The death of a 22-year-old African-American man shortly after a struggle with police last week has been ruled a homicide, authorities in Jefferson Parish, Louisiana said Monday.Keeven Robinson, of Metairie, died last Thursday, following a police chase and an altercation with narcotics detectives from the Jefferson Parish Sheriff's Office, located outside of New Orleans, according to authorities.An initial autopsy found significant traumatic injuries to the soft tissue of Robinson's neck, said Jefferson Parish Coroner Dr. Gerry Cvitanovich, who cautioned that the results from the autopsy, which was conducted Saturday, are preliminary and more tests need to be conducted.Cvitanovich said the findings are consistent with compressional asphyxia, which will likely be cause of death at the end of the process.The four detectives involved in the incident are white, said Sheriff Joseph P. Lopinto, who declined to release their names at this point."I understand ... this investigation will be under a microscope, understand it fully," Lopinto told reporters.Gaylor Spiller, president of the West Jefferson Parish NAACP branch, said Robinson's family is also seeking a second independent autopsy."I like the fact that Sheriff Lopinto stepped up to plate, and he's doing his part," Spiller said, according CNN affiliate WDSU. "He knows that the NAACP will be on his trail."Robinson was being investigated by narcotics detectives early Thursday, Lt. Jason Rivarde, spokesman for Jefferson Parish Sheriff's Office, told CNN.Undercover detectives assigned to the case tracked Robinson down at a local gas station and tried to arrest him, according to Rivarde. But Robinson jumped back in his vehicle and led police on a chase after spotting them, Rivarde said.The suspect rammed several police cars before crashing his vehicle, according to Rivarde.Robinson took off on foot, jumping several fences before deputies caught him in a backyard of a nearby residential neighborhood, Rivarde said.Rivarde says a struggle ensued with deputies who eventually handcuffed Robinson. "They used force." The fatal New York City helicopter crash that killed everyone on board except the pilot may have been caused by a passenger's piece of luggage, the pilot told investigators.The pilot said one of the passenger's bags may have inadvertently hit the emergency fuel shutoff button, leading to the crash that killed five passengers, a senior law enforcement official said.The National Transportation Safety Board will try to determine the cause of the Sunday evening crash, the Federal Aviation Administration said. The Environmental Protection Agency has handed documents to Congress that show new travel expenses from agency administrator Scott Pruitt, totaling some ,000 in hotel stays and air travel, The Washington Post reported Tuesday.The documents, which were requested by House Oversight Committee Chairman Trey Gowdy and obtained by the Post, reportedly show that Pruitt traveled on government business dozens of time on first-class and domestic flights from August 2017 through February 2018.The reported expenses include a four-day, ,631 trip to Morocco in December, a series of first-class flights following Hurriciane Harvey totaling ,330, and a two-day domestic trip for media interviews and a visit to Florida that amounted to ,767. Pruitt's travel expenses listed in the records reportedly do not include the costs of his security team or aides who travel with him.The EPA justified the travel spending as necessary to ensure Pruitt's security."EPA's Protective Service Detail identified specific ongoing threats associated with Administrator Pruitt's travel and shifted his class based on certain security protocols that require him to be near the front of the plane," said Jahan Wilcox, a spokesperson for the agency.Previously, CNN reported that from June through August 2017, the EPA justified several expensive charter flights for Pruitt -- including a ,000 bill for a business trip around his home state.In late August, the EPA inspector general announced it would investigate Pruitt's travel practices. The family of Jacob Blake is hosting a gathering in Kenosha, Wisconsin on Tuesday ahead of President Donald Trump's visit to the city.The event, which will be held near the site where Blake was shot seven times in the back by a Kenosha police officer, will include a press conference with local officials and family representatives. The event will also include a community clean-up, a food drive, a healing circle, and a voter registration booth.Several days after police officers shot Blake during an Aug. 23 altercation, protests in Kenosha grew violent. The city estimates that million in property damages have been caused by looting and burning amid the unrest.Last Tuesday, 17-year-old Kyle Rittenhouse shot three protesters, two of them fatally, after he drove 20 miles to protect local businesses. Rittenhouse has been arrested in connection with the homicides; his lawyer says that Rittenhouse was shooting in self-defense.In recent days, protests in Kenosha have been peaceful and without incident.The event held by Blake's family comes hours before a visit to the city by President Donald Trump. Several Democratic politicians, including Kenosha's mayor and Wisconsin's governor, have asked Trump to reconsider, saying his presence could stoke more violence in the city.Blake was shot during an altercation with police on Aug. 23. Police say they were responding to a call about a man at a party who "shouldn't have been there."Police attempted to take Blake into custody but say he was non-compliant. At one point during the altercation, as Blake approached his car, Officer Rusten Sheskey shot Blake in the back at least seven times.
