CANBERRA, May 27 (Xinhua) -- An Australian student has discovered a part of the universe that astrophysicists have spent decades trying to find, Australia's Monash University on Friday confirmed in a statement.Astrophysicists have long thought the universe has a greater mass than is visible in the planets, but they had no way of proving it is there.Undergraduate student Amelia Fraser-McKelvie, 22, was on a summer internship at Monash University to learn more about astrophysics, when she managed to solve one of the big mysteries of science.Fraser-McKelvie, an aerospace engineering student, conducted a targeted X-ray search for the matter and found evidence of it within three months. Her tutor, Kevin Pimbblet, said the discovery is significant."We've been looking for this ordinary matter for a couple of decades," he said in a statement on Friday."It's been published in one of the most prestigious journals in the world, so astronomers all over the world will be able to read this article."Scientists had thought the matter would have a temperature of about 1 million degrees Celsius, 1.8 million degrees Fahrenheit, and should therefore be observable at X-ray wavelengths.Amelia Fraser-McKelvie's discovery has proved that prediction is correct, Pimbblet said. The trio published a research paper on the missing mass in one of the world's oldest and most prestigious scientific journals, Monthly Notices of the Royal Astronomical Society. He said the discovery could change the way telescopes are built.

BEIJING, Feb. 25 (Xinhua) -- Chinese Vice Premier Li Keqiang on Thursday ordered local governments to increase funding for affordable housing projects, stressing that the construction of 10 million units was a mandatory task that must be fulfilled this year.Speaking at a national conference on affordable housing for low and middle income groups, Li said that the construction of 10 million affordable housing units this year is of great significance for the government to stabilize public expectations, control housing prices, improve people's lives and boost domestic consumption."Housing is imperative for people's lives and local governments must waste no time in beginning the construction of 10 million affordable housing units this year and putting them into service as early as possible," Li said.To facilitate the government's subsidized affordable housing projects, Li said that local governments should ensure basic market supply with small units and guide the public to "reasonable consumption."More efforts are also needed to develop low-rent public housing and satisfy the demands of residents for affordable public housing, Li said. To support the construction of affordable housing, local governments can use tax breaks, determine the rent for public housing reasonably and finance construction projects in different ways, such as bank loans and social investment, he added.Li also called on local governments to increase land supplies for common commercial housing construction. The vice premier called on authorities to ensure transparency and fairness in the distribution of affordable housing units to benefit low-income groups who are in need.He stressed the need to discourage house purchases for the purposes of investment and speculation and to increase the supply of common commercial apartments and strictly implement the central government's macro control policies for the real estate market. The Chinese central government signed strict agreements with provincial governments to guarantee the construction of 10 million government-subsidized apartments this year. The target of building 10 million government-subsidized apartments is 72.4 percent more than last year, according to official figures.China's affordable housing provisions are divided into different categories, including "economic housing" that are sold below market prices, "price-capped housing," government-owned "low-rent housing" for extremely poor residents and "public-rent housing" for a wider range of people.

NAIROBI, Jan. 28 (Xinhua) -- Although exact details surrounding the situation are not known at this time, there are indications that the fishing vessel TAI JUAN 227 from China's Taiwan has been released from pirate control, the EU anti piracy mission said on Friday. The vessel, which had a crew of 28 at the time of the attack, was pirated on May 6, 2010 while operating 700 Nm North East of Seychelles.EU Naval Force spokesman Paddy O'Kennedy said in a statement that although direct contact with the crew has not been possible, the vessel's owners apparently received a call from the master stating that they had been released but that they did not know why.According to the EU naval force, the crew were provided with fresh food and water by a U.S. warship after the release. The vessel is currently heading away from Somalia. The naval spokesman also said that there is confusion surrounding the details of the release as, until three days ago, the FV TAI YUAN 227 was suspected as being used as a pirate mothership. The Gulf of Aden, a body of water between Somalia and Yemen, is the main sea route between Europe and Asia.Tankers carrying Middle East oil through the Suez Canal must pass first through the Gulf of Aden. Pirate gangs operating along Somalia's coastline have become increasingly audacious over the past two years, hijacking dozens of merchant ships and their crews to earn ransoms that can top 1 million U.S. dollars per ship.So far the fledgling Somali government has not dared go after the pirate strongholds, since pirate leaders have more power than the beleaguered government.

MOSCOW, May 24 (Xinhua) -- Russia's Soyuz TMA-20 spacecraft with three crew members onboard has landed in Kazakhstan on Tuesday, said the Mission Control Center (MCC) outside Moscow. The spacecraft undocked from the International Space Station early Tuesday, carrying Russian cosmonaut Dmitry Kondratyev, European Space Agency (ESA) astronaut Paolo Nespoli and NASA astronaut Catherine Coleman back to Earth.According to the center, the Soyuz TMA-20 landed in the Kazakh steppe at 6:27 Moscow time (0227 GMT). Some 17 planes and helicopters and several rescue vehicles had conducted search works.Flight engineers Catherine "Cady" Coleman of the U.S. (L) and Italian Paolo Nespoli (R), and Russian cosmonaut and station commander Dmitry Kondratyev are seen after the Soyuz capsule landed, about 150 km (93 miles) southeast of the Kazakh town of Zhezkazgan May 24, 2011. A Russian Soyuz capsule delivered an international trio of astronauts back to Earth on Tuesday after six months on the International Space Station, parachuting through clear skies toward a safe landing on the Kazakh steppe.Deputy head of Federal Medical and Biological Agency Vyacheslav Rogozhkin said Italian astronaut Naspoli had some health problem after landing."Two crew members are fine, the third one has some problems with his vestibular system," Rogozhkin told a press conference after the landing. In December, the Soyuz TMA-20 was launched from the Kazakh Baikonur space center with three crew members. The next launch of manned spacecraft to the ISS was scheduled in early June.

SINGAPORE, April 21 (Xinhua) -- Singapore's first locally-built satellite has been officially launched from a space center in India after a four-year delay, Singapore media reported on Thursday. The 105 kg fridge-size X-Sat was one of three riding on Isro's Polar Satellite Launch Vehicle (PSLV-C16) from the Satish Dhawan Space Center in India on Wednesday. It will be used to take photographs to measure soil erosion and environmental changes on earth, local daily Straits Times said. The launch at 12:42 p.m. on Wednesday was the 18th successful lift-off since the maiden flight of PSLV in 1994.The satellite was designed and built by Singapore's Nanyang Technological University and Singapore's defense research body DSO National Laboratories. Now in orbit, the satellite is establishing communication contact with the ground control in Nanyang Technological University, a process that is likely to take up to a week. The launch capped more than nine years of hard work by scientists and engineers. It also makes Singapore one of the first countries in Southeast Asia to have its own satellite in space. Previous satellite launched by Singapore involved construction efforts by foreign companies.
