Officials in North Carolina now say that seven people have been killed in flash floods prompted by Tropical Storm Eta.The Charlotte Observer reports that four people were killed in Alexander County, located about an hour north of Charlotte. There, at a local campground, three bodies were recovered and another 31 people were rescued. As of Thursday afternoon, an adult and a child were still missing from the campsite.Elsewhere in Alexander County, another person died when floodwaters caused a bridge to collapse. It was one of four bridges in the country that were swept away by floods, and one of the collapses was captured live by a local TV news channel.The Observer reports that two other deaths were recorded in Iredell County when floodwaters caused a pickup truck to hydroplane and collided with an oncoming car.The New York Times reports that the seventh fatality occurred in Wake County — near Raleigh — where witnesses say a child who had been playing near a creek drowned in a flash flood.According to The Weather Channel, the Charlotte area received seven inches of rain on Thursday, causing creeks and rivers to overflow quickly. Five counties in North Carolina declared states of emergency.The National Hurricane Center reports that Eta, now a post-tropical cyclone, is currently located just offshore of the Carolinas. OCEANSIDE, Calif. (KGTV) - The City of Oceanside has unveiled its latest effort to achieve their zero waste goals set back in 2011.Green Oceanside Kitchen is a state-of-the-art food recovery and preservation facility dedicated to eliminating waste and feeding the community."We need to do better, we need to feed our community and educate our community," said Colleen Foster, the City's Environmental Officer. The City teamed up with O'Side Kitchen Collaborative for the new project. They'll collect unwanted food from farmers, backyards, and food businesses, turning the goods into something delicious. "I could've done anything, but for me, making an impact in my community as well as it tasting good is the best!" said Vallie Gilley, Executive Director of O' side Kitchen Collaborative. The facility includes a 1,700 square foot commercial kitchen and a 500 square foot fridge that can hold about a semi-truck load of food. There's also an interactive demonstration kitchen for culinary arts training and education. Foster says more than 40 percent of what is grown and produced in the U.S. is wasted. With the new green facility, planners hope to save 20 percent of what would've gone to waste."That's thousands, if not hundreds of thousands, of pounds of food," said Foster. The facility was designed to maximize food recovery and preservation with specialty equipment installed throughout.Gillie's team will also be catering events to help support the program. 1475

(CNS) - Oceanside's police chief has called for an internal investigation into an arrest in which one officer used a stun gun to subdue a carjacking suspect, causing him to fall backward onto his head, before two other officers forcefully twisted him to lie facedown.Video of the Tuesday incident was captured on a witness' cellphone and shared on social media, according to Oceanside Police Department Chief Frank McCoy.Police officials Wednesday released an officer's body-worn camera footage of the arrest along with the cellphone video, plus an open letter by McCoy providing more details.Dispatchers received reports around 4 p.m. Tuesday that the man attempted to carjack several people at multiple locations in Oceanside's Mesa Margarita neighborhood while armed with a knife, McCoy wrote in the letter. That victim went back outside a short time later and saw the suspect fighting with another person down the street.The man was still armed with the knife when officers approached him Tuesday afternoon at an undisclosed location in the Mesa Margarita neighborhood, McCoy said.The officers on scene were armed with two types of less-lethal weapons as they approached, according to McCoy.In the videos released by OPD, the man appears to have dropped the knife to the ground and has both hands on his head as one officer approaches from the front and two approach from behind. The man appears to kick something on the ground -- possibly the knife he had dropped -- and then takes a few steps toward it while shouting at the officers.As this was happening, the officer in front of him can be seen taking several steps toward the man before using his stun gun. The man goes stiff and groans as he falls backward, hitting his head on the ground.The two officers behind him then rush in and grab him before forcefully turning him over onto his stomach. In the videos, it appears the man's face hits the ground as officers turn him, and he groans again.Paramedics treated the man at the scene before taking him to Tri-City Medical Center for treatment of undisclosed injuries, McCoy said.The man, identified as 32-year-old David Hernandez Avila, was booked into the Vista Detention Facility around 9:30 p.m. Tuesday on suspicion of felony carjacking, attempted carjacking and assault with a deadly weapon, among other charges, according to jail records. He was being held in lieu of million bail pending his arraignment, scheduled for July 31."I have had the opportunity to view this video and it has raised concerns with me," McCoy wrote in his letter. OCEANSIDE (CNS) - A fight between two men at a North County convenience store escalated Friday into a stabbing that left one of them hospitalized and the other under arrest, police said.The 9:30 a.m. fracas happened at the ampm [sic] minimart in the 1500 block of Melrose Drive, Oceanside police Lt.
