SAN DIEGO (KGTV) - The San Diego Fire Marshall explained to 10News in an exclusive interview Wednesday why dozens of residents in a Little Italy apartment complex were trapped when a vandal flooded their stairwell.February 25th, around midnight residents heard the alarm go off, their only route of escape was to head to the stairs, but once they reached the bottom, they realized there was too much water to get out. When they climbed back up the stairs, they realized, they were locked in."It felt like a waterfall coming down on you," Resident Ryan Lange said."It was a freak accident," Fire Marshall Chief Doug Perry said the issue is the doors were supposed to unlock whenever an emergency alarm goes off. "When you're in an interior stair it's supposed to be openable from the egress side and ingress side without any special knowledge," Chief Perry said.Normally the locked hallway doors act as a way to protect residents from intruders. Chief Perry said the building management is being notified of the problem and given three options to fix it.Those are:-Install hardware on the doors so they unlock automatically when an alarm is triggered.-Install a button in the lobby so firefighters may unlock the doors during an emergency.-Install a phone on the 5th floor so anyone in the hallway can call a 24/7 service to unlock the doors remotely during an emergency.Chief Perry said the issue would've become apparent during their annual inspection, "we were right about the time frame where in the next two or three months we would've been in that building, we walk the whole building, check all the life safety stuff."So how did this fall through the cracks in the first place? The building's approved plans on file show the fire code was missed in the developing stages. "The onus is truly on the architect, because the arcitect is the design professional who knows these codes inside and out," Chief Perry said human error is always a concern.Thanks to Chief Perry, a fix is on the way or 1810 State Street. "Channel 10 should take credit for it because of the phone call that you made to me and got me involved with it," he said.If the building was one story taller it would have fallen under more strict codes and this would not have happened. SAN DIEGO (KGTV) -- There are more concerns about vacation rentals in the Bankers Hill area, following action taken by the City Attorney’s office to shut down what they called a COVID party Airbnb on 2nd Avenue.The civil enforcement action cited concerns over gatherings during coronavirus-related restrictions and numerous other violations, from lack of permits to not obtaining proper tax licenses. According to the complaint the homeowner David Contreras Curiel, did not pay required taxes or fees to operate a vacation rental. It also alleges Curiel illegally made numerous renovations to the home.“From packing a party house during a pandemic to illegally renovating an entire property, the conduct of the defendants in this case is egregious and unacceptable,” City Attorney Mara Elliott said in a news release Friday.On Monday, ABC 10News spoke to a neighbor who lives next to another Airbnb rental on 3rd Avenue. Records show the rental is also owned by David Curiel. The home is listed as The Alfred Mansion on Airbnb’s website.“It’s disruptive every weekend,” one neighbor told ABC 10News. He did not want to be identified, but he said the parties picked up at The Alfred Mansion a few months ago.“Two weekends ago, there was a wedding there with at least 40 people. Nobody had a mask on,” the neighbor said. He added that he has made several complaints to police and the City of San Diego, but nothing had been done. He also had not heard anything from Airbnb regarding his concerns.Curiel did not return requests for comment. Early Monday afternoon, ABC 10News contacted Alex Mendez, the person who helps manage the property and deal with guests.On Monday evening, Mendez called the allegations against the Airbnb properties “unwarranted.”Regarding the city action taken against The Ashley, Mendez said that he and the owner were willing to work with the city. When he asked to reschedule a meeting with code enforcement a couple months ago due to Curiel’s travels, Mendez said the city was not willing to be flexible.Instead of a code enforcement officer calling him back, someone from the City Attorney’s office contacted him, Mendez said.He and Curiel were both caught off guard by the city’s allegations.“We, by no means, have a party house. The house rules are very strict,” Mendez said.Mendez said he has been willing to work with any neighbors who have had issues with the Airbnb properties. “We’re very responsible,” he said, adding that it is also not fair for “neighbors to complain any time there’s any little noise and mischaracterize it.”A spokesperson for the City Attorney’s office could not say whether or not the property on 3rd Avenue was being investigated, but told ABC 10News that the case against The Ashley could affect the other rentals owned by Curiel.“If granted, our injunctive relief would apply to any properties within the county owned by Mr. Curiel that have one or more of the same-type violations that are listed in our complaint,” a spokesperson said.Airbnb has not responded to this latest allegation, but previously told ABC 10News that hosts are not allowed to authorize parties where current public health orders prohibit gatherings, like in San Diego County. 3217
SAN DIEGO (KGTV) -- The public’s help is being sought in finding the driver in an Ocean Beach hit-and-run crash that killed a skateboarder.On June 4, at around 10:30 p.m., Cameron Loren was riding his skateboard westbound in the 4500 block of Voltaire Street, in the middle of the road, when he was struck by a westbound vehicle from behind.San Diego police said the driver fled the scene, leaving the 25-year-old Loren on the street with injuries.Emergency crews responded to the incident, but Loren was declared dead at the scene, according to police.A description of the driver was not available, and investigators believe the vehicle that struck Loren was a light-colored sedan that may have a damaged windshield and roofline.Anyone with information on this case, including the location of the driver or the vehicle involved, is urged to contact the SDPD Traffic Division at 858-495-7807 or Crime Stoppers at 888-580-8477.Crime Stoppers is offering a reward of up to ,000 for information that leads to an arrest. 1026
SAN DIEGO (KGTV) — The trolley's Mission Valley stadium site will be closed for two years due to construction on Aztec Stadium.MTS' stadium station will begin the two-year closure on Sunday, Nov. 1, as crews continue to transform the stadium land into a stadium for San Diego State University. The closure will impact the Sycuan Green Line.The station plans to reopen in 2022.The station is a vital connection between SDSU's main campus and the stadium. Once construction is completed, the stop will continue to serve SDSU students, faculty, and staff traveling between the school's main campus and the new SDSU West site.The station has operated adjacent to the stadium since 1997, greeting visitors for Super Bowl XXXII, the World Series, numerous sporting events for the Aztecs, Padres, and Chargers, and concerts for bands like The Rolling Stones, Metallica, Elton John, Beyonce, and more. 901
SAN DIEGO (KGTV) — The White House announced Tuesday that it would start cracking down on what the President calls the "California Homeless Takeover." The administration's plans include destroying tents on the street and relocating the homeless population to government facilities. Some local homeless advocates said the plan lacks details and direction. Underneath arguably some of the most expensive condos in San Diego is a place people go to live, rent-free."I think it gives people the opportunity to stabilize and get ready for the next step in their life," Alpha Project Chief Operating Officer Amy Gonyeau said. "Address the issues that are causing them to become homeless."The Alpha Project's Bridge Shelter helps keep 325 people from sleeping on the streets every night. Still, there are nearly 8,000 others in San Diego County without a home. In Los Angeles County, there are 50,000 homeless. The numbers were so astounding, President Trump vowed to intercede. He plans to take down tents on the streets and place the homeless into government-backed facilities."We just can't play Whack-A-Mole and move people from the sidewalk to jail, to tents, to a government facility," independent homeless advocate Michael McConnell said. McConnell said he believes the President's plan is far too vague. "Whether it's a shared housing model, whether short-term or long-term rental assistance, whether it is actually building a brick and mortar supportive housing for some folks, it takes all of these interventions," McConnell said. Gonyeau says representatives from Los Angeles have visited more than a dozen times to study their Bridge Shelter and their seventeen wrap-around services."They want to replicate this model," Gonyeau said. "I know they are going to do that in LA, and some other cities as well."It has become a temporary relief that has helped hundreds of people cycle out of homelessness. But McConnell says this is not enough."I would redirect a lot of the money that we are currently spending on Band-Aids," McConnell said. "I would redirect that into rental assistance in housing dollars so that we can start nibbling away at this deficit."At the end of the day, both McConnell and Gonyeau say California needs more housing, not just affordable housing, but low-income housing. If the President's plan has that as an end goal, both say they are on board."We have a very large unsheltered homeless population in California, and we have an incredible affordable housing crisis here.
