BEIJING, Dec. 6 (Xinhua) -- A well-known economist said Monday that the biggest problem in China is not inflation, but shifting its economic structure to maintain sustainable growth."The biggest challenge faced by China is economic restructuring in order to shift the economy to a more balanced way that will provide sustainable economic growth," Stephen Roach, former chairman of Morgan Stanley Asia, told Xinhua."In the post-crisis environment, the shift means to build a consumer-led economy, and that is the overriding challenge in China," said Roach, who currently serves as non-executive chairman of Morgan Stanley Asia.Residents' incomes in China remain at a low level. "People's incomes are only 42 percent of the GDP, whereas in the US the rate is 86 percent. So the government should raise the income of the citizens, especially when China wants to stimulate domestic private consumption," said Roach."Of course, that does not mean the Chinese government should ignore the risk of higher inflation," he said.Official data showed that China's October Consumer Price Index (CPI), a major gauge of inflation, rose to a 25-month high at 4.4 percent."There is a certain amount of momentum to inflation, so it's likely to be the a problem over the next 12 months. If the government acts quickly, it will be able to limit the problem, or else China could be facing this problem in 2012 as well," said Roach.Roach suggested China should take broad and comprehensive approaches in dealing with inflation, and the medium-term goal of the shifted economic structure need to be maintained."The government has to demonstrate its resolve in dealing with inflation, and property market assets. It's a challenge, but I think the government is up to the challenge," according to Roach.

XIANGTAN, Hunan, Dec. 1 (Xinhua) -- Experts and rescuers said Wednesday there was little hope of finding seven miners trapped underground alive after a coal mine was flooded nearly one day earlier in Hunan Province.The flood happened at 11:38 p.m. Tuesday in a pit at the Yide Coal Mine in Xiangtan County, trapping seven miners at a depth of 89 meters, said Zhao Jun, one of the experts involved in the rescue operation.The miners were believed to be stranded in a tiny area and it is possible they have drowned, said Zhao, who is also the chief engineer of Hunan's Coal Industry Bureau.In addition, the oxygen density was tested to be 8 percent at a depth of 83 meters in the flooded pit, indicating less oxygen at the level where the miners were trapped, which increases the possibility of suffocation, rescuers said.However, rescuers are still trying to install more pumps to drain the water.A spokesman with the emergency rescue headquarters said Yide, a small mine that had doubled its annual output to 60,000 tonnes after recently merging with a neighboring mine, had been warned due to safety concerns, both orally and in writing, over the past four weeks.Senior executives and major shareholders of the mine are now in police custody.

WUHAN, Nov. 14 (Xinhua) -- Chinese Foreign Minister Yang Jiechi said on Sunday that Sino-Indian relations have global influence as well as strategic significance.Yang made the remarks while meeting with his Indian counterpart, S.M. BEIJING, Dec. 6 (Xinhua) -- China's welfare lottery has raised over seven billion yuan (about 1 billion U.S. dollar) for the country' s quake-stricken area in its southwest since 2008.The preliminary count was announced by China's Welfare Lottery Distribution and Management Center on Monday, a few weeks before the deadline for the fund-raising project.The project was initiated shortly after an 8.0 magnitude earthquake devastated China's southwestern region in May 2008, which left more than 87,000 people dead or missing.Designed to last for a 30-month period starting on July 1, 2008, the special fund-raising project will conclude on the last day of this month.This was the second major fund-raising effort dedicated for relief work following natural disasters.The first one was initiated after disastrous floods along the Yangtze, China' s longest river, in 1998. About 1.5 billion yuan was raised then.China's welfare lottery started in 1987.
