SAN YSIDRO, Calif. (KGTV) -- Authorities are warning Americans traveling to Tijuana about people posing as police officers reportedly getting aggressive with drivers waiting to cross the San Ysidro Port of Entry. Photos from Tijuana Police show officers near the port putting a man in handcuffs. Authorities in Mexico say he’s one of 35 people arrested Sunday for being aggressive to drivers waiting to get back into the United States. The concern was raised this week as travelers are expected to head south for the holiday weekend. Marco Sotomayor, the Secretary of Public Safety in Tijuana told the San Diego Union Tribune that the city is seeing cases that are more violent and more consistent. Sotomayor goes on to say that criminals sometimes mask themselves as police officers wearing fake badges on hats and jackets, demanding money from drivers stuck in lines. "I think you very much stick out if you've never been to Mexico, and you don't know where you're going and you don't know what roads to take, I think that does make you a very easy target,” said Amanda Matti with Daytripper Tours. She says the company has been safely traveling into Mexico for 30 years. Because they travel in large groups via buses and have contacts across the border, Matti says their tour service never runs into these type of issues. "Our driver is usually local, experienced in Mexico, our tour managers are experienced, so I think they know not to target us."Matti says if you plan on going this weekend and don’t have experience, don’t go alone. SAN MARCOS, Calif. (KGTV) — The City of San Marcos is taking action after 10News highlighted concerns by residents in a senior community who said their homes were at greater risk of a wildfire because of untrimmed brush near a creekbed.The city has cleared brush every year along Discovery Road near Lakeview Mobile Estates, but with an upcoming road-widening project scheduled for the area, the city initially told residents it would delay brush trimming along the San Marcos Creek until crews begin grading work, according to HOA Vice President Jim Woodard.That work is scheduled to begin in December."To save a few dollars and put us in this kind of risk, we're completely vulnerable," he said. "It's just a ticking timebomb."The brush, which is now taller than six feet in some spots, is just a few feet from the mobile home community's entrance."This is the only way in and out of the park, so if there's a fire on this side of the park, we're trapped," Woodard said.Resident Lee Katola said many of her neighbors are disabled and would have difficulty evacuating during a fire."I'm fearful. I'm fearful," she said.Woodard added, "It's perfect fuel for a fire. One spark coming over from that grass hits that fence, and we're toast."San Marcos Communications Manager Robin Rockey said the city was aware of the concerns."The City of San Marcos Fire Department spoke with residents at Lakeview Mobile Estates and is working to address their concerns and clear brush along Discovery Street," said Rockey. "The fire department is working on setting a time for the next clearing."Late Thursday, Rockey said the city would clear the brush by Wednesday of next week.The 214-acre San Marcos Creek Project will include two new bridges, a park, and will widen Discovery Road to four lanes. SANTA ANA (CNS) - Orange County health officials reported a record number of coronavirus cases for the second consecutive day Sunday, announcing 434 newly confirmed cases of COVID-19 and two additional deaths.The numbers bring the county's totals to 10,422 cases and 269 deaths, and follow Saturday's reporting of 413 newly confirmed cases and 10 deaths.The Orange County Health Care Agency said last week was the county's deadliest since the pandemic began, with 55 COVID-19 deaths reported between June 13-19.The number of people hospitalized with the coronavirus rose from 321 to 332, with the number of patients in intensive care dropping from 135 to 133.A total of 212,113 people have been tested for the virus, with 789 tests reported Sunday.There have been 4,953 documented recoveries, according to the OCHCA.The total number of Orange County cases break down to 50% men and 50% women, but men account for 57% of the deaths.Santa Ana leads all county cities with 2,189 cases, followed by Anaheim with 2,007. Their high numbers are attributed to large populations and the presence of multiple nursing homes in both cities. Santa Ana and Anaheim are Orange County's two largest cities in population.Dr. Clayton Chau, the Health Care Agency director and interim chief health officer, said the "hot spots" of Santa Ana and Anaheim "keep me up at night" with concern. (KGTV) - Customs and Border Protection officials tweeted thermal camera video Friday of men climbing the U.S.-Mexico border fence and damaging the concertina wire.The video was recorded by U.S. Border Patrol cameras placed near Border Field State Park in Imperial Beach, opposite from where migrants have been gathering as more members of the Central American caravan arrive in Tijuana.There was no word on whether the incident captured on video led to an arrest.The Department of Defense confirmed with 10News that military troops are at Ream Field in Imperial Beach to assist in Border enforcement. The Special Purpose Marine Air Ground Task Force members here, consist of 400 Marines out of Camp Pendelton, as well as an Army Military Police Battalion. The Marines will be unarmed, focusing primarily on logistical support. The Army Police will help with security.“All seeking to enter the U.S. are urged to do so at one of more than 320 official U.S. Ports of Entry,” Customs and Border Protection officials wrote in the tweet.  1069

(KGTV) -- Homeland Security Secretary Kirstjen Nielsen announced Thursday any caravan migrants who seek asylum in the United States must wait indefinitely in Mexico until their immigration proceedings at the U.S. Port of Entry are complete.In her speech, Nielsen announced the end of the American immigration policy nicknamed "Catch and Release." Catch is the migrants' initial meeting at the US Port of Entry. Release is the process in which asylum seekers are released into the U.S. with an ankle monitor until a later court hearing.The criticism has been that migrants ignore the court date and never finish their legal proceedings.Instead, in an emergency proclamation, Nielsen announced the start of what some are now calling the "Catch and Return" policy."Once implemented individuals arriving in or entering the United States from Mexico illegally or without proper documentation may be returned to Mexico for the duration of their immigration proceedings," Secretary Nielsen said. "They will not be able to disappear into the United States."While the Central American migrants wait indefinitely, Nielsen said that Mexico has agreed to provide humanitarian visas and work support.University of San Diego Immigration law professor Ev Meade said this new policy is not realistic. "Who's going to pay for the services that people need in Tijuana?" Meade said. "The US isn’t going to pay, Mexico just slashed its refugee budget for the upcoming year, and Tijuana really can’t afford to continue to pay for the services it's paying, and the state of Baja California is basically bankrupt." Meade said the Trump Administration's "out-of-sight, out-of-mind" mentality toward immigration, is irresponsible. "Just declaring as a blanket policy where Mexico is going to take responsibility for all of this, this seems like a colossal mistake," Meade said. He said many "Caravaners" do not want to stay in Tijuana, especially after a recent uptick in violence. Last weekend, two asylum-seeking Honduran teens were kidnapped, robbed and killed in Tijuana. Like many of the President’s other immigration policies, Meade believes this policy will most likely be shut down by a federal judge unless tweaks are made."If they make it more of a voluntary program where people can opt to do this, and it's incentivized and allows people to work in order to get themselves back together in Tijuana while they're waiting to get their case heard, and they've in fact decided to do that, then it could work for some members of the Caravan," Meade said. Homeland Security officials said this new policy excludes asylum seekers from Mexico. While the policy is effective immediately, the changes will be rolled out gradually across the border. 2753
