ALPINE (CNS) - San Diego County will open an erosion control center in Alpine tomorrow to help businesses and homeowners prevent debris flows in the areas burned by the Valley Fire.The center, at 2914 Tavern Road, will offer free sandbags, fiber rolls and other items to help residents stabilize properties before rains arrive. and potentially trigger mudslides and debris flows, county officials said.Starting Thursday, the center will be open to business and property owners from 8 a.m. to 4 p.m. daily Monday through Saturday, and from 9 a.m. to 2 p.m. on Sundays. Staff can also visually inspect properties and offer information on best practices to protect structures.As of Wednesday morning, the Valley Fire remained at 17,665 acres and was 90% contained, according to a Cleveland National Forest incident page.The conflagration, which broke out early on the afternoon of Sept. 5 off Spirit Trail and Carveacre Road in Japatul Valley, ultimately destroyed 30 residences and 31 outbuildings, damaged 11 other structures and left three firefighters injured, according to Cal Fire. 1438

Allergan has recalled almost 170,000 sample packs of birth control pills because of a packaging error that could put consumers at risk for unintended pregnancy.According to the recall, four placebo capsules were placed out of order in a sample pack of Taytulla and the first four days of therapy had four non-hormonal placebo capsules instead of active capsules."As a result of this packaging error, oral contraceptive capsules, that are taken out of sequence, may place the user at risk for contraceptive failure and unintended pregnancy," The recall states. "The reversing of the order may not be apparent to either new users or previous users of the product, increasing the likelihood of taking the capsules out of order."Allergan says they are notifying customers by recall letter and is arranging for return of all recalled sample pack product with the lot #5620706 Exp. May 2019. Allstate Insurance announced on Wednesday that they are planning to lay off 3,800 employees.In a press release, the company said the layoffs were part of a restructuring plan to lower costs.Allstate will make the cuts in the sales, claims, and support departments."Implementing this plan is difficult as we still deal with the impact of the pandemic but necessary to provide customers the best value," said Tom Wilson, Chair, President, and CEO of Allstate in the press release. "We have expanded transition support for impacted employees including prioritized internal hiring, extended medical coverage, expanded retraining support, and help in employment searches."According to the Wall Street Journal, the layoffs cover approximately 8% of Allstate's 46,000 employees.Roughly 1,000 of those laid off are linked to the pandemic-related refunds the insurance company is giving to customers, WSJ reported.Back in April, Wilson told CNBC that the pandemic has resulted in people driving less, and as a result, there are fewer accidents and claims.Allstate reduced policy-holders' bills back in March, like many insurers. 1127
