The unemployment rate at this time last year was 3.4% and was just 3.1% in February, less than a third of the current rate.While the decreasing unemployment is a positive sign, it did arrive partially because fewer people are looking for work."Many San Diegans are battling difficult choices in the work-life balance," said Phil Blair, executive officer of Manpower West. "We are seeing companies offering high-paying jobs -- such as engineers and programmers -- and lower-paying jobs -- such as production line workers. The problem is that, whether someone can make or per hour, people are worried about safety and taking care of kids at home. Employers need to recognize employee concerns and meet them halfway."The data from the EDD does not reflect changing reopening tiers, or the fact that San Diego County could roll back reopenings by as soon as Tuesday because of rising COVID-19 numbers, which could throw the entire economy into a state similar to the months of March, April and May.Lynn Reaser, chief economist for the Fermanian Business & Economic Institute at Point Loma Nazarene University, said the county isn't out of trouble yet."Following the relatively good news from August, the job market could get much tougher as we move into fall," she said. "San Diego could be pushed back into California's purple zone, the most restrictive one for business based on the governor's new ranking for COVID-19 risk."The region's unemployment rate rose to a record 15% in May, according to EDD data, while data from the San Diego Association of Governments shows rates of nearly 30% in May.In August, the state's unemployment rate dropped to 11.6% from 13.7% and the nation's decreased to 8.5% from 10.5%.Government jobs led in local gains, with 6,800 jobs added to the region's total. Professional and business services gained 5,300 jobs, construction gained 3,100, trade, transportation and utilities 2,600, other services 1,200, educational and health services 1,000 and financial activities and manufacturing both gained 500 jobs.Leisure and hospitality and information were the only industries to post job losses, with 400 and 100 jobs lost, respectively.Comparing year-over-year, the San Diego region has lost 135,800 non- farm jobs and 400 agricultural jobs. SAN DIEGO (KGTV) - A billion trolley extension in San Diego just hit a roadblock that could delay the project and drive the price tag even higher.Team 10 discovered the building permit for the Nobel Drive – La Jolla Village Square parking structure was not approved. The project development is being led by the San Diego Association of Governments (SANDAG).According to a letter sent from the City of San Diego to SANDAG, "The City determined in October 2019 that a building permit cannot be issued because the plans do not comply with the California Building and Mechanical Codes."The letter stated that the design of the parking structure includes a natural ventilation system, and the Building and Mechanical Codes require a distance separation of 10 feet where no other structures can be built that would block that ventilation. It goes on to state that the Building Code requires a minimum fire separation distance to an assumed property line between buildings or a property line.According to the letter, "The City understands it is SANDAG's position that the language in the easement being acquired for the parking structure prohibiting the property owner from causing a hazardous condition to the structure or the easement is sufficient to provide the necessary fire separation. However, the City disagrees that this language expressly prohibits the property owner from building on its property within the ten-foot separation required for the parking structure to comply with the Building Code. The parking structure easement only covers the footprint of the structure, and no other building restricted easement was obtained over the ten-foot separation area. The easement language specifically states that SANDAG has the responsibility for ensuring that the structure meets applicable building codes and safety standards."In a statement to 10News, the City of San Diego Chief Building Official wrote, "The City of San Diego has continuously worked with SANDAG and provided it with several options to incorporate the required fire-separation distance into its proposed Nobel Drive Parking Garage project and achieve compliance with the Building Code. Once the project design meets the building code requirements, a building permit will be issued."On Wednesday, SANDAG's Chief of Capital Programs Jim Linthicum told 10News the disagreement has nothing to do with the ultimate engineering of the project."It has nothing to do with any of the technical, the engineering, the mechanical work inside this parking structure they've all approved that," Linthicum said. "It has to do with a long issue of a setback, and so what we've requested is let us keep on talking and figure this out, but concurrently, let's keep the construction going so that Mid-Coast [Trolley] stays on schedule and on budget."Linthicum said the City requested a setback from the parking structure. He said the two agencies disagree on what exactly the code says."While we're working through this disagreement, we've asked for kind of a conditional or temporary permit to let work continue."Here's why the parking structure is so important. Beyond the parking spots, it will house some of the signaling and communication hardware that's needed to operate the trolley.Team 10 investigator Adam Racusin asked Linthicum if this could de-rail the project."Absolutely not," Linthicum said. "What this could do is this could delay the opening, and whenever you delay the opening, whenever you delay any mega project like this, it increases cost, and I think most people would understand that. We don't want to delay the opening, and we don't want to have increased cost. We have been working great with all the partners on this project. You know, with the City of San Diego, UCSD, and Caltrans, we've been working great. This, in my view, is just a small hiccup where they don't feel comfortable issuing a temporary or conditional permit."Linthicum said while they continue talking to the City of San Diego, they want the work to keep progressing."SANDAG has the authority under our MOU, our memorandum of understand with the city, to take this on ourselves," Linthicum said. "So we're going to be going to our board of directors later this month asking for that permission to do so."Linthicum said he's confident the parking structure will be open on time in October, keeping the project on budget and on track.A spokesperson for SANDAG also sent 10News a statement that says in part, "Throughout the Mid-Coast Trolley project, SANDAG has worked diligently to ensure that all design and construction work complies with California Building Codes and other applicable regulations. SANDAG continues to work through the technical issues raised by City of San Diego with regard to the Nobel Drive Trolley Station parking structure and is optimistic that the requisite building permit will be issued to allow the timely completion of the structure. The Mid-Coast Trolley project will add 11 miles to the UC San Diego Blue Line Trolley, extending service from the Santa Fe Depot in Downtown San Diego north along the I-5 corridor to the University community. It has her wondering how many more lives will be lost due to the senseless tragedy. She said, “I was numb. I just thought when does the loss of life stop from this.”Erin’s daughter Lauren lost a friend in the shootings. She worries about the emotional impact the shootings will have on her daughter.Suicide prevention experts say the best thing you can do is look for warning signs and talk to your teenagers. Simply ask them if they have thought about suicide. They say the best time to talk about it is when they are not depressed. Warning signs include a drastic change in behavior or withdrawing. SAN DIEGO (KGTV) – A group of parents rallied in Mira Mesa Thursday morning to urge the San Diego Unified School District to reopen schools for in-person learning sooner rather than later.Since March, the district has kept school doors shut, but officials recently announced plans to initiate Phase 2 of a return plan come January.At Thursday’s rally, parents said that's not soon enough."Kids are depressed. We're trying to get them outside safe, but they need socialization and to be with friends. That's half of what they get out of school,” a parent said.City Councilmember Chris Cate joined parents Thursday in support, adding, "Every day that passes is critical."Cate said San Diego's climate could have easily played a part in welcome all students back to class by now."Outdoor learning, why are we not taking advantage of the climate we have here in San Diego? Yes, it's innovative and costly but ideas could be put forward when we know in fact, and have data that says, 'This is working' or 'this isn't working.’”Even though the trend of rallies has made a difference for districts in Poway, Carlsbad, Del Mar and Vista, it came with a cost.One week after Vista Unified welcomed students back into classrooms, five COVID-19 cases arose in their district, resulting in a lack of teachers to fill in and a quick move by the board to set new rules.Some parents in Vista even thought twice about their decision to send kids back to class, including parent Timothy Hernandez."I think they need to re-evaluate their plan and I wouldn't bring them back until next summer. SAN DIEGO (KGTV) - A group of San Diego Star Wars cosplayers are committed to charity work, not galactic control.Dressed as the "bad guys" of the Star Wars universe, the Imperial Sands Garrison can be found visiting children in the hospitals or supporting fundraisers. The group tries to attend more than 150 events a year."There's nothing better than going up and getting a high-five from the kids," says local commading officer Todd Mullen.Though over 100 strong, the Imperial Sands Garrison is only part of a much larger network. The 501st Legion spans worldwide with over 13,000 members. It has united Star Wars fans since 1997. 640
