SAN DIEGO (KGTV) — When San Diego County leaders suspended in-restaurant dining to slow the spread of the coronavirus, many businesses were left to figure out how to feed patrons.Sardina's Italian Restaurant & Bar on Morena Blvd. was one of those restaurants forced to transition to pickup or delivery only — but did so in a way that appeals to kids (or the kid in us) forced to stay home."Looking for something fun to do with your children (and/or partner!) during this unprecedented time?" the restaurant's Facebook post read, introducing a pizza kit. SAN DIEGO (KGTV) - Two men died after authorities said they jumped from a bridge following a car crash on a Carmel Valley freeway.It's the fourth incident where someone has died after falling off of a San Diego area bridge in a little more than a year.In April Team 10 spoke to Gwendolyn Sneed. Her partner of 20 years, Bob Bruno, died in a tragic incident at the Pine Valley Bridge.Bruno died, not in the accident on the bridge, but while trying to help a family in need. He'd seen a vehicle stopped on the side of the bridge and pulled over to help. Sneed said a family with a baby was stranded. Bruno was in the process of helping move the baby seat when a Ford F-150 pickup truck drove over a patch of ice and barreled toward Bruno.RELATED: 2 dead, 2 teen girls injured after jump from San Diego bridge following car crashBruno jumped out of the way to avoid being hit, but instead of landing on solid ground, he hopped over the side of the bridge guardrail and fell into the canyon below."I think Caltrans just needs to take a look at what the safety measures could be, lighting, higher guard rails, I don't know what that is, signage," Sneed said at the time.While Bruno's incident is tragic, Team 10 discovered two other unrelated incidents where people lost their lives falling off of San Diego-area bridges in the span on a year.In September 2018, Caltrans Highway Maintenance Lead Worker William Casdorph fell while he and his crew were doing maintenance work on the southbound State Route 163 overcross to southbound Interstate 805. He sustained significant injuries and died at the hospital.In April 2018, Martin Lapisch fell to his death from State Route 125 in the Bonita area after a crash in which his car struck and killed a deer on the freeway. Authorities said it appeared he jumped over the side of the bridge, possibly to get to a safe location, and didn't realize there was a 40-foot drop.In April, investigator Adam Racusin asked Caltrans about safety when it comes to bridges and overpasses."We are always looking for improvements of safety whether it's on our bridges or our regular highways," Caltrans Headquarters Division Chief of Maintenance Dennis Agar said at the time.Agar told 10News the agency always talks about incidents or close calls and how to prevent them. They even travel to other states to see how they handle safety."We make sure we do everything we can to address the concerns, especially with safety that brings up to our office and we try to address it statewide," he said in April.On Wednesday Team 10 asked Caltrans if there are any safety measures the agency is looking at to try and prevent this type of tragedy.Late Wednesday afternoon Caltrans Public Information Officer Edward Cartagena released a statement saying, "Caltrans extends its sympathies to the families of the deceased and hopes for a quick recovery for the injured. Although Caltrans will be looking into this incident, we want to allow the CHP to conduct and conclude their investigation."The California Highway Patrol says if your vehicle gets stuck on a bridge try and get to a safe location. If that's not possible, the best thing to do is stay in your vehicle with your seatbelt on and calls 911. 3226
SAN DIEGO (KGTV) — Tuesday, San Diego County District Attorney Summer Stephan announced two initiatives designed to improve the way law enforcement interacts with people with mental health issues. Up to .5 million will fund the Crisis Intervention and De-escalation Training for police officers and a 911 Mental Health Checklist card. According to Stephan, law enforcement across San Diego County responded to more than 53,000 calls for service that involved a mental health issue last year. A 25-year study of officer-involved shootings in San Diego County shows 79 percent of the incidents included people who had drug and/or mental health issues. And, according to the San Diego Sheriff’s Department, about 30 percent of inmates in San Diego’s jails receive medication for a mental health disorder.Over the past year, 200 stakeholders and experts came up with 30 specific recommendations for how law enforcement and the justice system can better respond to people facing mental health challenges. Crisis and De-escalation Training and development of the 911 Checklist Card are two of the recommendations included in the report.The DA-funded Crisis Intervention and De-escalation Training will consist of a newly-created curriculum that builds upon, and enhances the current training peace officers receive. The training will include classroom discussions led by PERT (Psychiatric Emergency Response Team) experts, role playing "real life" situations, and use of a video simulator known as the MILO Range Theater. Officers will also be trained to recognize the signs of methamphetamine toxicity, a condition often encountered by police. The MILO system is being purchased by the DA’s office using federal asset forfeiture funding. The interactive simulator improves on similar training systems currently available in San Diego County. The training is also portable, so it can travel countywide in order to promote maximum participation by law enforcement while allowing departments to perform their ongoing duties. The DA says the goal of the two initiatives include reducing the need to use deadly force, improve officer safety and reduce the likelihood that the person in the crisis will get injured. 2215
SAN DIEGO (KGTV)- Across California, many businesses continue to struggle in San Diego County, and some business owners say they can’t afford to pay their rent anymore without their usual income during this pandemic.Landlords are also feeling the effects of the small business struggle.“Many tenants are paying their rents, there aren’t many tenants paying their rents from profits,” said Sandy Sigal, CEO of NewMark Merrill Companies. “We’re not going to make any money or have any profits this year at all, we know that, but we do need enough money to pay our mortgages and lenders.NewMark Merrill Companies own about 80 shopping centers in three states, including California. We’re doing what we can.”But Sigal said landlords could only do so much, and it’s up to the government to step in and help save these businesses.“If there was a fire or earthquake or flood, they would have insurance for all this,” he said. “We need to extend what was PPP or The RESTART Act. I’m in favor of some stimulus to the unemployed.”Without additional assistance now, it’s a struggle he expects to continue until significant changes are made, and businesses can fully bounce back.“If the government helps my tenants, I’d be helped enough,” he said. “This is no one’s fault, but the pandemic and we all got to get through this together.” 2393
SAN DIEGO (KGTV) -- Traveler satisfaction stagnated year-over-year as airports struggle to keep customers happy, according to J.D. Power. According to the report, construction projects and passenger volumes are at least partly responsible for the trend. San Diego International ranked 13th out of 27 in the large airport category, with a score of 774 out of 1,000. To reach the conclusion, the report looked at six factors: Terminal facilities; airport accessibility; baggage claim; security check; check-in/baggage check and food, beverage and retail. “With major terminal construction projects now underway in Los Angeles, Boston, Chicago, Atlanta and many other airports, it is becoming impossible for travelers not to experience some form of disruption,” said Michael Taylor, Travel Intelligence Lead at J.D. Power. “While these projects are absolutely necessary to address surging demand, they are currently causing passenger delays and confusion. This translates into a rushed passenger experience and less money spent on food, beverage and retail—and it’s slowing the progress of the airport satisfaction we’ve seen in the past several years.”Meanwhile J.D. Power says the experience of getting through security at the airport has improved by five points. The study is based on responses from more than 32,000 U.S. or Canadian residents who traveled through at least one U.S. or Canadian airport that covers both departure and arrival experiences over the last three months.
