CHONGQING, July 19 (Xinhua) -- Rain-triggered landslides in southwest China Monday blocked a river, creating a barrier lake in Chongqing Municipality and forcing the evacuation of more than 12,000 people, flood control authorities said. The landslide blocked the Luojiang River in Chengkou County early Monday, creating a dam holding 15 to 20 million cubic meters of water, said Xing Hua, a Chengkou Water Resources Bureau spokesman. As of 5 a.m. Monday, the barrier lake was five-square-kilometers in area and 18-meters deep, said Xing.Photo taken on July 19, 2010 shows the Ciqikou Town surrounded by flood water of the Jialingjiang River, southwest China's Chongqing Municipality. The water level of Beibei section of Jianglingjiang River rose to 197.76 meters, 3.26 meters higher than the alarm line. All 12,000 residents - 7,000 from Chongqing and 5,000 from neighboring Sichuan Province - have been evacuated to higher ground, flood control authorities in the two regions said. The rising waters may flood the upper reaches of the river while any potential dam breach would bring fatal floods downstream.Continuous downpours and poor road conditions have hindered work teams and experts getting near the site, stymying efforts to deal with the barrier lake, said Chengkou County's flood control office.

MOSCOW, June 21 (Xinhua) -- China has played a role of great importance during the founding and development of G20, Russian presidential aide Arkady Dvorkovich said on Monday."Without China's participation, it would be much more difficult for the group to discuss or solve the developmental problems of world economy. Therefore, the participation of China, as well as some other emerging economies like Brazil and India, has become prominently significant," Dvorkovich commented after a news conference ahead of the upcoming G8 and G20 summit in Toronto, Canada. The presidential aide said the Chinese leaders' stance and viewpoints, proposed in the previous three G20 financial summit since November 2008, have helped stabilize the world economy as a whole.Dvorkovich noted that China's decision on further exchange rate reform was not outcome of external pressure. He said that any country, including Russia, China and the United States, could not allow their domestic policies to be ruled by external factors. The nations, however, should understand the common and mutual responsibilities in the global economic system. The delegates to the G20 summit will adjust their polices after consultations, but nobody will bend under pressure, he stressed.Dvorkovich said that several countries may voice concerns over China's exchange rate policies at the summits, but there will not be large-scale discussions over the Chinese currency. The People's Bank of China, China's central bank, announced on Saturday a decision to proceed further with the reform of the exchange rate regime to enhance the flexibility of the RMB's exchange rate.
XIAMEN, June 19 (Xinhua) -- Top Chinese political advisor Jia Qinglin called for increasing cooperation and exchanges between the Chinese mainland and Taiwan on Saturday as a means of advancing peaceful development of cross-Strait relations. In his meeting with Taiwanese guests who are in Xiamen to attend the second Straits Forum, Jia, chairman of the National Committee of the Chinese People's Political Consultative Conference, expressed his hope that the Chinese mainland and Taiwan could continue to host and perfect such grassroots-level forums in the future."(Organizers) should welcome more Taiwanese to participate in the forum, especially those who had never been to the Chinese mainland," Jia said." hspace="0" src="/d/file/p/2010/06/eeb7e8c2214d07bd4bf3647a3374dba4.jpg" border="0" />Jia Qinglin(C), member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), attends the opening ceremony of the second Strait Forum in Xiamen, southeast China's Fujian Province, on June 19, 2010"People of all parties and all circles, as long as they support cooperation and exchanges across the Taiwan Strait, are welcome to exchange their views at the forum on an equal basis," he said. The Straits Forum, now in its second year, is expected to attract more than 10,000 Taiwanese participants this year. Among them, about 80 percent were non-officials, and over 60 percent were from the central or southern part of the island.Hailing the Straits Forum as a pioneering innovation, Jia said he believed the forum would make greater contributions to grassroots-level exchanges between the Chinese mainland and Taiwan, and contribute to the peaceful development of cross-Strait ties.Huang Ming-hui, vice chairwoman of Taiwan's ruling Kuomintang party, also said enhanced exchanges between the two sides across the Taiwan Strait would help reduce misunderstandings and continuous communications help reach consensus.
