SAN DIEGO (KGTV) -- A nightmare of an opening week is continuing for an Ocean Beach tattoo shop. First, around 4 a.m. Saturday, surveillance video shows a man igniting an explosive against the window of Blackwater Tattoo Studio. Then, Sunday around 11:30 p.m., another man rides by on a skateboard, throwing a battery like cylinder through the same window. The owner, Mike Kellerman, shared surveillance video with 10News of both incidents. RELATED: Increased police presence in Ocean Beach following series of crimesThe first video shows a man skateboarding to the front of the business, taping something to the front window, and lighting it on fire. Moments later, the device explodes and blasts a hole in the window. "I expected the first one; the second one kind of pushed the limit," Kellerman said, adding he is not going anywhere. Kellerman said he believes his business is being targeted by a rival tattoo shop on Newport Avenue, but wouldn't say which one.RELATED: Homeless heroes help Ocean Beach theft victim track down her bikeHe told 10News he was confronted by a man from that shop earlier in the week who threatened him about opening in the community. SAN DIEGO (KGTV) - A man who was attempting to paint graffiti on a downtown building fell to his death Friday morning in East Village. The incident was reported about 8:30 a.m. on 15th Street near Broadway, across from San Diego Police Headquarters. SAN DIEGO (KGTV) - A new program is helping San Diegans get back into the classroom without the fear of crippling student loans. Offered through the San Diego Workforce Partnership and UC San Diego Extension, the program costs nothing upfront.It's called an Income Share Agreement (ISA); tuition is covered, and students agree to pay a small proportion of their income for a set period of time after graduating.The programs include front-end web development, Java programming, business intelligence, or digital marketing; each costs ,500.Adam Taylor is part of the first cohort of students. The Marine Corps veteran is still working to pay back student loans from several years ago but wanted to further his education to increase his salary."It seemed like a little more security in taking a chance and investing in yourself, as opposed to the school loans where they really don't care if you get a job or not," said Taylor, who's studying digital marketing. The program is possible thanks to million in grant funding, with Strada Education Network providing an initial .2 million. Strada granted the money to the Workforce to increase access and diversity in tech through ISAs.The program succeeds if students succeed. Those who get a job and pay back into the program will support future students. SAN DIEGO (KGTV) - A judge declared a mistrial Monday in the retrial of an undocumented immigrant accused of being the driver in a San Ysidro hit-and-run crash which seriously injured a young boy.Constantino Banda Acosta was charged with the crash on Camino de la Plaza May 6, 2017.Investigators said Banda ran a stop sign at Dairy Mart Rd. and crashed his pickup truck into the Lake family’s Honda Accord.6-year-old Lennox Lake was in a child safety seat at the back of the car. He suffered serious head injuries.Banda left the scene but was arrested about two miles away after Border Patrol agents spotted his damaged truck parked on a street, police said.RELATED: Retrial begins for undocumented immigrant in crashDuring Banda's first trial, his passenger, Jorge Adame Ariza, also an undocumented immigrant from Mexico, testified under a grant of immunity during the defendant's two-day preliminary hearing in June that he and Banda had a number of beers that night before the accident.Adame said Banda got into a fight with another man outside a Chula Vista restaurant. Adame told them he picked up Banda but later moved into the passenger seat with Banda behind the wheel during the crash.San Diego police Officer Michael Muniz testified in the first trial that Banda's blood-alcohol content measured .151 and .152 percent -- the legal limit is .08 -- during two breathalyzer tests.Federal immigration officials said Banda has been deported from the United States 17 times.Immigration and Customs Enforcement officials told 10News if Banda is not tried again (and effectively not convicted) he may or may not be deported.  ICE has requested that he be forwarded to the agency's custody upon any potential release. Banda's release will be subject to the Sheriff's Department under the California Sanctuary Law, ICE officials said. A judge will decide Friday whether a third trial will take place. 1938

SAN DIEGO (KGTV) – A man was stabbed to death in San Diego’s Gaslamp Quarter early Wednesday morning, and police say one person was detained in connection with the incident.At around 2:30 a.m., San Diego police responded to reports of a stabbing in the 400 block of Fifth Avenue, near J Street.When officers arrived, they saw a man in his 40s with a stab wound on his chest lying on the ground with a woman trying to keep pressure on the injury.The victim was rushed to UC San Diego Medical Center, where he later died from his injuries.After the victim gave police a description of the attacker, officers spotted and then apprehended a man believed to be linked to the stabbing.ABC 10News learned the man was detained for questioning.SDPD Lt. Andra Brown said the incident is under investigation, but it appeared the stabbing took place following an exchange of words between the victim and his friends and another group of people. 940
