WASHINGTON, April 22 (Xinhua) -- The U.S.-China Human Rights Dialogue will take place on May 13-14 in Washington, announced U.S. State Department on Thursday.The U.S. delegation will be led by Assistant Secretary for Democracy, Human Rights and Labor Michael Posner. It's a commitment that we understand be the bedrock of the foundation of the relationship between the two countries," he added.The deputy secretary appeared to be quite positive about U.S.- China relationship despite recent troubles between the two countries caused by the announcement of new U.S. arms sales to Taiwan in January and President Barack Obama's meeting with the ** Lama in February."I think it is fair to say for the first 15 months of the new administration here, U.S.-China relations have been extremely constructive," Steinberg said in his opening remarks at the briefing."I think we avoided the dangers of transition that often happen in our relations with China and were able to start a very stable and promising course on our relationships, beginning with a phone call between (Chinese) President Hu (Jintao) and President Obama in February of last year, their meeting in London at the G-20 in April and culminating in President Obama's visit to China last fall," he said.At the levels of the Cabinet, he said, the two sides have seen the deepening of bilateral ties through the creation of the Strategic and Economic Dialogue (S&ED), which really reflects both the breadth and the depth of U.S.-China relationship.Steinberg said he knew that in recent months there's been speculation about whether there's been a change in U.S.-China relationship because of differences between the two sides on issues related to Taiwan, Tibet, as well as economic and trade policy.He said his trip to China early this month, along with National Security Council Senior Director for Asian Affairs Jeffrey Bader, provided a chance for both sides to discuss how to build on strong bilateral dialogue to seize the opportunities in the relationship and the need for the two countries to work together, as well as to manage their differences.During the trip, Steinberg said, the U.S. side had made clear that it does not support "Taiwan independence," welcomes recent improvements in cross-strait relations and hopes that the improvements will continue and expand.He added that the U.S. side had also reaffirmed its position that it does consider Tibet to be a part of China and does not support "Tibet independence."Steinberg said the two sides also discussed issues in economics and trade as well as security issues, such as the nuclear issues of the Korean Peninsula and Iran.

MOSCOW, April 23 (Xinhua) -- Russia will give humanitarian aid to quake-stricken China, a source at the Emergency Situations Ministry told Russian media on Friday."Under the Russian president's order, the ministry will deliver tents, blankets, diesel generators and food to China, about 40 tons of cargo in total," the ministry said, quoted by the Itar- Tass news agency.The flight is scheduled for Saturday, the source said."An Ilyushin Il-76 cargo plane of the ministry will bring the aid to the Qinghai province, which sustained the heaviest damage in the recent quake," the ministry said.Another plane will bring more aid to China in the near future.Last Wednesday, a 7.1-magnitude earthquake rocked the Tibetan Autonomous Prefecture of Yushu, in Qinghai province, killing over 2,000 people and injuring 10,000 others.

BEIJING, April 5 (Xinhua) -- Chinese President Hu Jintao and Premier Wen Jiabao extended their regards to 115 miners late Monday who had been rescued alive after being trapped in a flooded coal mine for over a week.The two leaders also paid tributes to all the 3,000 rescuers who had been racing the clock to save the 153 trapped people since the flooding happened on March 28 in the Wangjialing Coal Mine in northern Shanxi Province.Hu and Wen ordered the rescue headquarters to step up efforts and go all out to save the other 38 trapped people.They also required local health authorities to give the most considerate treatment of the rescued miners.Altogether 261 miners were working underground when floodwater gushed into the pit of the mine, which was under construction, and 108 were lifted safely to the surface.

WASHINGTON, April 21 (Xinhua) -- Powered by strong domestic demand, China's economy is expected to grow by 10 percent in 2010, said the International Monetary Fund (IMF) on Wednesday."In China, GDP growth exceeded the government's 8 percent target in 2009 and is expected to be close to 10 percent in both 2010 and 2011. What has been so far mainly a publicly driven growth path, built on infrastructure investment, is expected to turn toward stronger private consumption and investment," said the IMF in its latest World Economic Outlook report."Boosting domestic consumption will be a priority in China, through improved access to finance for small enterprises and households and stronger corporate governance and social safety nets to reduce precautionary saving," said the IMF.According to the report, in which the IMF said Asia's GDP is projected to grow by 7 percent in both 2010 and 2011, the strength in final domestic demand in China is expected to have positive spillovers for other Asian economies, particularly exporters of commodities and capital goods.In the report, the IMF said "the global recovery has evolved better than expected, with activity recovering at varying speeds, tepidly in many advanced economies but solidly in most emerging and developing economies."The world economy, which declined by 0.6 percent in 2009, will recover gradually in 2010 and 2011, growing by 4.2 percent and 4.3 percent respectively, said the IMF.
