APATUL VALLEY (CNS) - Firefighters battling the Valley Fire in rural eastern San Diego County worked to take advantage of lighter winds and higher humidity this morning in an attempt to increase containment of the blaze.The fire, southeast of Alpine, has burned 17,665 acres, destroyed 30 residences and 31 outbuildings, damaged 11 other structures, injured three firefighters and was 79% contained.At noon Friday, Cal Fire announced that all evacuations and road closures necessitated by the conflagration, dubbed the Valley Fire, had been lifted.However, Cleveland National Forest remained closed to the public until further notice ``to protect natural resources and provide for the safety of the public and firefighters,'' Cal Fire advised.``This closure will stay in place until conditions improve and we are confident that national forest visitors can recreate safely,'' according to the state agency.The blaze erupted for unknown reasons early Sept. 5 off Spirit Trail and Carveacre Road and spread rapidly through tinder-dry vegetation amid sweltering heat and high winds, Cal Fire officials said.Cal Fire cautioned those returning to the fire-ravaged area Friday to ``use extreme caution around trees, power poles and other tall objects or structures that may have been weakened'' by the blaze.The San Diego County Sheriff's Department will increased its patrols in the area to ensure public safety and prevent looting, according to Cal Fire.Officials advised that motorists in the area may face traffic disruptions due to the continued presence of firefighters, law enforcement personnel and utility workers still working there.Non-residents were asked to avoid locales in and around the burn zone if possible.About 140 San Diego Gas & Electric customers in Alpine, Barrett Lake, Dehesa, Lyons Valley and Rancho Palo Verde were without power. Electricity was restore to many customers on Friday and the rest were expected to be back online by Tuesday afternoon, the utility said.Due to smoke drifting over much of the San Diego region, the county Pollution Control District advised that the air quality may be unhealthy in some local communities and advised people to limit outdoor activities until conditions improve.Gov. Gavin Newsom declared a state of emergency for San Diego County Sunday due to the Valley Fire, a move intended to free up federal relief funds.County officials encouraged people who have lost their homes or other property to the wildfire to call for assistance at 858-715-2200 or email valleyfirerecovery.@sdcounty@ca.gov.Additionally, a county assistance center for victims of the blaze will be in operation at Rancho San Diego Library, 11555 Via Rancho San Diego, on Saturdays and Sundays from 10 a.m. to 6 p.m. and Mondays from 11 a.m. to 7 p.m. until further notice.Those who would like to help victims of the fire can make donations to a disaster-relief fund implemented by the San Diego Foundation, which can be accessed online at sdcountyrecovery.com. 3002

An autopsy has confirmed a man who died after a medical emergency mid-flight last week had COVID-19 and it likely caused his death.The 69-year-old man, identified by the coroner as Isais Hernandez, and his wife were on a United Airlines flight from Orlando to Los Angeles on December 14 when he had a medical emergency. The plane made an emergency landing in New Orleans, and Hernandez later died.The coroner for Jefferson Parish, Louisiana, says Hernandez’s cause of death was “acute respiratory failure, COVID-19,” according to the New York Times.A man trained as an EMT was onboard and began CPR and life-saving measures along with other passengers and flight attendants when Hernandez fell ill.Tony Adalpa tweeted later that he had COVID-19 symptoms after helping Hernandez, and overheard his wife tell paramedics Hernandez had COVID-19 symptoms, including the loss of taste and smell.Adalpa had originally planned on getting the COVID-19 vaccine this week. Instead, he’s waiting for a second coronavirus test result.When the plane landed, United believed the man’s emergency was cardiac arrest, and they allowed passengers to “take a later flight or continue on with their travel plans,” the airline told NBC News.The airline says they were later contacted by the CDC and “are sharing requested information with the agency so they can work with local health officials to conduct outreach to any customer the CDC believes may be at risk for possible exposure or infection," a representative for the airline told CBS LA.United says Hernandez had filled out a questionnaire before boarding the flight, which asked about testing positive for COVID-19 and having symptoms. It is now apparent the man "wrongly acknowledged this requirement,” the airline said.A United spokesperson told the New York Times that as of Tuesday, no other passengers or crew members have tested positive for COVID-19 since the December 14 flight. 1931

  

As COVID-19 cases continue to climb across Arizona, so too are the number of people lost to the novel coronavirus. Many Arizonans wonder if the state reopened too soon.From the moment casinos across the state opened their doors, thousands lined up to get through them. Now, the family of an employee at The Lone Butte Gila River Casino says reopening cost their father his life."It feels like a bad dream that I want to wake up from, but I can't," said Shawne Jackson, fighting through tears.Jackson is mourning the loss of her father, Robert Washington Jr. The patriarch of their family and her hero. The pain they feel now has influenced them to take a stand."I don't believe he was comfortable returning to work. He was very concerned," said Jackson.Washington was 68, a diabetic and had just recently beat prostate cancer.In May, when casinos were given the green light to open by Arizona Gov. Doug Ducey, Washington, a security guard for Gila River Casino Lone Butte in Chandler, was called back to work."He was tested prior to going back, and from what I understand, he tested negative," said Jackson.She says her father had a strong work ethic and financially needed to return to work. As someone with preexisting conditions, his family says he was told he could drive a golf cart around the perimeter of the casino and have limited interaction with customers. Still, they say he was posted at the door instead. He was diagnosed with COVID-19 five days later. Symptoms began appearing shortly after. He was hospitalized and later died on June 11.His relatives aren't the only ones to come forward regarding the safety inside Gila River casinos.KNXV has received multiple emails from other employees saying people continue to get sick and managers are keeping others in the dark regarding positive tests.Pointing out a cavalier attitude towards masks by customers, Jackson believes that starts at the top with the governor."They're looking to you to lead by example, and when you tell them that it's okay to not mask up, that's sad, that's a tragedy because you're putting innocent people in harm's way," said Jackson.However, just last Thursday, Gov. Ducey publicly said masks should be worn if social distancing is a problem, but did not mandate the use of them.Gila River instituted several precautions before opening, saying they would only operate at 50% capacity, provide masks and install Plexiglas barriers near slot machines. Jackson says she doesn't believe it's been strenuously enforced.
