EL CAJON (CNS and KGTV) - An East County man who admitted molesting an underage girl faces up to 10 years in state prison when he's sentenced March 27, prosecutors said.Shaun Crocker, 34, pleaded guilty Thursday at the El Cajon courthouse to two felony counts of committing a lewd act on a child for touching the unidentified victim, who was under the age of 14, inappropriately between September and November 2018.Prosecutors did not disclose the girl's exact age, nor would they confirm whether the defendant was related to sex offender Matthew Hedge, whose case drew headlines years after his conviction due to a judge's controversial decision to lift Hedge's sexually violent predator status and release him from custody without supervision.RELATED: Son of sex offender suspected of child molestation in San Diego CountyFollowing Crocker's arrest last year, a source told 10News that Crocker is Hedge's son.Hedge pleaded guilty in 1989 to molesting four children in the San Diego area and served 12 years in prison. He was committed to the sexually violent predator treatment program in 1997, but was released into outpatient treatment in 2005 in a trailer outside Donovan State Prison in Otay Mesa. His outpatient status was revoked within six weeks for violating terms of his release. After more than two years of in-patient hospital treatment, the court in October 2008 again granted Hedge's petition to be placed in outpatient treatment. In 2012, he was released without supervision after San Diego Superior Court Judge David Gill determined he no longer posed a danger to others and was unlikely to re-offend. 1624

EL CAJON, Calif. (KGTV) -- An El Cajon police officer responding to a traffic-related call was hospitalized Monday morning after being dragged by an SUV and then struck by another vehicle. Police have identified the suspect as 41-year-old David Francis Cepeda Pangilinan. He is a 5'6" Guamanian male with short brown hair and brown eyes. El Cajon police said officers were called to the 100 block of Washington Avenue at around 8:30 a.m. in response to a vehicle blocking the street with the driver “asleep or unresponsive behind the wheel.”Officers arrived to find the driver and a female passenger asleep inside a black 2019 Volkswagen SUV with California license plate 8LCE117.According to El Cajon police: “When officers woke the occupants, the driver provided identification for someone other than himself and officers began to investigate.During this contact, the driver suddenly started the vehicle and began to put it into gear. One of the officers attempted to detain the driver and keep him from fleeing the scene. In doing so, the officer was trapped in the vehicle and dragged for a distance as the driver fled.As the driver fled with the officer still partially inside the vehicle, the officer was struck by another vehicle that was traveling in the roadway. The officer was ejected from the vehicle and sustained significant injuries.”According to police, the injured officer was taken to the hospital and is in critical but stable condition. No other injuries were reported.A neighbor was doing yard work when the incident happened and watched it unfold."I heard my son scream and crying so I turn around and I see officer down. I run to the officer but the other police man came. The guy was out, completely out. Blood was coming out of his nose, his mouth and his head. And his eyes were rolled in the back of his head. The other officer came and put his hand on his head. I start praying for the guy, the next thing we know we see him move. We thought he was dead."Police said the SUV, which was rented out of San Diego, was found abandoned a short distance away.Anyone with information on this incident or the driver and/or passenger is urged to call El Cajon police at 619-579-3311 or San Diego Crime Stoppers at 888-580-8477. 2252

EL CAJON, Calif. (KGTV) — El Cajon City Council voted Friday not to make any changes in how the city enforces the county's coronavirus public health orders.Thursday, Mayor Bill Wells called for the special meeting to discuss stopping El Cajon Police from enforcing public health measures around facial coverings and distancing.City Council leaders said the city would continue enforcing the rules as they have on a case-by-case basis, according to the mayor. So while police won't respond to complaints like who is or is not wearing a mask or whether a restaurant has too many people inside, they will focus on more egregious violations, like large parties or businesses being fully opened.RELATED: El Cajon Mayor calls for police to stop enforcing county COVID-19 measuresHowever, after California implemented new guidance on Friday that allows San Diego County to reopen several businesses indoors with modifications starting Monday, Wells said no major action by the city was needed.Thursday, Wells told ABC 10News that he understands that the county and state may continue to hand out fines or criminal charges on businesses despite the stance, but the mental health issues surrounding restrictions are too much."I don't enjoy taking a stand like this, this isn't going to be any fun. But I think my responsibility to the people are more important than my comfort," Wells, a mental health professional, said Thursday. "I want to emphasize I'm not telling people not to wear masks. I'm not telling people not to social distance. And I think people who are elderly with co-morbidities should stay in their homes and not socialize with people."According to data from the county on Friday, El Cajon has reported 1,828 coronavirus cases, or 4.9% of the county's total cases. 1781

Drug kingpin Joaquin "El Chapo" Guzman will be examined by a psychologist next week after his lawyer argued the conditions of his confinement in New York have taken a toll on his memory and mental state.US District Judge Brian Cogan in Brooklyn granted permission Wednesday for Guzman to be evaluated following a defense motion alleging that solitary confinement in a cold, small cell at a federal lockup in Manhattan had the drug lord forgetting names and places and suffering from hallucinations, paranoia and depression."I'm not alleging that he's not competent" to stand trial, Guzman's new attorney, Eduardo Balarezo, told reporters after a pretrial hearing."I'm alleging that the conditions that he's been under for the last nine months or so are affecting his memory, affecting his ability to relay information that I need as his lawyer to defend him."Guzman, who is commonly known by his nickname "El Chapo," which loosely translates as "shorty," was extradited to the United States from Mexico in January and immediately brought to the federal courthouse in Brooklyn for his arraignment on a 17-count indictment. His trial in Brooklyn is set to begin in April 2018.Wednesday's hearingThe 60-year-old defendant, dressed in a dark blue prison uniform, entered the courtroom for Wednesday's brief hearing smiling and waving at his former beauty queen wife, Emma Coronel, and their six-year-old twin daughters. He followed the proceedings through an interpreter.Federal prosecutors have turned over 90,000 pages of discovery -- most detailing drug shipments and seizures -- but Balarezo said he took issue with government plans to wait until two weeks before trial to share the testimony of alleged collaborators."Every one of them is going to be here trying to reduce their sentence," the attorney said outside court. The head of the Sinaloa Cartel, Guzman is named in a sweeping 17-count indictment alleging that from 1989 to 2014 he led a continuing criminal enterprise responsible for importing and distributing massive amounts of narcotics and conspiring to murder rivals who posed a threat, according to federal prosecutors.Guzman is also charged with firearm violations related to drug trafficking and money laundering connected to the smuggling from the United States to Mexico of more than billion in cash from narcotics sales.Guzman has pleaded not guilty to the charges, which carry a minimum sentence of life in prison. Federal prosecutors also intend to seek a billion criminal forfeiture order against him.Years as a fugitiveGuzman has been confined to a solitary windowless cell, removed from the general population in a facility that is part of the federal Bureau of Prisons.Chasing 'El Chapo': Prison breaks, hideaways and life on the lamBefore hiring Balarezo, Guzman last summer retained attorney Jeffrey Lichtman, who represented John Gotti Jr. in a 2005 federal trial which ended with the dismissal of murder conspiracy charges.Prior to Lichtman, the man accused of running one of the world's largest drug trafficking organizations was represented by court-appointed public defenders. After more than a dozen years on the run after escaping from prison in 2001 -- allegedly by hiding in a laundry cart -- Guzman was again arrested in 2014.However, a year later he escaped through a hole in his cell block that led to a tunnel nearly a mile long. In 2016 Mexican security forces rearrested Guzman in Sinaloa.Mexican drug cartels take in between and billion annually from US drug sales, and a 2015 Congressional Research Service report estimates at least 80,000 people have been killed due to organized-crime-related incidents since 2006.RELATED: Mexico arrests top Sinaloa cartel heroin trafficker 3743
