Anderson says her ex-husband chose to go to Canada rather than pay court-ordered child support in the early 1970s. "I kind of put it on the back burner and just kind of forgot about it over the years," said Anderson. California Gov. Gavin Newsom signed a bill Saturday that allows transgender inmates to be housed in jails or prisons based on their gender identity.SB 132 says that during the initial intake process, the California Department of Corrections is required to note each incoming inmate's gender identity, whether they identify as "transgender, nonbinary, or intersex" and the inmate's gender pronouns. The inmate will then be sent to an appropriate facility based on their gender identity.The state cannot deny an inmate's request solely based on their anatomy or sexual orientation. However, ABC News reports that the state can deny requests if the inmate poses a "management or security concern." In that case, the state must provide the inmate with a written statement explaining their decision and give the inmate an opportunity to object.Previously, inmates were sent to facilities based on their birth gender. A 2009 study by the University of California, Irvine found that transgender inmates in the state were 13 times more likely to be sexually assaulted than an average inmate. A separate federal study done between 2011 and 2012 found that about 12% of non-heterosexual inmates reported being sexually victimized — a rate about 10 times higher than those of heterosexual inmates.According to ABC News, transgender women housed in facilities for men are among those most at risk of being assaulted."It's just a false narrative about transgender people and about transgender women in particular that they're somehow not really women and are just trying to scam their way into women's bathrooms or facilities in order to do bad things," State Sen. Scott Wiener, who authored the bill, told The Associated Press. (KGTV) - After a woman died in a jet ski crash in the Agua Hedionda Lagoon in Carlsbad on Sunday, Stephen and Aimee Cochrane were confronted with a painful memory.“I just cannot believe that this would have happened. It’s just wrong,” said Aimee.Her indignation was amplified by the fact that she and her husband were involved in a crash in the same lagoon in July of 2016.They had decided to rent a jet ski on their anniversary, something they had never done before.“We wanted to do something different,” recalled Stephen.But when they got to California Watersports at the Agua Hedionda Lagoon, they had second thoughts.“It was wild. It was mayhem out there,” said Stephen, describing the busy activity on the water.Despite their hesitations, they decided to go for it. But before they had even completed one lap around the buoys, they said they were t-boned by another rider.“We both flew off the jet ski,” remembers Aimee.Stephen said he momentarily blacked out. Aimee remembers swimming over to him and seeing him face down in the water.He was eventually pulled onto a boat and taken into an ambulance. He said he ended up with three broken ribs and a fractured sternum.Aimee suffered some cuts and bruises on her legs, but no broken bones.Stephen said he had to take three weeks off of work and pay ,000 in out of pocket medical expenses. He says he still has pain in his chest from the injury.After the crash, they said they had no contact with the owners of the rental company. CHICAGO, Ill. – Chicago’s police commissioner says more than 100 people were arrested following a night of looting and unrest that left 13 officers injured and caused damage in the city’s upscale Magnificent Mile shopping district and other parts of the city.Police Superintendent David Brown says it “was not an organized protest” but instead “an incident of pure criminality” that began following the shooting of a person by police the previous day in the city's Englewood neighborhood.It wasn’t immediately clear what led to the unrest, which began shortly after midnight, but anti-police graffiti was seen in the area.At one point early Monday, shots were fired at police and officers returned fire.Many of the businesses that were ransacked had recently opened after Chicago protests of George Floyd’s May 25 death in Minneapolis devolved into chaos.Brown says a heavy police presence is expected in the downtown area until further notice.Mayor Lori Lightfoot described it as “straight up, felony criminal conduct” and “an assault on our city." 1057
