UNITED NATIONS, May 4 (Xinhua) -- China on Monday called on the international community to continue to push forward the nuclear disarmament process.     Cheng Jingye, director-general of arms control and disarmament department of the Chinese foreign ministry, made the appeal here at the third session of the Preparatory Committee for the 2010 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons.     Complete prohibition and thorough destruction of nuclear weapons for the establishment of a world free of nuclear weapons is not only the shared aspiration of the international community, but also the goal that China has advocated and worked for over the years, Cheng said.     "China believes that nuclear disarmament should be a fair and reasonable process of gradual reductions towards a downward balance," he said.     Cheng urged nuclear-weapon states to commit themselves unequivocally to complete prohibition and thorough destruction of nuclear weapons, and negotiate and conclude an international legal instrument at an early date.     Pending achievement of the above-mentioned goal, nuclear-weapon states should reduce the role of nuclear weapons in their national security policies, he said. They should undertake unequivocally not to be the first to use nuclear weapons, and conclude an international legal instrument on not to use or threaten to use nuclear weapons against non-nuclear-weapon states or nuclear-weapons-free zones.     As states with largest nuclear arsenals, the United States and Russia bear special and primary responsibilities, he said. They should continue to drastically cut their nuclear arsenals, which is indispensable for advancing the nuclear disarmament process and realizing the ultimate goal of complete and thorough nuclear disarmament.     China welcomes the agreement of the United States and Russia to start negotiations on a new bilateral nuclear disarmament treaty, and hopes that the two countries will further reduce their nuclear arsenals in a verifiable and irreversible manner, Cheng said.

BEIJING, June 8 (Xinhua) -- A senior Communist Party of China (CPC) official on Monday asked the border public security force to rely on the people to safeguard national security and social stability in the country's border areas.     Zhou Yongkang, member of the Standing Committee of the Political Bureau of the CPC Central Committee, made the remarks when he met with model individuals and groups of the border public security force. UNITED NATIONS, June 15 (Xinhua) -- China on Monday called for the peaceful resolution of the Iranian nuclear issue through diplomatic negotiations.     La Yifan, minister-counselor of China's Permanent Mission to the UN, told a Security Council meeting that China has always called for resolving the Iranian nuclear issue through diplomatic negotiations in a peaceful manner.     "China always believes that resolving this issue through diplomatic means is in the interest of peace and security in the Middle East and is in the common interest of the international community," he said.     La said China is ready to continue to play a constructive role in this regard.     At present, "rare opportunities" exist with regard to the restart of the negotiations with Iran over the nuclear issue, he said.     La called on Iran to strengthen its cooperation with the International Atomic Energy Agency (IAEA) to resolve outstanding issues as early as possible.     He also urged the international community to seize the opportunity to intensify diplomatic efforts so as to ensure an early start of the negotiations.

High-level contact has been growing closer in recent years, as President Hu and President Medvedev met four times last year.     Wu and Medvedev jointly stressed the importance of parliamentary exchanges between the two countries, saying the exchanges reflect the high level of development of China-Russia partnership of strategic cooperation.     Wu said the high level of China-Russia partnership is fully reflected in such areas as frequent contact between top leaders of the two countries, the staging of "Russian Language Year" in China, the signing of an oil cooperation agreement between the two governments and the exchanges between the NPC and Russian parliament.     Medvedev said Wu's visit to Russia reflects the momentum of fast growth in bilateral links. Under the current environment of international financial crisis, coordination between the parliaments of the two countries will be conducive to advancing bilateral cooperation. He said Russia places high importance on parliamentary exchanges and cooperation between the two countries.
