CHULA VISTA (KGTV) -- As businesses fight to survive during the most restrictive purple tier, one industry says they feel forgotten.“We don’t seem to be able to move forward,” said Alita Fernandez, marketing director for Play City in Eastlake.Play City is an indoor playground full of inflatable jumpers and bounce houses. It was used to being filled with kids and their families—now, it sits empty.Fernandez said they planned to reopen by January with increased safety and sanitation measures. However, with most of their employees temporarily laid off, the county in the purple tier, and the PPP loans gone, the future does not look good.Indoor playgrounds will not be able to reopen until the least restrictive yellow tier, per state guidelines. At that time, capacity can only be at 50 percent.“I don’t know if Play City will stand, if we will be able to keep our doors open or to open back,” Fernandez said, fighting tears. “We do not know.”She said in the meantime, the bills keep piling up.Fernandez is hopeful a vaccine can help turn things around. She urges government leaders to look at all industries as they struggle through this pandemic.“Maybe they already have all grown up children,” Fernandez said. “Maybe they can go ahead and turn around and look at us. CHULA VISTA, Calif. (KGTV) -- The city of Chula Vista is hoping "Granny Flats" will help ease the county's affordable housing crisis. Tuesday night, the city council unanimously voted to approve a series of changes designed to make it cheaper and easier to apply for a permit to build a granny flat or "accessory dwelling unit." The ordinance brings the city into state compliance. California lawmakers passed a measure last year loosening the regulation and reducing some fees associated with building. Chula Vista added a regulation aimed at preventing the units from becoming short-term vacation rentals. Under Chula Vista's ordinance, the homeowner must live on the property. Max Zaker owns a real estate company in Eastlake. He's also running for Chula Vista City Council. He said the city must find a way to keep up with its growth. "The average price for a two-bedroom condo is about ,700 to ,800 a month, so imagine a kid right out of college, they just got their first job. There's no way they're going to be able to afford it. So, if there was a granny flat they could stay at home," said Zaker. The new rules also eliminate parking requirements in some cases. If the property is located within half a mile from a public transit stop, the homeowner is no longer required to provide parking. "The whole idea is to make these affordable and less cumbersome and less excessive requirements," said Michael Walker, Chula Vista's senior planner. Walker estimates the reduction in fees could be a savings of roughly ,500. On average, the city only gets roughly 10 permit applications a month. City leaders hope that will change with the relaxed rules. "We are hoping this will encourage other types of residential development to happen in Chula  Vista so we can increase our housing stock because we have to," said Zaker. A second reading is required before the ordinance is officially passed. The new rules are expected to go into effect in May.  2109

CHULA VISTA (KGTV) -- The Chula Vista Police Department is working to determine what caused a suspect to die more than 12-hours after he was taken into custody following a violent confrontation with officers.Jason Allen Watts, 29, of Spring Valley, was taken into custody Friday just before midnight after two people inside the 7-11 store at 403 Third Avenue reported him to appear under the influence of a substance and was refusing to leave. CVPD Capt. Phil Collum said Watts also called police to report that unknown persons were outside the store and were threatening to shoot him.Arriving officers encountered Watts inside the store but he ran behind the clerk’s counter and failed to comply with officer’s repeated orders, according to Collum."Officers spent time talking to Watts, trying to deescalate the situation to calm him and gain his compliance," Collum said. "As officers were talking to Watts, he punched a cash register on the counter and lifted it as though preparing to throw it at the officers."Collum said officers tried to take Watts into custody using less-lethal tools, including taser and pepper spray.Watts was eventually arrested but paramedics where called to the scene to evaluate him after he "continued to violently resist the officers," Collum said.The suspected was transported by ambulance to Paradise Valley Hospital for treatment where he was deemed suitable for incarceration by medical staff."While being booked into the San Diego County Central Detention Facility, further evaluations indicated Watts may need additional medical treatment," Collum said.Watts was subsequently transported by ambulance to UCSD Medical Center. "Once at UCSD, Watts began suffering medical complications and underwent treatment by medical staff," Collum said.  Watts was pronounced dead at 12:21 p.m. Saturday afternoon.The Chula Vista Police Department’s Crimes of Violence unit is investigating.  The cause of the death is unknown at this time. 2093

Craft options cropping up in National City and Imperial Beach could signal success for Chula Vista's scene.
