SAN DIEGO (KGTV) -- San Diego Police are investigating following a deadly hit-and-run in Clairemont Wednesday night. According to police, the incident happened around 7:30 p.m. on the 5500 block of Clairemont Mesa Boulevard. Police say a 44-year-old man was found dead on the eastbound lanes of traffic. They say he was struck by a car, which fled the scene. Then the man was hit by two other vehicles as he was lying on the road. Both also fled the scene.Clairemont Mesa Boulevard near Dubois Street was closed for several hours during the investigation. 563

SAN DIEGO (KGTV) -- San Diego Mayor Kevin Faulconer Monday signed an executive order that will allow certain businesses and places of worship to operate outdoors.In light of California’s restrictions on indoor operations and activities, the executive order will permit businesses such as gyms, churches, barbershops and hair/nail salons to “expand their operations into private parking lots,” City of San Diego officials said.The order takes effect immediately, although Faulconer said the state will have to amend its regulations for salons and barbershops to operate outside.Faulconer said, “Right now, we need to give our small businesses every tool possible to get through this difficult time or they might shut down for good. By allowing more and more businesses to operate outdoors, we are delivering solutions to help San Diego’s small businesses get to the other side of this pandemic while putting thousands of San Diegans back to work safely and responsibly with proper physical distancing.”The San Diego City Council will vote on the newest executive order into a city ordinance at a later date.On July 13, Gov. SAN DIEGO (KGTV) — San Diego Police Department is investigating a video sent to several employees that depicts Hitler and makes "offensive" remarks about an investigation into officers eating inside a restaurant amid stay-at-home orders.The video was created after an internal investigation was launched over officers eating inside a restaurant during the state's stay-at-home order, said SDPD public-affairs Lt. Shawn Takeuchi. Those orders banned indoor dining at the time.Takeuchi says whoever created the video was clearly angry over the department's investigation into that incident.The video uses a clip from the 2004 film "Downfall," a German film depicting the final days of Adolf Hitler during World War II. A scene in the film showing an enraged Hitler yelling at military officials is used in various parody videos online.Takeuchi said the video being investigated added subtitles that, "negatively portrays the community and department leadership. The video also makes a homophobic comment regarding the Mayor."Mayor Todd Gloria, who took office this month, is the city's first openly gay mayor.The video surfaced on Saturday and began to circulate. Numerous department members who received the video alerted their supervisors. Internal Affairs was notified and started an investigation.Takeuchi called the video "extremely disturbing and offensive.""At this time, we do not know if this video was made by someone in the department or by someone who does not work at SDPD. We are still investigating to determine who was involved in creating it," said Takeuchi. "The department will not tolerate hateful speech of any kind. If the video was created by a department member, Chief Nisleit will take swift action. This is not who we are as a department. SAN DIEGO (KGTV) — San Diego Humane Society officers rescued 21 cats living in filthy conditions in a South Bay home on Tuesday.SDHS said Wednesday officers were working to recover more from the home.The cats were recovered from the home and are suffering from a range of health conditions, including malnutrition, fleas, upper respiratory infections, and some eye traumas that were left untreated. Wednesday, one of those cats was scheduled to undergo emergency eye surgery.Humane Society staff say the cats will be cared for at the shelter but did not say whether they would eventually be offered for adoption.SDHS did not say whether charges were being filed against the homeowner. 692

SAN DIEGO (KGTV) — San Diego Padres players and city leaders surprised more than 140 elementary school students with new bicycles Friday.As part of the Padres Holiday Giving Tour, the team partnered with Bikes for Kids Foundation to gift 141 students at Horton Elementary School. At first, the group of second- and third-grade students thought they were gathered to learn which student had won a bicycle after an essay challenge. One name was read. But then a second student won.
