BEIJING, May 14 (Xinhua) -- Chinese Vice Premier Hui Liangyu has urged reconstruction authorities to protect the fragile ecosystem and improve living conditions during their work in the quake-hit Yushu Tibetan Autonomous Prefecture.Hui was speaking at a meeting held by the State Council on Friday in Beijing to evaluate a report on the reconstruction's impact on resources and the environment.A 7.1-magnitude earthquake jolted Yushu in the Himalayan northwest Qinghai Province on April 14, leaving at least 2,200 deaths.The State Council, or Cabinet, approved the report at the meeting and Hui said reconstruction planners should consider the impact of their projects on the ecosystem.The epicenter of the devastating quake was at the headwaters of three major rivers -- the Yangtze, the Yellow and the Lancang rivers -- that run through China and neighboring countries.The clearing of debris, selection of sites for new towns and development of other industries in the quake area should all prioritize environmental protection, and natural forests as well as vegetative cover should be protected and restored, Hui said.The government has pledged to finish reconstruction work within three years.

BEIJING, June 6 (Xinhua) -- The Communist Party of China (CPC) Central Committee and the State Council, China's Cabinet, on Sunday jointly issued the country's Medium and Long-term Talent Development Plan (2010-2020), which sets a blueprint for creating a highly skilled national work force.The plan says as part of China's modernization process, people's education must be improved. China has to transform itself from being labor-rich to talent-intensive.The plan aims to increase the ratio of citizens with a higher education background in the work force from 9.2 percent in 2008 to 20 percent by 2020.The plan lists six major categories of "talent" that the government will help cultivate, ranging from political leaders, entrepreneurs to high-tech researchers and professional social workers.By 2020, more than 85 percent of government officials will have four years of college education, it says.The government will conduct large-scale training programs to encourage more college graduates to work in China's rural areas to help local farmers live a better life, the plan says.In terms of professional social workers, the plan says the government will put measures in place to train about 3 million social workers by 2020.

BEIJING, April 27 (Xinhua) -- China's Ministry of Commerce Tuesday made a cautious prediction for the outlook of the nation's foreign trade for the rest of the year amid the fragile global economic recovery.The rebound of China's overseas shipments in the first quarter can largely be attributed to the low comparison base of the same period last year, the commerce ministry report said.Moreover, uncertainty in the global market remains as high unemployment in European Union nations and low capacity-utilization in the United States may dampen consumption and investment, the report said.China is facing deteriorating trade conditions as trade protectionism is on the rise, the report added.China suffered 19 trade-remedy investigations in the first quarter, up 93.5 percent over the same time last year. YICHUAN, Henan, April 6 (Xinhua) -- The death toll after a central China mine blast last week has risen to 40，with 6 still missing, local authorities said on Tuesday.An official with the rescue headquarters confirmed Tuesday that 98 people were working underground in the Guomin coal mine in Yichuan county when the blast occurred at 7:20 p.m. on March 31. 57 were lifted to the ground unharmed, 35 were killed and six are still missing.The explosion also killed five and injured one on the ground, the official said.The illegal coal mine owned by village head Wang Guozheng was poorly managed and even does not have a payroll list. That's why the dead and missing could not be identified, the official said.Ten people allegedly accountable for the accident are under control by police, including mine owner Wang Guozheng, who was previously given a reprieved imprisonment sentence in 2009 for covering up a mine accident.Work safety authorities ordered the mine to suspend operations after a gas outburst on May 1, 2009. Production ever since has been illegal, said a statement from the Henan Provincial Administration of Work Safety.
