Richard is accused of swerving into Michelle Scott and driving with her bicycle attached to his car for more than two miles during Tuesday’s crash. (KGTV) -- The City of El Cajon is hoping someone comes forward to claim a tortoise found traveling the city's sidewalks Thursday afternoon. According to a post of the city's Facebook page, paramedics came across the "patient" slowly making its way down the sidewalk near Emerald and Washington Streets. The city said jokingly that the creature may be suffering a little "shell shock."The tortoise was taken to the El Cajon Animal Shelter to be checked out and held until the owner comes forward. Check out the full Facebook post below:  581

DOWNTOWN (CNS) - Authorities shut down lanes of Interstate 5 in Downtown San Diego as firefighters battled a small fire that broke out in palm trees near San Diego City College's campus, just west of the freeway Saturday afternoon.The fire was first reported at 3:44 p.m., according to a California Highway Patrol incident log.The CHP closed the right two lanes of southbound I-5, leaving only the left two lanes open. Ramps onto I-5 were also closed in the area, including the ramps from C Street and Pershing Drive to southbound I-5, according to San Diego police Officer Robert Heims.
