Saling brought his other favorite board. "Two things I love most in this in the world are snowboarding and surfing, and he helped created both of those," Saling said.Saling organized the paddle-out shortly after the announcement of snowboard legend Jake Burton Carpenter's death on Wednesday. Saling carried a Burton snowboard into the waves and placed it on top of his surfboard as he paddled out.Burton is credited for reinventing the sport and culture of snowboarding. Friends and former Burton Snowboards employees now living in San Diego shared their memories with Carpenter. "At my interview, his first question was, 'Do you snowboard?' And I actually lied to him. I said, 'I did.' I was a skier. And then from that moment when he hired me, I never skied ever since, so I owe my life to Jake," former employee Mike Hoefer said. Many who knew Carpenter said he was a man who thought outside of the box. Not quite turning things upside down, just sideways."You could get on the mountain, but he turned everything sideways and just made everything more fun," surfer and snowboarder Chris Dodds said. It was so much fun that snowboarding became an Olympic sport in 1998. San Diego-born Olympian Shaun White's parents joined in the paddle-out Saturday. Their son paid his respects on Instagram, sharing a photo of the embrace he shared with Carpenter after his gold medal win in Pyeongchang.From Olympians to recreational boarders, Jake Burton Carpenter's impact on snowboarding will live on forever."His passion really created this world for us that we all share, and now we all have in common," former Burton employee Jenny Sehic said. (KGTV) - Neighbors are calling for action from the City of Encinitas after a pair of crashes along a stretch of Manchester Avenue."It's too fast," says Judy Blanchard, who lives on Manchester. "They need to do some traffic calming."Friday, a car lost control coming around a curve near the 4200 block of Manchester Avenue and crashed into a light pole. Two days before that, a pair of cars collided near the same spot.People who live nearby say speed on the road is a constant problem."People gun it. They really do," says Blanchard. "All these wannabe fast drivers, it's exciting for them to come through the curve."Blanchard had a car crash through her front yard a few years ago. It almost knocked down her prized palm tree, Bubba.City officials tell 10News they studied the road in 2017. They sent this statement from the City Manager's Office:“Based on the California Vehicle Code (CVC) and California Manual on Uniform Traffic Control Devices (CA-MUTCD), an Engineering and Traffic Study (Speed Survey) was conducted in 2017 which showed the 85th percentile speed (the speed at or below which 85 percent of all vehicles are observed to travel under) on this roadway was 47 mph. As a result, the speed limit was set by the City at 40 mph which is the lowest speed limit legally allowed based on the results of the Speed Survey. The Sheriff’s Office has been notified to increase enforcement efforts along the corridor.” Neighbors say that may not be enough. They say the street needs more warning signs and the city should reduce lanes from two to one near Rancho Santa Fe Road.
