(KGTV) - The California Thoroughbred Racing Board postponed a vote on the use of riding crops at their meeting Thursday.The board was scheduled to vote on the issue but decided to move it to the December meeting.Two different versions of the regulation have been proposed.One would allow jockeys to hold a crop during race, but would disqualify the horse if the jockey used the crop to whip the horse during a race.The second version broadens the acceptable use of the crop to include “tapping of the neck” and for use in directing the horse without contact, but would still not permit a jockey to raise the crop to forcefully whip a horse.Del Mar Thoroughbred Club CEO, Joe Harper, said he supports the phaseout of whips.“I’m hopeful we can get to a point where the whip is not used at all,” said Harper. “It’s a horrible visual.” 855

DELAWARE COUNTY, Pa. — A mother was arrested in Ohio for allegedly creating child pornography of her own 3-year-old daughter, the Pennsylvania Attorney General's office announced on Tuesday.Kayla Parker, 26, of Dayton, Ohio, was charged with felonies including the sexual abuse and exploitation of children, endangering the welfare of a child and indecent assault.According to the office of Attorney General Josh Shapiro, Parker lived with her ex-boyfriend, David Carbonaro approximately four years ago. During that time, Parker committed inappropriate sexual acts with her daughter, the 3-year-old victim, including the creation of child pornography.“This is an egregious case – a mother who preyed upon and sexually abused her own three-year-old daughter,” Attorney General Josh Shapiro said.When investigators executed a search warrant at Carbonaro’s residence in July, they reportedly found hundreds of images and several video files of a 3-year-old girl in various stages of undress. At least one file depicted an adult female’s hand reaching inside the victim’s underwear.Carbonaro identified the victim and her mother to agents.According to a probable cause affidavit, Parker told investigators that, "Carbonaro would watch her abusing the victim and often masturbate during the act."During that same interview, Parker allegedly told investigators that, on numerous occasions during the time she lived with Carbonaro, she undressed and escorted her 3-year-old daughter to a bedroom, shut the door and left her alone with Carbonaro. Carbonaro was arrested in July, following the raid at his residence. He is currently awaiting trial in Delaware County for the possession, production and distribution of child pornography.Parker was recently arrested in Ohio and was extradited to Pennsylvania, where bail was set at million, pending a preliminary hearing on October 26. 1926
DEER SPRINGS (CNS) - A motorist died Saturday in a traffic accident near Old Highway 395 and Interstate 15 in the Deer Springs area, authorities said.The crash happened at 4:36 p.m. when a vehicle went over the side of the road at the Old Highway 395 off-ramp near the northbound 15, named the Avocado Highway along that stretch of roadway, according to Thomas Shoots of Cal Fire.The California Highway Patrol and North County Fire were called to the scene along with Cal Fire, Shoots said.The motorist was pronounced dead at the scene. (KGTV) - Holiday travelers hit a snag getting home from San Diego when all trains from Downtown to Oceanside were canceled Saturday while crews worked to reinforce a Del Mar cliff-side after it collapsed Friday.Sky10 flew over the affected area Friday, capturing a portion of cliff-side hollowed out feet away from train tracks near 13th Street.Amtrak posted a bus bridge was used from 6 a.m. Saturday to 4 a.m. Sunday due to "unscheduled track work."This left travelers stressed out and frustrated. 10News saw one woman crying in the Santa Fe Depot, concerned about getting home. Two men were so desperate Saturday afternoon they ordered a Lyft to get to Los Angeles.Crews put in metal plates and back-filled with a concrete slurry, reinforcing the cliff and tracks on top.
