SAN DIEGO (KGTV) — The first of five "fee-free" days at America's national parks falls on Martin Luther King Jr. Day this month.Entrance to any of the country's more than 400 national parks is waived on Jan. 20 in honor of MLK's birthday, including at San Diego's Cabrillo National Monument at the tip of Point Loma.Guests can take in panoramic views of downtown San Diego and the surrounding bay while learning about 16th century explorers and San Diego's discovery in 1542. SAN DIEGO (KGTV) -- The man accused of opening fire into a Hillcrest business has been found incompetent to stand trial. Stefano Markell Parker, 29, was facing attempted murder charges in San Diego in connection with the shooting at Golden Dragon Asian Bistro in February of 2019. Witnesses in the area that night described a man they say stood outside the restaurant armed with a rifle and opened fire. No one was shot. Witnesses say the gunman then changed clothes, providing a description. Police arrested Parker in the area later in the night. A spokesperson at the Jefferson County Jail in Alabama previously confirmed to 10News that Parker was in custody in recent years. In 2016, he was arrested in Alabama for possession of marijuana and drug trafficking charges. In 2017, he faced charges of distributing methamphetamine and possession of marijuana. Court records also show that Parker faced capital murder charges when he was a teenager in connection with a shooting from a vehicle. SAN DIEGO (KGTV) - The mother of Rebecca Zahau testified Thursday in the second day of the civil lawsuit surrounding the Coronado mansion death.Rebecca Zahau died in July 2011. Her nude, bound body was found hanging from the balcony of the Spreckels mansion.The death was officially declared a suicide but Zahau's family disagreed. They filed a wrongful death civil lawsuit against Adam Shacknai, the brother of Zahau's boyfriend.Shacknai’s lawyers argue there is no physical, eyewitness, or scientific evidence linking him to Zahau’s death.Zahau's mother, Pari Zahau, took the witness stand Thursday morning and gave an emotional testimony as she was asked questions about her daughter.She remembered her as a sweet, loving and religious woman. The jury has three days off and will hear testimony again Monday.The family’s attorney Keith Greer handed Pari Zahau a piece of evidence and asked her to describe what it was.It was an envelope full of cash from Rebecca Zahau addressed to Pari Zahau and her late husband.Pari Zahau explained to the jury her daughter would support her financially by sending cash every month. That envelope was never sent, although one of the final times Pari Zahau talked to her daughter, she was told it would be on the way soon.Pari Zahau had to take a break from testifying when lawyer Keith Greer asked, “Did you ever think Rebecca would kill herself?”She gave a tearful response saying, “No. No, never. Never. My daughter? No. She is very sweet girl and she is very strong. No no, not suicide, they killed her.”After Pari Zahau broke down in tears, the lawyer asked for a brief break.The trial is expected to last a month. The Zahau’s family’s goal is to get the Sheriff’s Department to reopen a criminal investigation. 1802

SAN DIEGO (KGTV) - The City of San Diego and the San Diego Housing Commission announced details about a planned purchase of two hotels to convert into permanent housing for the homeless.After a six-month search, city officials announced the purchase of the Residence Inns in Mission Valley and Kearny Mesa. The price tag: 6.5 million.Scott Marshall of the San Diego Housing Commission says the project draws upon city, county and state funds to turn hotel rooms into 332 affordable apartments for the homeless, many of them currently staying at the convention center as part of the program, Operation Shelter To Home."This is not temporary shelter. They are permanent homes that will provide them a path out of the shelter and off the streets," said Marshall.Marshall says of the 29 sites considered, the two Residence Inns stood out."They were operating as hotels and in good condition. They didn't require a lot of work for people to move in," said Marshall.Federal housing vouchers will help residents with part of the rent. They'll also receive a host of wraparound services."Things like health care, Life skills training and employment assistance to help them get back on their feet and to a more stabile life," said Marshall.The hotels turned apartments reside in commercial areas, with many other motels and hotels as neighbors. SDSU marketing professor Miro Copic says any issues at the sites could turn into pubic relations problems."Tourists and travel agents could see it as a negative, and it may turn away people from the area. The city has to manage this effectively. If it does so, it may not have much of an impact on nearby hotels," said Copic.If the city council approves the purchase in October, the apartments could be ready by December. 1768

SAN DIEGO (KGTV) -- The Del Mar Fairgrounds announced layoffs Thursday amid the coronavirus pandemic.According to the fairgrounds, staffing will be reduced by 58 percent due to a loss of revenue."Due to the COVID-19 pandemic and the subsequent ban on mass gatherings, the 22nd District Agricultural Association|Del Mar Fairgrounds (22nd DAA) has suffered severe financial losses to its income streams."The fairgrounds says since March, revenues have fallen by 66 percent "Combined with the postponement of the San Diego County Fair and no patrons for this year’s summer horse racing meet, revenues are estimated to be down 92 percent by the end of the summer."The fairgrounds will give employees 120 days of continued employement with an official layoff date of October 15.“It is with a heavy heart that we must make the difficult decision to reduce staffing at this time,” said Tim Fennell, CEO and General Manager of the Del Mar Fairgrounds. “Until it is safe to host events again, reducing our staffing levels is crucial to the survival of the Del Mar Fairgrounds. We must preserve this community treasure in order to continue its legacy for future generations as an economic engine for the region and a beloved entertainment and education destination.
