BEIJING, Sept. 29 (Xinhua) -- China and Cuba Wednesday held a banquet to celebrate the 50th anniversary of the establishment of diplomatic ties.Zhou Yongkang, a member of China's top leadership, and visiting Vice President of the Council of Ministers of Cuba Ricardo Cabrisas Ruiz addressed the banquet.Zhou, a Standing Committee member of the Political Bureau of the Communist Party of China (CPC) Central Committee, said China-Cuba relations have endured the changes of the international situation for 50 years.The two countries have also deepened exchange and cooperation in politics, economics and culture."We see from history that it is the common hope of both parties,countries and peoples to maintain a friendly relationship. It is also in the interests of both sides," Zhou said.He said China values its traditional friendship with Cuba.He also said China admires Cuba for its insistence on its sovereignty and its adherence to socialism."China will firmly support Cuba to find a way to development in accordance with its national situation. China will provide assistance to Cuba to help its social and economic development," Zhou said.The senior CPC official also thanked Cuba for its firm support on issues concerning China's sovereignty, security and dignity, saying the CPC, the Chinese government and the Chinese people will never forget Cuba's support."Facts prove that China and Cuba are good friends, comrades and brothers," Zhou said.He also urged more friendly exchange between the two countries to further enhance people-to-people exchange and promote the development of China-Cuba relations.Hailing the establishment of China-Cuba ties as the start of China's friendship with Latin American countries, Cabrisas said the China-Cuba relations will achieve further development with efforts from both sides.In 1960, Cuba was the first Latin American nation to forge diplomatic relations with China.

BEIJING, Oct. 20 (Xinhua) -- Chinese Premier Wen Jiabao Wednesday said the country's 12th five-year development plan, starting in 2011, should reflect the consensus of the entire society and motivate people from all walks of life.He also encouraged national political advisors to actively offer suggestions for the plan.Wen made the remarks in Beijing at a meeting of the Standing Committee of the 11th National Committee of the Chinese People's Political Consultative Conference (CPPCC), China's top advisory body.The national political advisors convened their meeting two days after the Communist Party of China (CPC) Central Committee ended a four-day plenary session that set the outline of the 12th five-year plan, with key objectives in economic restructuring and improving living standards nationwide among others.In Wednesday's meeting, Wen said the State Council, or the Cabinet, would draw up the plan as outlined by the CPC Central Committee.He also said the theme of the 12th five-year plan was "scientific development" and would require China to accelerate the transformation of its economic growth mode, which he called "a strategic task of great urgency."The meeting was presided over by Jia Qinglin, chairman of the CPPCC National Committee.

BEIJING, Oct. 20 (Xinhua) -- China's central bank Tuesday announced a rise of its benchmark one-year lending and deposit rate by 0.25 percentage points effective from Oct. 20, a move widely seen as the government's action against inflationary pressure.The People's Bank of China (PBOC) said in a statement on its website that the one-year deposit rate will rise from 2.25 percent to 2.50 percent, and the one-year lending rate will increase from 5.31 percent to 5.56 percent.The rise, the first over the past three years, had not been anticipated and could be related to the impending September statistics and the third quarter statistics, said Jiang Chao, an analyst with Guotai Junan Securities.The CPI (Consumer Price Index), a key gauge of inflation, may maintain its high level in September, Jiang said.The rate hikes are the first in three years. The central bank last hiked rates on Dec. 21, 2007.The benchmark interest rate has been cut four times since the global financial crisis.Li Daokui, a member of the PBOC's monetary policy committee, said statistics showed China's economy has been bottoming out from the accelerated slump at the beginning of this year, but prices of goods remain at a high level, attracting attention from policy makers.Further, policy makers have to seek a balance between economic growth, restructuring and stable prices, Li said."Judging from the move, worries about soaring prices overwhelmed jitters on economic growth, as is the main reason for the interests rate hike. Negative interests rate (higher CPI increases than deposit interests rate) is also another reason," Li said.Liu Yuhui, an expert with the Institute of Finance and Banking at the Chinese Academy of Social Sciences, said the interests rate hike this time is related to expectations of inflation as the negative interests rate has continued for seven months.China has been experiencing hikes in prices of agricultural products, urban services like home rents and catering, Liu said."We believed it was caused by soaring labor costs, also related to issue of currencies and soaring living costs in cities," Li said.Prices of garlic, ginger and sugar have jumped in China's market. Sugar prices in Shanghai stood at 6,000 yuan (900.90 U.S. dollars) per tonne, much higher than 2,700 yuan per tonne seen one year earlier.

  

WUHAN, Sept. 6 (Xinhua) -- Chinese Vice Premier Li Keqiang on Monday urged medical authorities to increase prevention and control measures against schistosomiasis, as lingering rainfall and massive floods in the country's south have increased outbreaks of the disease.Priority should be given to upgrading the capacity of grass-roots level medical institutions in disease prevention and control, he said, adding medical authorities should distribute free medicine to prevent contracting the disease as well as treating patients as early as possible.He further said medical costs should be reduced or exempted for the poor and efforts should be made to raise people's awareness in disease prevention and control.Schistosomiasis, a wasting disease that causes blood loss and tissue damage, afflicted many Chinese before the 1960s due to widespread below-standard waste treatment in rural latrines, fishing boats and water.People who work or play in areas where the water contains freshwater snails are especially prone to be affected by the water-borne parasitic worm disease, commonly known as snail fever.

  

BEIJING, Oct. 15 (Xinhua) -- Property prices in 70 major Chinese cities rose 9.1 percent year on year in September, the slowest growth rate this year, the National Bureau of Statistics (NBS) said Friday.The rate was down 0.2 percentage points from the 9.3-percent growth rate in August, a statement on the NBS website said.On a month-on-month basis, prices rose 0.5 percent in September.New home prices climbed 11.3 percent year on year in September, also up 0.5 percent from August.Prices for second-hand homes rose 6.2 percent from a year earlier and 0.5 percent on a month-on-month basis.Real estate investment continued to expand in the first three quarters, with the total standing at 3.4 trillion yuan (511.4 billion U.S. dollars), up 36.4 percent from the same period in 2009, the statement said.The property price growth rate peaked this year at 12.8 percent in April.To curb excessive rises in housing prices, the central government introduced a raft of policies in April, including higher down payments and an end to mortgage discounts.It also encouraged local governments to build more affordable housing to increase the supply of housing for low-income people.On Sept. 29, the government announced further measures to check the continuous rise in property prices, including by banning loans for third home purchases and instituting a 50 percent down payment requirement for second-home purchases and a 30 percent down payment for all first-home purchases.Xue Jianxiong, an analyst with the China Real Estate Information Corporation (CRIC), said the overheated property market will likely cool in the next few months.These government's moves will cause transaction volumes to tumble and ease price-increase expectations, Xue added.
