FORT PIERCE, Fla. — The female volunteer at the Humane Society of St. Lucie County, Florida, who was found dead inside a fenced play area next to the shelter Thursday died of severe blood loss due to dog bites, according to the St. Lucie County Medical Examiner's Office.It ruled the death accidental.The Human Society of St. Lucie County has identified the woman as Christine Liquori."The dogs here have lost a dear dear friend and we’ve lost a dear dear friend and wonderful volunteer. Whatever needs to be done for those dogs, Christine was there for it whether it was walking them, bathing them, playing with them, loving on them, taking their picture," Humane Society of St. Lucie County Executive Director David Robertson said Friday before the medical examiner revealed its results.He said a mixed-breed dog was with Liquori at the time and had no prior issues. The dog had been at the shelter for about 8 days prior to the incident. "The dogs and all of us here are really going to miss her and we want to extend our deepest and sincerest sympathies to all of her families," Robertson said.The dog was set to be euthanized Friday.Liquori was a member of Paws Fur Recovery, a non-profit organization made up of people in recovery that volunteer to find homes for dogs in shelters. You could say Liquori saved dogs every day because they saved her.“She’s just coming up on what would have been, coming up 6 years clean and sober on May 23rd,” said Lori Boettger, President of Paws Fur Recovery. Shortly after starting her journey to recovery from addiction, Liquori joined Paws Fur Recovery. “She loved loved loved what she did and she died doing what she loved,” said Boettger. Robertson said Liquori was in the fenced play area with a dog alone on Thursday. It’s not clear why there was no one else with her. He said she was found dead. Another volunteer for Paws Fur Recovery and close friend of Liquori’s said she started her journey to recovery from addiction with Liquori 6 years ago and got involved with Paws Fur Recovery because of Liquori. “I feel like this is an isolated issue. It’s not something we’ve encountered so you know it’s sad. I will continue to be going out to the shelter to help these dogs because I’ve had a second chance and they deserve one too,” said Sandy Robieous, Paws Fur Recovery volunteer. Federal officials are considering requiring that all travelers — including American citizens — be photographed as they enter or leave the country as part of an identification system using facial-recognition technology.The Department of Homeland Security says it expects to publish a proposed rule next July. Officials did not respond to requests for more details.Critics are already raising objections.Sen. Edward Markey, D-Mass., said Tuesday he will introduce legislation to block the plan and prohibit U.S. citizens from being forced to provide facial-recognition information. He said a recent data breach at Customs and Border Protection shows that Homeland Security can’t be trusted with the information.Facial recognition is being tested by several airlines at a number of U.S. airports. American citizens are allowed to opt out of being photographed, although a 2017 audit by a federal watchdog agency found that few U.S. travelers exercised that right — barely more than one per flight.Federal law requires Homeland Security to put into place a system to use biometrics to confirm the identity of international travelers. Government officials have made no secret of their desire to expand the use of biometrics, which they say could identify potential terrorists and prevent fraudulent use of travel documents.Homeland Security announced the possibility of expanding biometrics to U.S. citizens in a recent, brief filing. A spokesman for U.S. Customs and Border Protection, part of Homeland Security, said there would be a chance for the public to comment on any change in regulations.In a November 2018 report, Homeland Security said facial recognition is the best biometric approach at borders because it can be done quickly and “with a high degree of accuracy.” The agency said privacy risks “are mostly mitigated.” Photos used to match Americans to their identities are deleted within 12 hours, according to the report.Jay Stanley, a policy analyst for the American Civil Liberties Union, said the government has told the public and Congress repeatedly that American citizens would be exempt from mandatory biometric screening.“This new notice suggests that the government is reneging on what was already an insufficient promise,” Stanley said in a statement. “Travelers, including U.S. citizens, should not have to submit to invasive biometric scans simply as a condition of exercising their constitutional right to travel.” 2449

From San Fran to Cleveland, a California couple never dreamed their Labor Day Weekend visit back home would include actual labor.Alex and Christian Skoch grew up in Cleveland and now call the San Francisco Bay area home. They flew back for a family wedding and tacked on a baby shower as well to celebrate the upcoming birth of their first child. But the baby shower turned into a birthday celebration. Mariella was born 11 weeks early. At 29 weeks, she weighed barely three pounds. She needed help breathing for a bit, but grew stronger by the day, and was discharged after 47 days in the NICU at Cleveland Clinic's Fairview Hospital. “She’ll be three months next week,” said Christian Skoch.Mom and dad said baby girl is doing great.“She's perfectly healthy," Alex Skoch said.We decided it would be best for the baby if we talked with the Skoch family over Facetime since it's cold and flu season. Alex Skoch said she was perfectly healthy throughout her pregnancy; no red flags and she had no idea she was in labor. She said she woke up that morning with some spotting and light cramps. She called her doctor in California who told her it was probably nothing serious, but best to go get checked out."When I showed up at Fairview the laborists said that I was seven centimeters dilated," explained Alex Skoch.She had a cesarean two hours later.“We don't have a great understanding about why all babies are born prematurely,” said Dr. Allison Peluso, Mariella’s neonatologist at Cleveland Clinic.Doctor Peluso said there are known risk factors, but more research is needed. Last year, one in every 10 U.S. babies was born early. It is a troubling rate that's risen for the past four years. It is especially high among African American women; about 50% higher than the preterm birth rate among white women."If you think something feels wrong, or you need extra help, please call your provider," advised Dr. Peluso. Alex Skoch is grateful she did. From woodwork and sewing to basic assembly of kits, employees at the Mile High Workshop in Colorado are able to gain technical skills so they can transition into another job out in the community. The workshop serves as a stepping-stone for those facing barriers to work.“We do job training for folks who are coming out of prison, recovering from addiction, and rebuilding from homelessness,” Mile High Workshop Executive Director, Andy Magel, said. “And we do that by partnering with other businesses and doing contract work for them.”“In the last 5 years we’ve hired probably a few over 130 folks, and the vast majority of them have had experience with the criminal justice system,” Magel added.One of those is seamstress Antonette Smith."Something about this job makes you not even want to leave at the end of the day,” Smith said. Smith learned that even a misdemeanor conviction can alter someone's life.“Me and a family member got into a situation where the police were called. I was arrested and taken to the hospital. I woke up in the Denver city jail. I ended up pleading guilty to a misdemeanor II.”Smith says she only has a couple months left at the workshop and she’s nervous about what she’ll face when she applies for other jobs.“Where am I gonna be able to go and be accepted like here at Mile High. That’s one of my biggest fears,” Smith said.Attorney Jack Regenbogen with the Colorado Center on Law & Policy says one third of working-age adults have some sort of criminal history.That’s one reason why Ban the Box is gaining momentum across the country.“Ban the box is a national campaign to try to promote employment opportunities for people that have a criminal history,” Jack Regenbogen said.“Ban the Box” refers to the box commonly included on a job application that asks about somebody’s criminal history.“In many cases, this box is an automatic disqualifier. So many job applications are online today, and the second that somebody checks that box indicating a criminal history, it automatically ends their application. ‘Thank you for your time, you’re not qualified,'” Regenbogen said.Regenbogen says 35 states across the U.S. have enacted some sort of fair chance hiring policies. Most require public companies to take the box off the application, but some states have included private companies as well.“Each state that has passed ban the box has different nuances about who it applies to, and also, at what point in the hiring process a record can be considered,” Regenbogen said.Even though more states are taking initiative on Ban the Box, not every company agrees it’s a step forward. Professional Finance Company deals with debt collection. CEO Mike Shoop says the box is very necessary for his business. “It just helps us in our recruiting and hiring process to know upfront if somebody has committed a felony,” Shoop said.As of right now, Colorado state law requires that Professional Finance Company does not hire anyone who’s been convicted of a felony. That's because employees handle a lot of sensitive financial information.“We are a financial institution. We do handle financial transactions, and we do handle people’s personal identifiable information," Shoop said.If the box is taken away, Shoop says the company wouldn’t know somebody’s criminal history until the background check, which he claims would be a waste of time and resources for both parties, considering they wouldn’t legally be allowed to hire the person.Regenbogen says some states have considered that possibility and there are exceptions.“If the law says that they have to consider criminal history and cannot hire someone with a certain type of criminal history, then they can still ask on the application,” Regenbogen said.However, for a majority of businesses, that’s not the case. Regenbogen believes banning the box would improve society overall.“There are studies that show the number one predictor of whether someone is likely to reoffend and recommit a crime is whether they’re able to gain employment.”Those at Mile High Workshop certainly agree, which is why they’re trying to provide that second chance.“Nobody wants to be defined by the worst things they’ve done in their lives. We all have things we’re not proud of, and having the opportunity to grow from that and to learn and to prove that you are a capable person is a really powerful thing,” Magel said.“Everybody has a chance to change, and instead of you looking at my criminal background, get to know me. Get to see the kind of work I can provide.
