SAN DIEGO (KGTV) — At age 41, Ryan Bartell had already achieved so much: He was a two-time all-state runner, served in the Coast Guard, and was helping autistic children alongside his wife. He also had a son of his own. “Ryan called me on March 1 of last year to say that he had been diagnosed with stage IV pancreatic cancer," remembers Jim Bartell, Ryan's father. The cancer was aggressive and chemotherapy wasn't working, Ryan was in a lot of pain. “They had him on morphine and fentanyl, two very serious opioids, and because of those two drugs he was asleep most of the time to deal with the pain," said Jim. Jim says that lasted for about four weeks until Ryan asked for cannabis. “He went from being asleep most of the time with fentanyl and morphine to being alert and being able to communicate, text, talk to friends, have visitors, while he was on the cannabis medicines."Jim says the cannabis gave Ryan a decent quality of life in his final weeks; he passed away seven weeks after the initial diagnosis. “While medical cannabis has been proven to help with reducing nausea, vomiting, and pain, hospitals in our state are expressly prohibited from providing it to patients," said State Senator Ben Hueso.Because of the Federal Drug-Free Workforce Act, hospitals have adopted policies prohibiting cannabis in their facilities. Hueso wants to change that with SB 305 or Ryan’s Law: Compassionate Access to Medical Cannabis in Healthcare Facilities Act.Healthcare facilities which treat terminally ill patients would be required to allow the use of medical cannabis, meaning patients could bring their product inside the hospital.The patient would be required to provide the facility with a copy of their medical marijuana card or recommendation by a physician.The bill excludes vaping or smoking but edibles, oils, topicals, etc. would be allowed. New York already has a similar law. “I felt something had to be done so that that didn’t happen to other people who wanted a higher quality of life near the end of their life," said Jim, who initiated the legislation. 2082
SAN DIEGO (KGTV) — City Councilman Scott Sherman's newly announced candidacy will alter the race to become San Diego's next mayor.Sherman, termed out from City Council, is the first household Republican to run to lead America's eighth largest city. Sherman announced he would run just before the Dec. 6 deadline to file for the March 2020 primary. Current Mayor Kevin Faulconer, a Republican, is termed out. In an interview, Sherman said he did not want the mayoral debates to be dominated by two big-name Democrats: State Assemblyman Todd Gloria and City Council President Pro-Tem Barbara Bry. Sherman says he'll run on a platform of reducing regulations to bring lower cost market-rate housing. He also wants to increase enforcement of crimes by the homeless, compelling them to seek help. Finally, he says he wants to reduce what he calls union control at City Hall. "Listening to the two major candidates there, I'm going, 'Well, things that I care about aren't being discussed so let's see what I can do,'" he said. The Mayor is officially a nonpartisan job, but Sherman is facing an uphill battle as a Republican. "You have to assume that Scott Sherman will get the majority, if not the vast majority of Republican votes, and pick up some independent votes," said political analyst John Dadian. "There's a very good chance that he will get in the runoff."The top two vote-getters, regardless of party affiliation, will move on to the November primary. In September, a 10News-Union-Tribune scientific poll showed Gloria leading Bry by a two-to-one margin, with 31 percent of voters supporting Gloria, and 15 percent supporting Bry. SAN DIEGO (KGTV) - California police officers who leave their departments to join the San Diego Police can now get a ,000 cash bonus.The San Diego City Council unanimously approved the program Tuesday to help SDPD recruit new officers. The department has struggled to recruit and retain officers due to the city’s high cost of living and a pay scale that’s lower than competing police departments. A San Diego Police officer earns a starting salary of ,000 a year. Late last year, the City Council approved a series of salary increases of up to 25 percent through 2020. The San Diego Police Department currently has about 1,860 officers, which is about 180 short of its staffing goal. Chief David Nisleit said Tuesday that SDPD recently lost two officers to Chula Vista, whose entry level officers earn about ,000 a year. “What I’m looking for is to hire experienced law enforcement officers from other areas,” he said. "To make us competitive we had to offer a signing bonus to have them come over.”A lateral police officer - one moving from another department - would earn ,000 upon hire, then another ,000 after training, and the final ,000 after one year of continuous employment. Jack Schaeffer, president of the San Diego Police Officers Association, said bring more officers would make police more available in their communities, which he said has suffered due to staffing shortages. “We have less time to be able to get to know our store owners and business people and the residents, because we’re going from call to call to call,” he said.The council also approved a bonus program for current officers who bring recruits to the Police Academy. SAN DIEGO (KGTV) - As the biotech industry grows in San Diego, many companies are hiring, offering people a chance at high-paying jobs in an emerging field."The jobs that are in demand are the ones most difficult to fill," says Lisa Bozinovic, Executive Director of the Biocom Institute, a trade association for the industry in California.According to Biocom's most recent survey of the companies across the state, 88 percent say they plan to expand and hire in the next 12 months. The average salary is 7,000."They need people skilled in IT, HR, administration, accounting, sales," Bozinovic says. She also went to Cal State San Marcos for a lab tech certificate. She says it was a lot of work, but it's been worth it in the long run."You make a path to get there and don't even worry about all the other obstacles in your way," she says. "If you're determined to get there, you will."That's the message Bozinovic has as well. It may take returning to school, but it's an investment in your long-term future."For ,000, you can get a four year degree and slide right into a job," she says of the program at MiraCosta. And, remember, you don't always need a full four year degree.Bozinovic and Reynolds both say someone looking to make a change should take some time to learn about the industry first, and see what part of it interests them. The best way to do that is to go to career fairs or science expos and talk to people at the booths. There are also trade associations and professional groups to join, even if you're still looking for a job."Whatever you put into it is what you'll get out of it," says Reynolds.Anyone interested in a career change can get connected in San Diego through the San Diego Biotechnology Network. SAN DIEGO (KGTV) - City leaders announced a new overnight parking lot on Tuesday for people living in their vehicles.It comes a day before the city committee on Safety and Livable Neighborhoods will vote on a new ordinance that would create restrictions on vehicle habitation.Living in a vehicle has been legal since a federal judge filed an injunction against the city’s law last August, saying it was too vague.The new ordinance would restrict living in vehicles within 500 feet of a school or residence at all hours of the day. It would also make it illegal to live in a vehicle from 6 pm to 6 am anywhere in the city, except in the approved lots. “The city cannot solve the problem, so their tactic is, “let’s hide it,’“ said Caesar, a man who lives in his van and wished to withhold his last name because he is currently looking for a job.He said he used to have a stable living situation but fell on hard times after paying for his two kids college tuition. Then he lost his job. “They offered to help me, but I said ‘no,’ I don’t want to be a boulder in your life.”Caesar said, he may end up using the new city parking lot in Mission Valley, but he worries that if the new ordinance passes, he still may be ticketed by police.“The tactic is, let’s load them with citations,” speculated Caesar. 1308
